6 The workshop was called to order at 9:00 a.m. by Mayor Reed.

9 PRESENT: Mayor Reed, Vice Mayor Litt, Councilmember Woods, Councilmember
10 Marciano, Councilmember Tinsley.
11 ABSENT: None.
12 III.ANNOUNCEMENTS AND PRESENTATIONS
13 REVIEW OF 2022 KEY STRATEGIES AND INITIATIVES PRESENTED BY PFM GROUP
14 CONSULTING , LLC.
15 City Manager, Ron Ferris provided background on bringing in an outside agency to look at
16 the City's primary strategies and financial initiatives and policies, and introduced Randall
17 Bauer, Director of PFM Group Consulting, LLC, who presented findings and recommendations
18 on the City's government budget and policy, tax and revenue policy, and economic/community
19 development issues. Discussion ensued.
20 North County Commissioner, Maria Marino remarked on the report and thanked the City
21 for the presentation and staff for doing a great job.
22 Mayor Reed asked the City Manager and City Attorney on what Council can do to make a
23 strategic plan going forward.
24 City Manager, Ron Ferris shared a strategic plan or vision can be brought as a future agenda
25 item to formally adopt, if that's what the Council wants. The report will be made available
26 online and through social media channels. Further community outreach approaches will be
27 discussed with City staff. Discussion ensued.
