The following comments are based on the above referenced petition submitted to the City on March 22, 2022, found sufficient on March 29, 2022. Planning and Zoning Please update the provided area location map to indicate the names of all principal roadways, bicycle and pedestrian network, mass transit routes, major public facilities and municipal boundaries within one mile of the subject site, pursuant to Section 78- 46(e)(4) of the City code. 2. Please update the Site Data chart to include the current petition number (SPLA-22- 03-000063), proposed and required building heights, lot coverage, and setbacks, pursuant to Section 78-46(f) of the City code. 3. Please revise the existing land use to Golf (G) on the site plan. 4. Please include subsections within the Site Data for organization. 5. Please revise the provided justification statement to not include language regarding amending the PCD. This request is limited to a site plan amendment. Staff Comments SPLN-22-03-000o63 April 22, 2022 6. The provided justification statement states that 703 parking spaces are provided (302 standard, 401 golf cart). This is not consistent with the site plan. Please revise. 7. Please include the number of parking spaces that will be provided as electric vehicle (EV) parking in the site data table as a separate line item. Staff encourages the Applicant to provide more than 2 EV spaces, as a sustainability component. 8. Please provide a parking justification statement that addresses the demand for the percentage of the golf cart parking spots proposed in lieu of standard parking spaces. 9. Due to the new design of the parking lot and updated code provisions, the previously approved waivers are not applicable. If the Applicant would like to request a waiver or waivers that are specific to the new design, please provide justification pursuant to Section 78-158(i) of the City code. Please coordinate with Staff to discuss further. 1o. Please provide a Site Plan Details sheet that includes details and specifications of all site furniture (bicycle racks, benches, waste receptacles), pavers, sport court cabanas, the valet kiosk, conceptual patio furniture, signage (directional, golf cart only), gates and fences, pursuant to Section 78-46(f)(2) of the City code. These details should include dimensions, material, and colors. Staff encourages the Applicant to provide decorative bicycle racks, and white, modern pavers. 11. Please provide a separate plan to clarify which components of the site are existing and to remain, pursuant to Section 78-46(f)(2) of the City code. 12. Staff encourages the Applicant to enhance the pedestrian experience by providing an east -west pedestrian path on the west parking lot on the northern end and by completing the pedestrian path in the west parking lot, on the south end going west. 13. Staff encourages the Applicant to provide a minimum of 8-foot-wide sidewalks. 14. Staff encourages the Applicant to continue the decorative pavers of the rear golf cart parking lot adjacent to the fitness center. 15. Please correct the Index of Sheets on the cover sheet for the provided utility plans. The sheets provided are not consistent with what is listed. 16. Please clarify if the sport courts that are to remain will be available for use during construction. 17. Please provide light pole and fixture specifications including material and color that correlates with the schedule on the provided photometric plans, including sport court lighting, pursuant to Section 78-46(f)(2)(1) of the City code. 18. Please clarify how the "affected site area" was calculated on the Landscaping Requirement Chart. These provided open space calculations are not consistent with what is provided on the Site Data chart on Sheet SP.3. Page 2 of 8 Staff Comments SPLN-22-03-000063 April 22, 2022 19. Please add a plant legend including symbols, species, and specifications on every sheet of the landscaping plans, pursuant to Section 78-305(c)(7) of the City code. 20. There appears to be numerous areas of conflicts between landscaping and utilities. Staff encourages the Applicant to coordinate with Seacoast Utility Authority (SUA) to meet their standards to avoid field relocations and removals. (SUA, Forestry) 21. Staff encourages the Applicant to strongly consider Royal Palms in lieu of the proposed Medjools along the main entrance drive. 22. Please replace the Oak trees located in all parking landscaping islands with an alternative species. (Forestry) 23. Please replace the Fern and Bromeliad shrubs on the landscaping plan with an alternative species. (Forestry) 24. Please provide the width of all foundation planting areas. Please note that these areas shall not be less than 30 percent of the height of the adjacent wall, pursuant to Section 78-32o(a)(4)(b) of the City code. (Forestry) 25. Staff encourages the Applicant to take advantage of the 32-feet wide entry median that is not encumbered by utilities to provide landscaping focal point. 26. Please provide the type of sod being proposed, pursuant to Section 78-305(c)(7) of the City code. Staff encourages the Applicant to use Zoysia Sod. (Forestry) 27. Please label "proposed", "existing and to remain" and "to be abandoned" on all utilities on the landscape plans, pursuant to Section 78-3o6(c) of the City code. 28. Please identify all fire hydrants and fire department connections (FDC) on the site plan and landscape plans. (Forestry) 29. There are "trees to remain" that are in conflict with the proposed basketball court on sheet LP.2. Please address. (Forestry) 30. Please include the height of all roof top equipment to ensure screening, pursuant to Section 78-195 of the City code. 31. Please label all roof elements on the roof plan, including parapets, roof access, and screen walls. 32. Please provide four-sided architectural elevations for the proposed restroom buildings and starter shack, pursuant to Section 78-46(e)(3) of the City code. Page 3 of 8 Staff Comments SPLN-22-03-O00063 April 22, 2022 33• Please provide black and white architectural elevations of the proposed clubhouse building with notes that identify materials, heights, projections, recesses, scoring, building floor levels, light fixtures, etc. 34• Please update the north exterior elevation to depict the stairs on either side of the entry roundabout. 35• Please provide the dimension measurement between the scoring lines of the columns of the proposed clubhouse building. 36. It appears that various types of glass are being included in the building's architecture. Please provide each type in the key notes. 37. The stucco reveals of the roof on the architectural elevations are not to the scale as shown on the artist renderings. Please address. 38. Staff encourages the Applicant to demonstrate proportionality of the building by enhancing the center tower feature to celebrate the entrance. 39• Staff encourages the Applicant to consider including additional contemporary architectural features for the proposed clubhouse building by incorporating roof overhangs, green walls, and modern light fixtures. 40. Please include gutters and downspouts on all elevations. 41. Please provide a statement in the project narrative addressing how the new clubhouse building will be compatible with the existing building. 42. Please provide a material board including paint chips. 43• The printed architectural elevations appear to be at a low resolution and do not illustrate the proposed architecture clearly. Please evaluate and see if higher quality prints can be provided. 44• Please provide details of the water feature shown in the artist rendering and indicate its location on all applicable plans. 45• Please provide a key map on the artist rendering sheets. 46. Please label the artist renderings front, rear, and side with the corresponding cardinal direction. 47. Staff has concerns regarding the views of the service area from the second floor of the clubhouse and suggest the Applicant evaluate a trellis over the top for consideration. Please address. 48. Staff recommends increasing the service wall height to 8 feet. Page 4 of 8 Staff Comments SPLN-22-03-000063 April 22, 2022 49• Pursuant to Section 78-364 of the City code, the clubhouse is required to have three loading spaces. Please address. 50. Please outline and label the location of the service area on the floor plans. Forestry 51. Please provide a tree disposition plan. 52. Pursuant to Section 78-313 (d) of the City code, please show how the landscape plan is protecting 25% of the specimen trees/palms. 53• Please provide a landscape island every 9 parking spaces, pursuant to Section 78- 315(b) of the City code. 54. On Sheet LP.1 and Boundary Survey Sheet 5, please explain why the 12' Utility Easement, P.B. 67, PG 101, is open ended once it reaches the parking lot. 55. On Sheet LP.1, please provide plans for the "TBD roof top garden" and "TBD Ground Floor Garden" on both sides of the northern front entry. 56. On Sheet LP.3, please show how the generator is being screened from the tennis courts to the east. 57. On Sheet LP.3, please show all landscape modifications to the existing vegetation that is occurring to the northwest corner of the Fitness Center, particularly due to the new improvements shown on the civil and site plans in this area. 58. On Sheet LP.4, open space data information is provided, please provide an open space plan showing the "affected site area" and show how the open space was calculated. 59• Existing is a dense landscape buffer that fully screens the sport courts from the golf course. The Applicant is currently proposing a low, slow growing hedge as a replacement. Please address view corridors that may occur between the sport courts and golf course. Fire -Rescue Department 60. Please provide access to the proposed clubhouse on the west and south side. There should be no more than 20 feet from the clubhouse from the point of access for a life safety vehicle. 61. Please provide access into the west golf cart parking lot to be able to provide access to the clubhouse, as referenced in comment number 60. Page 5 of 8 Staff Comments SPLN-22-03-000063 April 22, 2022 62. Please coordinate with SUA to provide sufficient water source. Fire water mains shall be looped and not terminated, and a minimum of 6" and (ideally 8") shall be provided to supply the site. 63. Please include the existing fitness center and pool area in the fire truck access plan. Life Safety access is required at this area. 64. Please be advised, the new clubhouse is to be 10o percent fire sprinkler protected to include the Porte Cochere, all covered loggias, and covered outdoor dining areas. 65. Please be advised, the provided floor plans may exceed occupancy loads and will be evaluated during permit review. 66. Please be advised, all exterior stairs shall be slip resistant. 67. Please be advised, that pavers shown in drawing near the building shall be designed and installed to support the weight of emergency fire apparatus. Engineering Department 68. Please provide an easement exhibit that shows all existing easements, all easements to be abandoned and all new easements. 69. Please provide an exhibit that clearly shows the boundary of the affected area all proposed site improvements. 70. On sheet SP-2, please note the dimension of the main paver entrance drive aisle width adjacent to the parallel parking spaces. 71. Please clarify if the proposed parking areas and roof drains will drain to the existing storm drainage system. 72. On the photometrics plan, please provide the maximum spillover at the nearest residential property line in the calculation summary table. 73. Please provide the photometrics for the golf cart paths. 74. Please clarify if the new and existing sport courts will have new lighting. If so, please provide new photometrics for these areas. 75. Please provide 10-foot-wide parking spaces for the proposed 24-foot drive aisles or 25-foot drive aisles for 9.5-foot-wide parking spaces. Staff suggests the Applicant to provide a minimal amount of compact car spaces to minimize the loss of spaces. 76. Please dimension the drive aisle all around the pool area adjacent to the golf parking spaces on all applicable plans. Please provide a detail and on the service area to include the trash compactor and materials that will be utilized for the enclosure of the service area. (Planning and Zoning) Seacoast Utility Authority 78. The civil drawings need to be revised to avoid the long 8" terminated water main. SUA has coordinated and advised to make this a private Fire line and water service. (Fire) 79. The relocation of the 8" water main on the west side of the proposed clubhouse needs to be completed in phase 1 to maintain the water main loop to parcels F1, F2, and F3. 80. The photometric plans need to clearly show all existing and proposed water and sewer lines and facilities. 81. Plumbing plans are needed for the new clubhouse. Please provide with re -submittal. 82. The proposed Fireline and domestic water service and meter need to be revised on the site plan. (See comment 78.) 83. On landscape plan LP-1 the applicant needs to move the False Agave plants away from SUA main and out of the SUA easement; the nearby Alexander Palm needs to be io ft clear of the water main or 7 ft clear with root barrier. Please call out and show all root barrier; the proposed Oak tree at the north portion of the plan requires root barrier. 84. Please add/call out all root barriers and the width of trees at maturity. Building Division 85. Please be advised, demolition, gas, and grease permits will be required separately. 86. Two sets of signed sealed plans for will be required for the building permit. 87. Sub -permits required for all trades. 88. It is strongly recommended that the Applicant meets with Building and SUA prior to permit submittal. 89. Health Department approval required. go. There will need to be a construction phasing plan for the project that includes a construction fencing plan and that will be maintained throughout project. Police Department No comments at this time. DRAFT Conditions of Approvals: Conditions forthcoming. The Applicant shall provide a written response to all comments, indicating how each comment has been addressed and/or acknowledgement of each comment. Compliance with expedite subsequent review. It is suggested that the Applicant clearly identify all changes to the plans by either "clouding", or otherwise highlighting, the location of all changes to further expedite the review. City staff reserves the right to make additional comments throughout the review process. Page 8 of 8
