Planning and Zoning 1. Please include the petition number, SPLN-22-04-00006o, in the Site Data. 2. The lot numbers are not consistent between each plan set (site, landscaping, civil, photometrics). Please address. 3. Please revise the Property Development Standards on SP-1 to only reference the provided standards. 4. Please update the Property Development Regulations on SP-1 to address the two lot widths separately. Please be advised, pursuant to the Avenir Development Standards, lots greater than 65 feet in width require a side interior setback of 7.5 feet and a side corner setback of 15 feet. Staff Comments SPLN-22-04-O0006o May 6, 2022 5. There is an access driveway shown on sheet SP-5 to the lift station. The proposed access driveway conflicts with the approved Panther National's landscape buffer and perimeter wall. Please revise the access driveway to not conflict with the buffer and to be provided through Pod lo. (Forestry, Engineering) 6. Staff would like to discuss and strongly encourages the Applicant to provide a secondary vehicular ingress/egress access into this subdivision due to the quantity of lots proposed and the location of the pod. 7. Please provide a more convenient roadway to the western recreation parcel located on Avenir Drive. 8. Staff encourages the Applicant to provide a median ("eyebrow") in front of lots 193 and 194• 9. Please provide a Sheet Key Map on each site plan sheet. lo. Please revise Note 13 on the site plans to read "4,999"• 11. Please provide 8-foot-wide sidewalks on both sides of the main entrance that connect to the Avenir PCD network of sidewalks and pathways. 12. Please revise the provided cross sections on Sp-8 to include 12-foot-wide utility easements on both sides, as shown on the site and engineering plans. 13. Please label the rear elevation of the mail kiosk on sheet Sp-lo. 14. Staff encourages the Applicant to increase the number of guest parking provided. 15. As previously indicated by the Development Review Committee (DRC), Staff does not support the concealed design and location of Park 2. The proposed design eliminates natural surveillance and is a nuisance to abutting residences. Please explore an alternate design or location this park. There are opportunities to provide centrally located lake front parks. (Police) 16. Please provide a driveway and vehicular maneuverability exhibit for residential lots that are adjacent to medians. 17. The landscape buffer indicated on Sp-6 terminates in an irregular and non -typical location Of lot 203 and obstructs views of the lake. Please revise the buffer to end at the central corner of the lot. 18. Staff encourages the Applicant to continue the permitter wall south or provide a 6- feet-tall fence to buffer the rear of lots 194-202 from Pod 15. 19. Please indicate the location of the Bench Swing provided on Sp-9. Page 2 of 9 Staff Comments SPLN-22-04-O0006o May 6, 2022 20. Please provide the location of each play structure shown on Sp-9. 21. Please provide a detail of the gate and call box, including material, colors, and dimensions, pursuant to Section 78-46(e)(3) of the City code. 22. Please revise the Typical Post and Panel Wall detail on sheet Sp-8 to include the proposed perimeter 8-foot-tall wall on the west side of the pod. 23. Please label the Decorative Aluminum Fence detail, 'W or 6' Decorative Aluminum Fence". There is a 6-foot-tall fence shown on the landscaping plans. 24. Please indicate the location of the proposed 6-foot-tall fence shown on the landscaping plans along the north residential rear lot lines on the site plans. 25. Please provide a detail of the proposed Oolite Seat Wall included on SP-4, pursuant to Section 78-46 of the City code. 26. Please advise what entity will be maintaining the southern landscape buffer that is adjacent to Pod 15. There is no delineation provided between the Pod 10 and Pod 15 buffers. 27. Please provide the width of the landscape median in front of lots 21-23 to ensure sufficient space for growth of the proposed Oak trees. 28. Please provide the width of the landscape median in front of lots 107-1o8 to ensure sufficient space for growth of the proposed Royal Poincianas. 29. Please include the Enhanced Architecture (Side) asterisk on Lot 60 on the landscape plans. 30. Based on the potential for a two-story product and its visibility, Staff encourages the Applicant to designate the lots that abut Panther National Boulevard and Coconut Boulevard as Enhanced Architecture (Rear). 31. Please include all proposed utility easements on the landscape plans, pursuant to Section 78-3o6(c) of the City code. 32. Please revise Cross Section A -A on sheet Lp-18 to properly indicate the rear residential lot line and setback. 33• Please incorporate landscaping in an open space adjacent to lot 75. "Side Lot Common Utility Easement Planting Detail" shown on Lp-19 indicates landscaping can be provided. 34• The height of the light pole shown on Sp-8 is not consistent with the provided detail on Ph-34• Page 3 of 9 Staff Comments SPLN-22-04-O0006o May 6, 2022 35• Please demonstrate that the proposed parcel entry sign meets landscaping requirements, pursuant to Section 78-285(2) of the City code. 36. Please include the curb cut, shown on the site and engineering plans, on the landscaping plans for the proposed emergency access/resident egress on Lp-6. 37. Please include all yard drain systems to be on common property and revise the associated cross sections to include the yard drain systems. 38. Please provide a cross section of the open space area proposed between lots 67-74 and 87-78, including the rear lot lines and the proposed drainage system. 39• Please provide grasses or hedges around the proposed concrete endwalls to soften the aesthetics. 40. Please provide photometrics for all proposed common open spaces. 41. Please revise Sp-11 to not include Pod 15 in the neighborhood park requirements. 42. Please be advised, the lift station site is not counted towards the minimum recreation acreage required. Please revise Sp-11. 43• Please provide the width of the open space provided on either side of the entrance on all applicable plans. 44• Please provide the width of the proposed emergency accesses on all applicable plans. 45• Please revise the Drainage Statement, page one, to not reference "Pod 15". 46. Please provide a detail on the proposed ladder crosswalks provided throughout the site. Forestry 47. On all applicable landscape sheets, please revise the lot numbers to be consistent with the site plan lot numbers. 48. On Sheet LP-4, please provide a larger open space tract to the north of Lot 66 and add landscaping to be consistent with the neighboring Lot 59• 49.On Sheet LP-5, please provide a larger open space tract to the north of Lots 75 and 105 to provide landscaping. 50.On Sheets LP-9 and LP-1o, please provide a larger open space tract to the east of Lot 114 to provide landscaping. On Sheet LP-1o, please provide a larger open space tract to the west of Lots 88 and 115 to provide landscaping. 52.On Sheet LP-6, please indicate how the landscaping is being modified within the Coconut Boulevard right-of-way where the resident egress access between Lots 8 and 9 connects to Coconut Boulevard. 53.On Sheet LP-12, please indicate how the landscaping is being modified within the Coconut Boulevard right-of-way where the main entrance of Pod 10 connects to Coconut Boulevard, including the median. 54.On Sheet LP-6, please add the gate location to be consistent with SP-3. 55.On Sheet LP-12, please add the gate location to be consistent with SP-2. 56.On Sheet LP-7 and LP-13, please provide the proposed Sabal Palms at a higher specification within the landscape buffer from the northwest to the southwest corner to provide additional screening from the neighboring Panther National recreation parcel. 57.On applicable sheets, please indicate the location of the fountain's ground - mounted equipment/electrical panel and required screening. Engineering Department 58. Please be advised prior to the issuance of the first Certificate of Occupancy related to this project, the Coconut Blvd connection from Northlake to the roundabout at Avenir Drive shall be completed for public access as approved by the City Engineer. 59• The Engineering Department recommends providing additional onsite stacking for the proposed 257 single-family homes, pursuant to Section 78-373 of the City code. (Planning and Zoning, Pinder-Troutman) 6o.Please show all southbound and northbound turn lanes on Coconut Boulevard at the main entrance with storage dimensions for review. 61. Please revise cross section D-D on sheet C21 to remove the extra 12-foot buffer and include the fence and yard drain system. 62. Please provide common area for all drainage pipes for Lots 191/192, 34/35, 14/15, 26, 43• 63. Please confirm that the access from Panther Blvd between lots 26 & 27 is temporary and the permanent access will be from inside of Pod 1o. Please revise the plans to show the future access. Please be advised, that both the primary gate and secondary gate will be required to have Knox Gate Switches and C1ick2Enter Devices installed. 65. Please provide detailed information regarding the emergency vehicle access shown south of lot 192. 66. Fire Rescue access roads shall be constructed and maintained with at least 20 feet in clear width and be constructed with the required all-weather driving surface to support emergency apparatus, prior to construction of any structures. 67. Fully functional fire hydrants with required fire flow, are required prior to, during, and after construction. Any fire hydrants not yet in service shall be indicated as such. 68. Fire hydrants in residential areas shall be connected to at least 8-inch water mains and shall not exceed 500 feet spacing per City Code 78-543• 69. Please be advised that landscape installations are not to interfere with access to any fire hydrants. Police Department 70. The mail kiosks shall be illuminated to increase natural surveillance for residents. 71. Please provide exterior lighting to the four major corners of all home, preferably with motion sensing capability, or provide an electrical junction so homeowners can easily add lighting in the future. Light is the number deterrent of crime at night. 72. The first responder system "C1ick2Enter" shall be equipped on all electronic gate systems. 73. All playgrounds equipped with fencing shall have auto -close hinge gates installed. 74. The Police Department strongly suggests that the Applicant provides pedestrian scale lighting to activity generating common areas. The additional of lighting can afford residents the opportunity to use the space during evening hours, enhancing natural surveillance. (Planning and Zoning) 75. Fencing and gate design should be fully encompassing, designed to deter climbing, and equipped with a form of access control. Page 6 of 9 Staff Comments SPLN-22-04-O0006o May 6, 2022 GIS Division 76. Please be advised that this site is required to be platted. 77. The Applicant shall submit a request for a residential Address Plan. The Addressing Committee will not approve any request until the Site Plan for the associated petition has received approval. Please submit a letter requesting the development and review of an Addressing Plan along with a site plan and check in the amount of $200.00. During this review, the Addressing Committee shall assign all addresses, street names, and any additional items requested. 78.If the project is to be named, then the Applicant shall submit a request for a subdivision name approval. The Addressing Committee will not approve any request until the site plan for the associated petition has received approval. There is a $too fee to process the desired name. Building Division 79. Two sets of signed and sealed plans required with permit submittals. 80.All product approvals shall be included with permit submittals. 81. Staff suggests the Applicant meets with the Building Division prior to plan submittal. Seacoast Utility Authority (SUA) 82.The Applicant needs to loop the water main to Panther National Boulevard. A 20- foot SUA easement between lots 43 and 182 is one possible location. Please revise and show water main loop and easement on all plans. 83.The Applicant needs to use direct bury poles. Poles with footer will require 10 foot minimum clearance from the footer to all SUA water and sewer facilities. Direct bury poles require 5 foot minimum clearance from the pole to all SUA facilities. 84. Please be advised, all water services associated with the driveways should be perpendicular to the water main and not conflict. 85. Please revise the "Typical 56' Residential Section" details on Sp-8 of 11 to show the proposed water meter location on the short side and be consistent with the cross section provided in the civil engineering plans. Please be advised that the FPL facility needs to be shifted towards the right-of-way line to provide a 4 foot minimum of clearance from the back of the water meter. On the long side water service, the irrigation main is to be 3 feet from the water meter. Page 7 of 9 Staff Comments SPLN-22-04-O0006o May 6, 2022 86.There are water main conflicts at the resident only egress, including an Oak tree that does not meet distance requirements that needs to be moved and/or add a root barrier, as necessary. The shrubs and plantings over the water main at the south entrance from Coconut Blvd need to be removed and root barrier added. Pinder-Troutman — Traffic 87.It is stated that the intersection of Northlake Blvd & 140th Avenue/Panther National Boulevard will be constructed to buildout conditions. The plans for the intersection do not include the southbound dual lefts. Please address this phased construction. 88.The tables included on page C-i are not clear. Please advise if the upper tables represent AM peak hour? 89.It appears there are pages missing from Appendix C. Please advise. 9o.The driveway assignments do not match site plan. The exit only access is located north of the main access. Given the switch in location, the assignment percentages should be reevaluated. Also, in the HCS analysis of the main access, include the east approach volumes. 91. Please present the driveway queuing and level of service results in a table consistent with previous submittals. 92. Correct Table 3 to exclude reference to Pod 21. 93• Change the title on page D-8 to be Pod 9. 94• Change the office intensity on Table 4 page 11 and page D-7. 95• The calculation for number of single-family homes on Table 4 is incorrect for the PM peak hour although the trip calculation appears to be correct. Community Services No comments at this time. DRAFT Conditions of Approvals: Conditions forthcoming. The Applicant shall provide a written response to all comments, indicating how each comment has been addressed and/or acknowledgement of each comment. Compliance with expedite subsequent review.
