The following comments are based on the above -referenced applications submitted to the City on March 18, 2022, and found sufficient on April 25, 2022. Planning and Zoning 1. Based on Staffs review, there are several areas where the plan does not meet requirements of City's Code. If the Applicant chooses to request waivers to address these areas, they will need to request a Rezoning to a Planned Unit Development (PUD). 2. The photometric plan must be coordinated to match the proposed site plan, and must have at least 1.5 fc in vehicular -use areas per Table 1 of LDR Sec. 78-182(b)(2). 3. Please provide street lighting and building lighting fixture details to comply to the City's LDR Section 78-182. 4. Please call out the lighting fixtures on all applicable plans. 5. Provide building lighting fixture details to comply to Sec. 78-182(d). 6. Please update the 5' sidewalk to a minimum of 12' wide sidewalk along Alternate A1A in accordance with the Palm Beach Gardens Mobility Plan. CITY OF PALM BEACH GARDENS I0500 N. Please add a connection between the proposed meandering sidewalks and the existing sidewalk on Alternate A1A for access. Staff strongly encourages the addition of pedestrian amenities like seating, kiosks, or the application of the Art in Public Places (AIPP) requirement at this location to comply with Section 78-186. Staff also encourages the use of flowering plants and alternate hardscape materials with in the 55' buffer. 8. Because the architecture proposal of a glass fagade requires less foundation landscaping, please provide additional vegetation with in the 55' landscaping buffer to help soften the view from Alternate A1A. 9. Staff strongly encourage the use of a left turn out access along Alternate A1A to reduce the necessity of a U-turn at the intersection of Alternate A1A and Lighthouse Drive and alleviate traffic at the access to the site at Lighthouse Drive. Please coordinate this with FDOT. lo. Please depict the stacking distance for the bank drive -through lanes, per LDR Section 78- 373 11. Please provide the location of the mechanical and service equipment and depict adequate screening to comply to the City's LDR Section 78-195. (Planning and Zoning Department and Forestry) 12. The Monument Sign plans need to include the materials proposed as well as a material list. Please provide an adequate base to meet monument sign requirements pursuant to Section 78-287. 13. Please remove the north wall signs for the Truist Bank. Pursuant to Table 24 of Section 78-285 only one wall sign that is no more than 70% of the immediate vertical and horizontal surface area and a letter height of no more than 36" is permitted. The additional sign will require a waiver request through a PUD rezoning. 14. Please provide an explanation for being over the permitted amount of required parking. LDR Section 78-345 states that there can be no more than 2o% additional parking spaces of the required parking spaces. 15. It seems that the angled parking space furthest to the north will conflict with the ATM drive up. Staff suggest removing this parking space and making the landscaping more established at this area. 16. Please update the parking detail to depict what is being proposed (line widths, 2' overhang) pursuant to LDR Section 78-344, Figure 15. 17. Please consider reducing the drive aisles not affected by parking from 26' to 20' to allow for more significant landscape buffers or more established foundation landscaping, in particular the drive aisle southeast of the proposed retail building. Please update the dumpster detail to show the two dumpsters as reflected on the site plan. 19. Please provide the setback from Lighthouse Drive to the dumpster enclosure, the setback is required to comply to all building setbacks consistent with Section 78-181. 2o. The design of the dumpster enclosure needs to meet Section 78-378. Please revise. 21. Pursuant to Section 78-46. Please provide black and white architectural elevation with dimensioning of overhangs, architectural elements heights, roof elevations, and call outs to materials and their dimensions, details, architectural elements, and explanations of building components, with no more than 2 elevations per page at 24" by 36". 22. Please provide the color elevations, no more than 2 elevations per page at 24" by 36" for staffs review per Section 78-46. 23. Please provide details of the parapet wall to verify the height of the parapet and to ensure it will screen any roof mounted mechanical equipment. 24. Please provide a material board providing samples of the proposed materials pursuant to Section 78-46. 25. Please provide product specifications for the drive -through bank teller vacuum tubes. 26. There is a discrepancy between the survey's square footage and the Site Data on Sheet SP.1. Please coordinate to show the correct square footage on all applicable documents. 27. Please provide cross sections of all buffers for staff's review. 28. Please provide details and an explanation for the proposed future cross access. While Staff is suppurative of the cross access, prior to installation the buffers must remain uninterrupted. Please depict this on the plans. 29. Please provide more substantial buffers utilizing vegetation to create three teared separations (ground cover, shrubs, and shade trees or cluster palms). 30.Please label the drawings to show if the retention area is a dry retention area or a wet retention area. 31. Please provide vegetation within the retention area. Examples of vegetation that is conducive to a retention area can include vegetation like Wax Myrtle, Bald Cypress, and Sand Cordgrass. 32. Please be advised that this project could require that the Applicant provide Art in Public Places (AIPP) or pay into the AIPP Fund if the vertical construction surpasses 1,000,000 dollars pursuant to Section 78-261. Military Trail Palm Beach Gardens, FL 33410-4698 www.pbgfl.com SPLA-22-03-000061 / CUMN-22-03-000056 Staff Comments May 17, 2022 Page 4 33• Please provide an explanation and show on the site plan if the Lighthouse Drive intersection is aligned with Gardens Drive. 34• Please provide improvements to the sidewalk along Lighthouse drive like widening the sidewalk and additional decorative landscaping. 35• Please coordinate with the Police Department to incorporate the necessary protection like bollards or hardscape features to protect from vehicular attacks along the financial institution's elevations. 36. Please provide an explanation for the location of Phase 2 before Phase 2 is constructed. At a minimum this must be seeded, irrigated, and incorporate adequate landscaping. 37. Please remove the wall signage from the Phase 2 rendering as this is not part of the submittal at this time. GIS Division 38.The Open Space plan should be inclusive of the entire site and not phased as shown on the submitted Open Space Plan. 39• The Applicant shall include CAD drawings representing the amount of sod to be used on site. 40.The Applicant shall submit a request for a Commercial Address Plan. The Addressing Committee will not approve any request until the Site Plan for the associated petition has received approval. Please submit a letter requesting the development and review of an Addressing Plan along with a site plan and check in the amount of $200.00. Forestry 41.On Sheet LP.1, please number the trees/palms on the plan to match the Tree Disposition Table. 42.In 2018, the property owner planted approximately 30 Sabal Palms to remedy a code enforcement case. The proposed tree disposition removes these palms. It is strongly suggested these be preserved or relocated onsite. 43• Per Section 78-305(c)(6), on Sheets SP.1 and LP.2, please show all existing and proposed utility easements. 44.On Sheets V1.1, please explain the dashed line located south of the property line along Lighthouse Drive labeled "Southerly R/W(D)". 45.On Phase 2, Sheet LP.2, Forestry suggests the Applicant consider a specimen tree or palm be added to the sod area on the south side the Phase 2 building. Per Section 78-305(c)(7)e, please provide a cross-section of the south/southeast buffers. Forestry has a concern about the grade changes on and off site. Engineering Department 48. Please provide a photometric summary table with average footcandles values for parking areas, sidewalks, and the ATMs. 49• Please provide structural numbers for the proposed pavement 50. Please add a note to the Engineering plans as Follows: "All pavement marking and striping, excluding stall striping, shall be installed with thermoplastic materials for conformance with Section 78-344 of the City's LDR. Paver bricks of appropriate color shall be used on paver brick areas. Concrete areas shall have FDOT approved paint." 51. What is the ultimate outfall for the stormwater detention area? 52. Please provide a FDOT conceptual driveway pre -approval letter for the relocated driveway access on Alternate A1A. 53• Will the existing median on Alternate A1A be available for left turns in and out of the site? 54• This project will be required to plat. 55• Please revise the Site Assessment Study to remove the reference to office space. 56. Please provide a cross section through the retention area from the parking stalls to the property line. 57. The proposed sidewalk along Alternate A1A will require a Pedestrian Public Access Easement (PPAE) to be recorded on the Plat. 58. Please revise the typical parking detail on sheet SP.1 to reflect io-foot stall width instead of 9'. 59• Please provide a typical angled parking detail for the 9' wide stalls. Building Department 6o.The bank ATM must meet all lighting code for footcandles intensity. CITY OF PALM BEACH GARDENS I0500 N. Please update the exterior benches to be designed to deter loitering and sleeping. 62. Landscaping placement should be designed in consideration so that maturation shall not obstruct lighting fixtures, the view through windows, or building addresses. 63. The ATM requires specific crime prevention measures in accordance with Florida State Statute 655.962, which addresses lighting requirements, landscaping restrictions, and the placement of a mirror. These requirements will be inspected prior to CO. 64.The ADA parking spaces adjacent to entry doors or places anticipated to attract pedestrian foot traffic should be equipped with a bollard or decorative vehicle barrier to reduce the risk of an accidental crash. Fire Department 65. An Autoturn analysis shall be performed ensuring that the site entrances and driveways meet the R2o requirements. 66. Design and installation of NFPA 72 Monitored Fire Alarm Systems will be required for each of the proposed buildings. 67. Design and installation of NFPA 13 Fire Sprinkler Systems is highly recommended, but not currently required for each of the proposed buildings. 68.Any demolition and or construction shall comply with NFPA 241, Standard for Safeguarding Construction, Alteration, and Demolition Operations. Seacoast Utility Authority 69. Please show the existing sewer service to the gas station to the north, the two meters, and RPZ backflow preventers at the exiting water meter location to serve each building. Please add/show the sewer service to the Truist Bank building, and show on the civil drawings, landscape drawings, and site plan drawings. 70. The gravity sewer main is too close to the Bank drive through covered structure. SUA requires 15 feet minimum separation from the edge of the footers and overhang. Upon review of the overhang footer details, SUA may be ok with io feet separation. 71. The Civil drawing does not show the existing driveway location. The new driveway location may be over the existing 6" AC WM. SUA requires the AC Pipe under new driveways to be replaced with DIP. This comment can be addressed during separate permitting and plan review with SUA CITY OF PALM BEACH GARDENS I0500 N. The Landscape plan does not show the numbers for the existing tree on the Tree Disposition plan. Some of the existing trees may need to be removed — see comments above. PTC Transpiration Consultants 73. The Site Assessment Study references a two-story Office/Retail building. Please update the study to reflect the correct proposal. Draft Conditions of Approval Prior to the issuance of the Certificate of Completion, an inspection is required by Development Compliance. (Planning and Zoning) 2. The Applicant is required to submit sign permits to the Building Department for the proposed signs. (Planning and Zoning Department) 3. Prior to the issuance of a building permit the Applicant shall acknowledge in writing that the owner shall be responsible for any damage to the utility easements in accordance with LDR Section 78-185(c). (Planning and Zoning Department) 4. Prior to the issuance of the first building permit, the Applicant shall comply with City Code Section 78-261, Art in Public Places (AIPP) and submit construction cost estimates to verify the one percent (1%) vertical construction cost for the required AIPP fee. Art in Public Places is required if the vertical construction cost of all new improvements on the project site is greater than One Million Dollars ($1,000,000). The Applicant shall provide art on site or make a payment in lieu thereof. (Planning and Zoning Department) 5. All on -site lighting shall be cast downward and shielded from adjacent properties. (Planning and Zoning Department) 6. At no time shall staging of construction vehicles and/or service vehicles occur within a public right-of-way. (Planning and Zoning Department) 7. Prior to the issuance of the first land alteration permit for the project, the Applicant shall install a six -foot -tall construction fence with a privacy tarp around the project site. (Planning and Zoning Department) 8. All gutters, downspouts, vents, and louvers attached to the building shall be painted to match the surface to which it is attached. (Planning and Zoning Department) 9. Prior to the issuance of the Certificate of Occupancy, all new ground -mounted and rooftop mechanical equipment shall be screened from view per Section 78-195• (Planning and Zoning Department) CITY OF PALM BEACH GARDENS I0500 N. Prior to the issuance of building permit, the Applicant shall schedule and attend a pre - permit meeting with City staff. (Planning and Zoning Department) 11. The Applicant is required to submit Master permits for each building, including two sets of signed and sealed plans, as well as sub permits for all trades (electric, plumbing, mechanical, etc.), as well as all product approvals (windows, doors, roofing materials, etc.) (Building Department) 12. Addressing Plan approval is required prior to the issuance of the first Building Permit for vertical construction. (GIS Manager) 13. Prior to the issuance of the first Building Permit for vertical construction, digital files of the City Council approved plat shall be submitted to the Planning and Zoning Division. (GIS Mangers, Development Compliance Manager) 14. Prior to the issuance of the first Certificate of Occupancy, digital files of the recorded plat shall be submitted to the Planning and Zoning Division. (GIS Manager, Development Compliance Manager) 15. Prior to the issuance of the Certificate of Occupancy for the building, the applicant shall work with representatives from the City's Life Safety Services to determine the best locations for building address numbers. The size of the address number shall not less than eight inches or exceed twelve inches in height and be contrasting color for the background to which they are affixed. (GIS Manager) 16. All Landscaping shall abide by CPTED (crime prevention through environmental design) standards, which include — Landscaping shall not obstruct the view from windows, address signage, or lighting. Trees canopies shall be maintained at 7ft or higher and hedges/shrubs at aft or lower to promote natural surveillance, unless specifically designed as screening for equipment or structure. (Police Department) 17. Prior to the issuance of the permit for the first phase of infrastructure, the Applicant shall submit a completed Construction Phasing and Safety Plan for review and approval by Police, Fire, and Engineering. The plan shall be maintained throughout all phases of the project. Non—compliance may result in a Stop -Work Order on the project. (Police Department) 18. The operation of exterior lighting shall meet Palm Beach Gardens Ordinance Section 78-182(H)(1) "Open parking lots, parking garages, loading zones, and access roads and paths in nonresidential, multi family residential, and mixed -use developments shall maintain a lighting level at least 50 percent of the minimum average lighting requirements set forth in Table 1 from dusk to dawn or outside of normal business hours" shall be implemented and maintained. Compliance will expedite the subsequent review. It is suggested that the applicant clearly identify all changes to the plans by either "clouding", or highlighting, the location of all changes to further expedite the review.
