The following comments are based on the above -referenced application submitted to
the City on March 21, 2022, and found sufficient on March 25, 2022.
Planning and Zoning
Please advise in the project narrative the proposed functionality of the "Staff
Entrance" that is proposed on RCA Center Boulevard. Will staff be encouraged
or required to use this entrance to access the employee parking garages?
2. On Sheet SP-o1, the leader arrow for the new proposed monument sign is
pointing to the drive aisle, please correct.
3. Please explore opportunities to request a waiver to provide some compact size
parking spaces in the parking garage and provide some garage parking spaces
with larger width.
4. On sheets SP-o6 and A-2o6, please replace the elevations and depiction of the
fence to an example/typical without barbed wire.
5. Per Section A.8 of the Design Guidelines, please address the
sidewalk/pedestrian connections to the main entrance of the Phase 2 building.
6. Please explore opportunities to provide more convenient and direct internal
bicycle circulation to the Phase 2 parking garage/ bicycle parking, and consider
exceeding the minimum bicycle parking requirement.

7. Please advise if showering and changing facilities will be provided in the Health
and Wellness Center.
8. Please provide elevations and material/dimension details or a graphic
representation for the various card readers and concrete bases/arm gates that
are proposed throughout the site.
9. Please clearly identify the locations of all proposed wayfinding signage and
provide an elevation and plan view detail of the proposed signs with materials
and dimensions.
lo. Please describe how access will be secured for the above ground fueling system
and consider providing a plan for future fencing / gates if needed.
11. Please more clearly define the limits of the project on Sheet SP-02, and
specifically address the connection points of the east and west connection
corridors to the Phase 1 building on sheets A-1o1 and A-1o6.
12. Please use a notation and leader to identify the proposed surface material(s) of
the connector terrace on Sheet L-1ol.
13. Please provide a description in the project narrative of some of the proposed
spaces/facilities indicated on the floor plan (Pre -Function, White Box, MDF
room, etc.)
14. Per section B.3.b of the Design Guidelines, please consider the amenities
proposed to be provided in the proposed internal courtyard area, such as
benches and/or picnic tables.
15. Please advise in the project narrative how the Applicant is providing
architectural elements at a human scale per Section B.3.e. of the Design
Guidelines.
16. Please note the mean roof height of the sloped roof on the architectural
elevation sheets and in the project narrative.
17. Please more specifically describe the required building setback calculation from
Kyoto Gardens Drive for the proposed office building in the project narrative
(and associated table) and site data table.
18. Please demonstrate on a plan sheet any potential future access control systems
that could be implemented for the Phase 2 (and/or Phase 1) parking garages.
19. Per Section A.11, please consider a vegetated/green roof element the roof of the
Phase 2 parking garage, and clarify what the abbreviation "TPO" stands for.

20. Please advise the purpose of the "garage rooftop access" depicted on Sheet A-
201. Are events or functions anticipated in this area?
21. Please clarify the "welded wire mesh" material that is noted on east side of the
parking garage; it does not seem to be noted in the architectural materials
legend.
22. Please advise if any wireless communication antennas are anticipated to
provide "communication carrier diversity" as indicated on page 2 of the project
narrative.
23. Please revise the renderings to more accurately depict the paving and surface
materials, and ensure all landscaping depicted is accurate to the proposed
landscape plans at planting.
24. Please provide additional renderings: view of parking garage from Kyoto
Gardens Drive, better views of the internal connector corridor terraces and
courtyard, and a view of the above ground fuel system from Interstate-95
ramp(s).
25. Please advise how the Applicant intends to satisfy the City's Art in Public Places
requirements per Section 78-261.
26. Please advise if any modifications are proposed to the PCD buffers per the
discussion on page 9 of the project narrative.
27. Please provide information on the species intended for the "Specimen Tree",
"Canopy Palm" and "Flowering Tree" symbols, which do not seem to have a
designated category and/or species details in the table on Sheet L-201.
28. Please provide a plan sheet that specifically addresses how the foundation
landscape requirements in Section A.7.c. (width of foundation planting beds,
number of trees, and required minimum height of trees) are addressed.
29. Please provide additional information/details regarding the design of the entry
drop off "reflecting" water feature in the project narrative, the "spill edge",
veneer materials, and explain how water will be circulated/aerated. The
applicant should consider the use of fountains or bubblers. Correct the spelling
of "equipment" on Sheet L-102.
30. Please clarify the location of the proposed irrigation pump detail on sheet L-
102.
31. Please explore alternate label formatting on the photometric plans for clarity.
Currently, some of the labels are illegible/hard to read.

32. Please provide a key map of the various areas that are studied in the
Photometric Calculations table, and advise why the "Helipad Pathway" is
included in the scope.
33• The new driveway on Kyoto Gardens Drive appears to provide
through/directional access to a potential future phase. Please remove.
34• Please list the proposed Electric Vehicle charging spaces in the site data table
on sheet SP-ol.
35• Please provide information on the anticipated location of the 8o additional
future Electric Vehicle charging spaces discussed in the requested waiver.
36. On page i of the project narrative, please correct the spelling of the word
"dining".
37. Please add the petition number to the site data table on the Cover page.
Forestry
38. On Sheet L-102, there is a missing section of the Enlarged Landscape Plan —
Area A located on the south side where the red lines go off the plan. Please
provide details for this area to match Sheet L-1o1, including the stand-alone
mechanical room as depicted on Sheet SP-1.
39• On Sheet L-102, please add shrubs along the service area security booth similar
to the Phase 1 service area security booth.

40. Please provide details relating to the afore -mentioned mechanical room. A
structure should potentially have more than meadow mix of groundcover for
screening.
41. Please provide a tree disposition plan for all affected areas.
42. On Sheet L-104, please provide a landscape plan for the new proposed ground
sign located in the north corner of the service access drive and RCA Center
Drive. The proposed landscape plan appears to keep the existing buffer
planting directly in front of the sign. There is a large Oak tree in that area.
Please indicate the location of that Oak tree on all applicable plans to be
protected, including moving any proposed easements.
43• There is a sidewalk from the east side of Phase 2 Building located on the south
and east sides of the 9-foot-tall wall surrounding the service area. It then
changes direction toward the east along the internal road, crosses the road, and
proceeds towards RCA Center Drive. On all applicable sheets, please move the
sidewalk away from the service area wall to allow hedges or vines to be planted
along the wall. Also, please move the sidewalk away from the roadway and
meander it to allow for plants/groundcover to be established between the
sidewalk and roadway.
44• On Sheet L-103, please add shrubs around the backflow preventer located on
the east side of the service area access. All ground -mounted equipment is
required to be screened.
45• On Sheet L-103, please add native trees and palms to the Forest Mix between
on the east side of the interior roadway between the sidewalk and the RCA
Center Drive access drive to enhance the area west of the buffer landscaping.
46. On Sheet L-103, please add native palms to the two (2) landscaped medians
within the service road just south of Kyoto Gardens Drive similar to the
medians located within the southern service road.
47. On Sheet L-201, please remove the Boston Fern from the "Berm Mix" plant
palette and substitute a better groundcover.
Engineering
48. Please provide an enlarged detail of the northwest entrance into the Phase 2
parking garage where it connects to the existing entrance roadway. Please
advise if it will be striped for U turn only for Phase 1 and a be full open median
for Phase 2.
49• On the photometrics summary table, please provide minimum of o.6
footcandles for all private sidewalks and 1.o footcandles for all public sidewalks.

50. Please depict the relevant loading spaces on sheet C-501.
Police Department
51. If not already established as a part of the original comments for Phase 1, please
ensure the area is posted for trespassing as defined by F.S.S. 81o.og.
Additionally, please contact Officer Robert Seay regarding the addition of a
Trespass Affidavit to be held on file with the Police Department.
52. Ensure exterior stairwells are equipped with secure ingress.
GIS
53• An Address will need to be assigned for the new building by the Addressing
Committee. There is a $1oo.00 fee to create the new address. Please submit a
letter requesting the creation of the address along with a copy of the site plan.
Fire Rescue
54• The site plan proposal submitted by the applicant provides very limited
emergency vehicle access to the south side, and approximately one quarter of
the east side and no access to the west and north sides of the proposed 6 — story
office building. Access to the proposed 3- story parking garage is limited to the
south side and partial east side. Fire department aerial truck operations
requires a minimum of three -sided access and in this case, at a distance no
greater than 25 feet from each building.
55. Please provide dedicated emergency access to the fire hydrants and the fire
department connections (FDC) for buildings #1 and #2 on the plans.
Building
56. Please be advised building permits will be required for the proposed
construction. Staff suggests ongoing meetings with the Building Department
and FPL representatives to verify the submittal package.
Public Services
57. SP-o6 identifies compactor/dumpster detail, but no
compactor(s)/dumpster(s) are labeled on the site plan. Please label/identify
these items on sheet SP-02.

Seacoast Utility Authority
58. Small portions of the existing SUA easement (ORB 28235/PG 1579) that the
applicant wishes to abandon will need to remain, as well as the easement (ORB
28235/PG 1593) that bifurcates the future phase area.
Pinder Troutman Consulting (Traffic)
59. The 2022 intersection counts are lower than the previous 2019 counts, most
likely due to the construction along Kyoto Gardens Drive. The biggest disparity
is the intersection of RCA Center Drive & Kyoto Gardens Drive, which is 30
lower. Therefore, please use the 2019 counts for all intersections.
6o. In Table 6, please provide a directional capacity analysis.
61. The warrant analysis in the Appendix should be based on a two-lane minor
street approach, with a proportion of the right turns included. Also, please
clarify what counts were used in this analysis.
62. Please analyze the driveways at full buildout of all four phases to determine
ultimate turn lane needs.
63. Please consider modifying the Site's east driveway on Kyoto Gardens Drive to
include either an internal roundabout or a T-intersection with an inbound free -
flow movement, to provide a more efficient and less -conflicting entryway. The
current design is irregular and atypical, which could lead to a potential safety
issue. Signage and specific lighting may aid in properly directly vehicle traffic.
(Planning, Engineering, Police)
DRAFT Conditions of APuroval
1. Prior to the issuance of the Certificate of Completion/Occupancy, an inspection is
required by Development Compliance for compliance with all approved plans,
including landscaping.
2. Address approval is required prior to the issuance of the first Building Permit for
vertical construction. (GIS Manager)
3. Prior to the issuance of the Certificate of Occupancy for the building, the applicant
shall work with representatives from the City's Life Safety Services to determine the
best locations for building address numbers. The size of the address numbers shall
not be less than eight (8) inches or exceed twelve (12) inches in height and be a
contrasting color from the background to which they are affixed.
4. All landscaping shall abide by CPTED (crime prevention through environmental
design) standards, which include - Landscaping shall not obstruct the view from
windows, address signage, or lighting. Trees canopies shall be maintained at 7ft or

higher and hedges/shrubs at 3ft or lower to promote natural surveillance, unless
specifically designed as screening for equipment or structure. (Police)
5. Prior to the issuance of the permit for the first phase of infrastructure, the Applicant
shall submit a Construction Phasing and Safety Plan, which shall include all
necessary construction zone signage and a detailed outline of construction fencing
for review and approval by all applicable departments. The plan shall be updated
and maintained throughout all phases of the project. Non-compliance may result in
a Stop -Work Order on the project. (Engineering, Police, Fire)
6. The operation of exterior lighting shall meet Palm Beach Gardens Ordinance Sec 78-
182(H)(1) "Open parking lots, parking garages, loading zones, and access roads and
paths in nonresidential, multi -family residential, and mixed -use developments shall
maintain a lighting level at least 50 percent of the minimum average lighting
requirements set forth in Table 1 from dusk to dawn or outside of normal business
hours" shall be implemented and maintained" at all times. (Police)
The Applicant shall provide a written response to all comments, indicating
acknowledgement of each comment and how each comment has been
addressed. Compliance will expedite the subsequent review.
It is suggested that the applicant clearly identify all changes to the plans by
either "clouding", or highlighting, the location of all changes to further
expedite the review.
