6 The regular meeting was called to order at 9:20 a.m. by City Attorney, R. Max Lohman.

10 City Attorney, R. Max Lohman conducted the annual board member orientation.
11 IV. ROLL CALL
12 PRESENT: Gail Coppage, Taylor Ewer, James Garvin, Eric Jablin, Cynthia Maronet, Amy
13 Mauser, Nancy Sims.
14 ABSENT: None.
15 ALSO PRESENT: City Attorney, R. Max Lohman; City Clerk, Patricia Snider; Senior Planner,

18 A. APPOINTMENT OF CHAIR
19 City Attorney, R. Max Lohman opened the nominations for a Chair.
20 Board Member Sims made a motion to nominate Eric Jablin for Chair.
21 Board Member Garvin seconded.
22 Motion passed 7-0.
23 B. APPOINTMENT OF VICE CHAIR
24 Chair Jablin opened the nominations for a Vice Chair.
25 Board Member Garvin made a motion to nominate himself for Vice Chair.
26 Board Member Coppag seconded.
27 Motion passed 7-0.
28 VI. ADDITIONS, DELETIONS, MODIFICATIONS
29 Senior Planner, Dawn Sonneborn noted First Alternate is Jennifer O'Brien and Second
30 Alternate is Edward Penza as the names were reversed on the agenda.
31 VII. APPROVAL OF MINUTES from the April 16, 2019, meeting.
32 Board Member Coppage made a motion to approve the April 16, 2019, minutes.
33 Vice Chair Garvin seconded.
34 Motion passed 7-0.
35 VIII. ITEMS BY STAFF LIAISON
36 Senior Planner, Dawn Sonneborn reported there is $793,441.00 in the Art Impact Fund and
37 highlighted the City's Signature Magazine feature on Antennas to Light artwork showcased at
38 the Residence Inn on RCA Boulevard.
39 IX. OLD BUSINESS

41 X. NEW BUSINESS
42 A. Alton Town Center — AIPP-20-07-000049
43 Petitioner: Alex Brock, NADG Brock Alton, LP; Alexander Krivosheiw, Artist.

45 Staff recommends approval of AIPP-20-07-000049.

I Chair Jablin brought the item back for discussion. Discussion ensued.
2 Board Member Coppage made a motion to recommend AIPP-20-07-000049 to City Council.
3 Board Member Mauser seconded.
4 Motion passed 6-0.
5 Board Member Sims abstained due to a voting conflict and completed Ethics Form 8B.
6 Board Member Mauser excused herself from the remainder of the meeting at 10:18 a.m. and
7 First Alternate O'Brien took her seat with the board.

9 Petitioner: Nicole Plunkett, Landscape Architect/Partner, Cotleur and Hearing; Kevin

14 Chair Jablin brought the item back for discussion. Discussion ensued.
15 Board Member Coppage made a motion to recommend AIPP-21-01-000051 to City Council.
16 Board Member Sims seconded.
17 Motion passed 7-0.
18 X. COMMENTS BY THE PUBLIC
19 None.
20 XLCOMMENTS BY THE BOARD
21 Chair Jablin shared previous Art in Public Places art projects showcased around the City and
22 asked board members to contemplate future projects and locations for new artwork. Discussion
23 ensued.
24 Board Member Ewer inquired about the process for art projects initiated by the Art in Public
25 Places Board.
26 Senior Planner, Dawn Sonneborn explained there is a procedure specified in the Code of
27 Ordinances for the use of funds on City -owned land. Discussion ensued.
28 Vice Chair Garvin suggested reaching out to local artists within the community. Discussion
29 ensued.
30 XII. SELECT NEXT QUARTERLY MEETING DATE
31 Board members selected June 9, 2021.

2 Board Member Coppage made a motion to adjourn the meeting.
3 Vice Chair Garvin seconded.
4 Motion passed 7-0.
5 Chair Jablin adjourned the meeting at 11:28 a.m.
6 The next meeting will be held on June 9, 2021. (The June 9, 2021, meeting was canceled, and the
7 next scheduled meeting will be held on April 20, 2022).

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies to members of advisory and non -advisory bodies who are presented with a voting conflict of
interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before
completing and filing the form.
INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
would inure to his or her special private gain or loss. Each elected or appointed local officer also MUST ABSTAIN from knowingly voting on
a measure which would inure to the special gain or loss of a principal (other than a government agency) by whom he or she is retained
(including the parent, subsidiary, or sibling organization of a principal by which he or she is retained); to the special private gain or loss of a
relative; or to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies (CRAs) under
Sec. 163.356 or 163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited
from voting in that capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father-in-law,
mother-in-law, son-in-law, and daughter-in-law. A "business associate7 means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you are
abstaining from voting; and
WITHIN 15 DAYS AFTER THE VOTE OCCURS by completing and filing this form with the person responsible for recording the
minutes of the meeting, who should incorporate the form in the minutes.
APPOINTED OFFICERS:
Although you must abstain from voting in the situations described above, you are not prohibited by Section 112.3143 from otherwise
participating in these matters. However, you must disclose the nature of the conflict before making any attempt to influence the decision,
whether orally or in writing and whether made by you or at your direction.
