PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Litt, Vice Mayor Reed, Councilmember Woods, Councilmember Tinsley. 10 ABSENT: Councilmember Marciano . 11 Mayor Litt thanked the staff of Parks and Recreation, Emergency Management, Fire Rescue 12 and Public Works for their professionalism and competency during extreme weather on April 13 6, 2022, which included tomadic winds near the Bums Road Community Center. 14 III. REORGANIZATION 15 1. APPOINTMENT OF MAYOR. 16 Mayor Litt thanked City staff and fellow Councilmembers for their support this past year and 17 expressed appreciation for the service of Vice Mayor Reed. 18 Mayor Litt made a motion to appoint Chelsea Reed for Mayor. 19 Councilmember Tinsley seconded. 20 Motion passed 4-0. 21 2 . APPOINTMENT OF VICE MAYOR 22 Councilmember Tinsley made a motion to appoint Rachelle Litt for Vice Mayor. 23 Councilmember Woods seconded. 24 Motion passed 4-0. 25 Mayor Reed offered appreciation to Vice Mayor Litt, City Manager, Ron Ferris , North 26 County Commissioner Maria Marino, Councilmembers , and staff for their extraordinary 27 hard work and dedication to our residents and thanked her family and friends for their support. 28 The City Clerk read Resolution 11 , 2022 by title. 29 3. RESOLUTION 11, 2022 -APPOINTMENT OF MAYOR AND VICE MAYOR A 30 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 31 FLORIDA, APPOINTING THE MAYOR AND VICE MAYOR FOR THE CITY; PROVIDING 32 AN EFFECTIVE DATE; AND FOR OTHER PURPOSES . 33 Vice Mayor Litt made a motion to approve Resolution 11 , 2022 . 34 Councilmember Woods seconded. 35 Motion passed 4-0. 36 IV. ADDITIONS, DELETIONS, MODIFICATIONS 37 None. 38 V. ANNOUNCEMENTS AND PRESENTATIONS 39 a . RECOGNITION OF CHRIST FELLOWSHIP CHURCH FOR THEIR SUPPORT AND 40 PARTNERSHIP WITH THE CITY. 41 Deputy Leisure Services Administrator, Daniel Prieto recognized the leadership and staff at 42 Christ Fellowship Church for their help in providing food and household items to families in 43 need, and for their volunteer support in community events since 2017. Community Services 44 Administrator / Director of Emergency Management, David Reyes highlighted the 45 significant impact Christ Fellowship's cooperative partnership with the City has had in 46 supporting first responders and in helping implement emergency operations, such as Operation 4 7 Sister City to help the City of Callaway after Hurricane Michael, as well as assisting City staff 48 and the community during Hurricane Dorian. Recreation Operations Manager, Monette 49 Preston stated the church 's participation was instrumental in helping with programs the City CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 4-07-2022 PAGE 1 1 implemented during the COVID-19 pandemic. The church has been actively engaged in 2 coordinating recreation events, in providing donations , and in contributing countless hours of 3 volunteerism within the community. In recognition of Christ Fellowship's partnership with the 4 City, a memorial brick has been placed at the entrance of City Hall. A Certificate of 5 Appreciation was presented to Senior Pastor Todd Mullins , Senior Pastor Julie Mullins , 6 Director of Missions, Becky Kyle and Creative Environments Specialist, Jazz Jules. 7 Senior Pastor Todd Mullins thanked everyone for the honor, expressing it is a joy to partner 8 with the City to benefit the community. 9 b. LOCAL INITIATIVES AND TRANSPORTATION ALTERNATIVES TPNFDOT GRANT 10 FUNDING APPLICATIONS FOR MOBILITY IMPROVEMENTS ON GARDENS PARKWAY 11 AND FAIRCHILD AVENUE. 12 Planning Manager, Joann Skaria presented the Palm Beach Transportation Planning Agency 13 (TPA) and Florida Department of Transportation (FOOT) Transportation Alternatives Grant for 14 Fairchild Avenue sidewalk and bicycle lanes (Resolution 16, 2022 on the Consent Agenda), and 15 the Palm Beach TP A and FOOT Local Initiatives Grant for Gardens Parkway sidewalk and 16 bicycle lanes, (Resolution 15, 2022 on the Consent Agenda). Staff recommended approval of 17 Resolution 16, 2022 and Resolution 15, 2022. Discussion ensued. 18 c. VISION ZERO NETWORK PROGRAM . 19 Planning Manager, Joann Skaria provided an update on the Vision Zero Network Program 20 for the City which encompasses the Vision Zero policy to eliminate all traffic fatalities and 21 severe injuries, while increasing safe, healthy and equitable mobility for all. The Vision Zero 22 Network is an association of cities that share this common goal. She reviewed the types of 23 actions that can be included in the City's plan and the next steps involved in the process. 24 Discussion ensued. 25 VI. CITY MANAGER REPORT 29 City Manager, Ron Ferris reported on the Glow with Flow Egg Hunt happening on Friday , 30 April 8 from 6:00 p.m. to 8:00 p.m. He noted coordination of the City's individual departments 31 as staff worked together as a team during the severe weather event on April 6, 2022. He 32 introduced Community Services Administrator / Director of Emergency Management, 33 David Reyes who presented the Emergency Storm Response report, detailing the occurrence of 34 extreme winds and brush fires caused by lightning , and the response timeline for the staff of 35 Public Services, Police , Fire Rescue and Leisure Services. The same emergency procedures are 36 implemented regardless of the size of an event. Discussion ensued. City Manager, Ron Ferris 37 introduced City Engineer, Todd Engle who presented the Avenir Roadway Network Update 38 comprising of the Northlake Boulevard widening project, the connection of Coconut Boulevard 39 to Beeline Highway , and the Osprey Isles Neighborhood Improvement Assessment Program 40 (NIAP). Discussion ensued. 41 VIII. CONSENT AGENDA 42 Vice Mayor Litt pulled Item f Resolution 20, 2022 from the Consent Agenda. 43 a. APPROVE MINUTES FROM THE MARCH 3, 2022 , CITY COUNCIL MEETING . 44 b. RESOLUTION 12, 2022 -REAPPOINTMENT TO THE POLICE PENSION BOARD. A 45 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 46 FLORIDA, APPROVING THE APPOINTMENT OF A REGULAR MEMBER TO THE CITY 47 OF PALM BEACH GARDENS POLICE OFFICERS' PENSION BOARD; PROVIDING AN 48 EFFECTIVE DATE; AND FOR OTHER PURPOSES . ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 38 Vice Mayor Litt requested the meeting time of the June 2 , 2022 , City Council be amended to 39 5:00 p.m., due to the Palm Beach County Leadership Celebration. Mayor Reed is nominated 40 for a Public Sector Leadership Award. 41 Vice Mayor Litt made a motion to move the meeting time of the June 2, 2022 , City Council to 42 5:00 p.m. 43 Councilmember Woods seconded. 44 Motion passed 4-0. 45 Mayor Reed thanked the Palm Beach Gardens Youth Athletic Association (PBGY AA) and 46 City staff for the dedication of the Ryan Rogers memorial bench.
