6 The regular meeting was called to order at 5:00 p.m. by Mayor Reed.
7 I. PLEDGE OF ALLEGIANCE

9 II. ROLL CALL
10 PRESENT: Mayor Reed, Vice Mayor Litt, Councilmember Woods, Councilmember Marciano,
11 Councilmember Tinsley.

13 III. ADDITIONS, DELETIONS, MODIFICATIONS
14 None.
15 *Mayor Reed referenced the moment of silence in observance of the recent senseless acts of
16 violence and recognized the Palm Beach Gardens Police Department for doing a wonderful job
17 in keeping the City safe.
18 Councilmember Woods congratulated Mayor Reed as she was appointed 2nd Vice President of
19 the Palm Beach County League of Cities for its fiscal year 2022-2023 and Chair of the
20 Transportation Disadvantaged (TD) Local Coordinating Board (LCB) for Palm Tran Connection
21 under the Transportation Planning Agency (TPA). City Manager, Ron Ferris and fellow
22 Councilmembers commended Mayor Reed for the wonderful job she is doing in serving the
23 community.
24 Vice Mayor Litt congratulated Mayor Reed on her nomination for the 2022 Palm Beach County
25 Leadership Excellence A ward in the Public Sector.
26 IV. ANNOUNCEMENTS AND PRESENTATIONS
27 a. PALM BEACH GARDENS POLICE DEPARTMENT AGENT TYLER WITT -AWARDED
28 PALM BEACH COUNTY ASSOCIATION OF CHIEFS OF POLICE OFFICER OF THE YEAR.
29 Police Chief, Clinton Shannon recognized the extraordinary accomplishments and dedication
30 of Police Officer, Tyler Witt as he was selected the Police Officer of the Year by the Palm
31 Beach County Association of Chiefs of Police.
32 b. YOUTH PICKLEBALL PROGRAM CHECK PRESENTATION.
33 Director of Tennis & Pickleball, Wendy Tatum and Operations Manager, Andi Mohl
34 presented an overview of pickle ball 's growth in Palm Beach Gardens and were accompanied
35 by pickleball club members, Bob Gilbert, Martha Gilbert, Dina Schwartz, and Bonnie
36 Wilkes. The inaugural Pickleball Ball fundraiser raised $11,260 that will cover the cost of
3 7 equipment and professional instruction for youth summer camps and fall programs. With a
38 check presentation for funds raised appreciation was expressed to Councilmembers and staff
39 for their support. In addition, the World Pickleball Open will take place in Palm Beach Gardens
40 at the Tennis and Pickleball Center November 17-20, 2022.
41 Public Comment: Martha Gilbert, 6 Guillard Court, Palm Beach Gardens, Florida 33418.
42 City Manager, Ron Ferris noted, if approved, next year's budget will include funding for an
43 additional six more pickleball courts. The City will then have more than twenty pickleball
44 courts. Discussion ensued.
45 c. FY 2021 ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR).
46 Deputy Finance Administrator, Sean O'Brien introduced Branden Lopez, Senior Manager
47 at Marcum LLP, who presented highlights from the City's annual comprehensive financial
48 report for fiscal year ending September 30, 2021 .

3 VI. CITY MANAGER REPORT
4 City Manager, Ron Ferris introduced City Engineer, Todd Engle who presented an update
5 on the City's golf course expansion and aquatic pool complex construction. Aerial photographs
6 were shown to display the significant progress being made. Discussion ensued.
7 City Manager, Ron Ferris reported on the information he received from the Florida
8 Department of Transportation (FDOT) pertaining to its proposed interchange at Beeline
9 Highway and Northlake Boulevard. The City's traffic engineer met with FDOT to discuss safety
10 issues, signage requirements, future traffic projections, and timing of the construction. FDOT's
11 interchange design is projected to be finalized in August 2022 with construction taking place in
12 the spring or early summer 2023. The FDOT refers to its project as "the partial continuous flow
13 intersection" as its design presents the most safe and optimal level of service while limiting
14 impacts and issues relating to right-of-way acquisitions. The City understands no further design
15 options will be considered by FDOT. Any further information the City can share will be
16 provided.
17 City Manager, Ron Ferris reported the City's stormwater system project will be included in
18 the State of Florida's fiscal year 2022-2023 budget. The $500,000 provided by the State, when
19 added to the $250,000 budgeted by the City, brings the total for annual stormwater
20 improvements to $750,000. Assistant to the City Manager, John Boehm was recognized for
21 his efforts in working with the City's lobbyist, Mat Forrest from Ballard Partners, in having
22 the appropriation approved. Discussion ensued.

7 IX. RESOLUTIONS
8 None.
9 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST:
10 a. CITY MANAGER EVALUATION.
11 Mayor Reed opened discussion on the performance of City Manager, Ron Ferris.
12 Councilmember Tinsley commented on his years of commendable service and commitment
13 to the City, noting he is always willing to listen and is open to new ideas. Transparency has
14 been improved, referencing the City's website, workshops, and collaboration with business
15 owners and developments. She expressed appreciation for all he has done.
16 Vice Mayor Litt highlighted his forward-thinking ability allowing Council and City staff to be
17 proactive in moving the City forward, referencing the City's stormwater treatment needs, his
18 financial planning, and his mentorship of staff enabling employee advancement. She remarked
19 on his flexibility and ability to pivot and change plans when necessary. She commented on his
20 collaboration among all City departments and keeping lines of communication open.
21 Councilmember Marciano expressed how well the City's staff work together and how
22 impressed he has been with the City Manager's leadership skills in creating a team providing
23 good city governance. He noted his heart is in the right place, looking for ways to benefit the
24 City. He remarked on how he evaluates processes on a regular basis, thinks of ways to make
25 things better, keeps the Council engaged and maintains open lines of communication.
26 Councilmember Woods concurred with all the Council's assessments. He referenced his
27 signature performance over more than twenty years. The Council named the City Hall building
28 after him in honor of his accomplishments. He shared on his mentorship as he respects him as
29 does the community and City staff.
30 Mayor Reed decided to read comments received from longtime City staff members. These
31 comments, among others, emphasized his stressing the importance of teamwork, his track
32 record, his mentorship, his creation of a positive work culture, his allowance of staff to excel,
33 and loyalty. He is consistently thinking of the needs of staff and residents and is proactive. He
34 is a visionary. He is focused , fearless, compassionate, skilled, and loves this City , his people,
35 public service. This authentic love keeps him going.
36 City Manager, Ron Ferris thanked everyone for their kind words, saying he is embarrassed
37 and humbled. He is looking forward to the next five years as City Manager to get this done even
3 8 if it takes twenty years.
39 Councilmember Marciano stated he will be unable to attend the City Council meeting on July
40 14, 2022 . He will be in support of the proposed maximum millage rate. He requested the City
41 consider lighting the lights orange on the PGA Flyover Bridge in recognition of Gun Violence
42 Awareness Day in 2023 since the lights are programmed a year in advance. Discussion ensued.
43 City Manager, Ron Ferris noted the lighting has been reserved for charitable organizations
44 and not for statements that could be political. Accordingly , as caution is necessary, more
45 discussion is needed.
46 Mayor Reed thanked Council for showing up to the opening of REI and the mural unveiling at
47 Downtown Palm Beach Gardens, and the Special Olympics Flame of Hope Law Enforcement
48 Torch Run . She thanked staff for the beautiful Memorial Day ceremony on May 30, 2022.
