15 a. PALM BEACH NORTH RESILIENCE ACTION PLAN PRESENTATION BY NOEL
16 MARTINEZ, PRESIDENT & CEO, PALM BEACH NORTH CHAMBER OF COMMERCE.
17 Noel Martinez, President and CEO of Palm Beach North Chamber of Commerce, along with
18 Kathleen Joy, Director of Community Engagement, and Chip Armstrong, Owner of The
19 Armstrong Group at the Keyes Company, provided an overview of the Palm Beach North
20 Resilience Action Plan. Discussion ensued.
21 b. LEGISLATIVE UPDATE BY SENATOR BOBBY POWELL.
22 Senator Bobby Powell highlighted specific actions taken by the 2022 Florida Legislature.

26 VI. CITY MANAGER REPORT
27 City Manager, Ron Ferris announced the City's Purchasing Department has received the
28 Achievement of Excellence in Procurement Award from the National Procurement Institute and
29 congratulated Purchasing and Contracts Director, Km! Ra for achieving this award for nine
30 consecutive years. He introduced Public Media Relations Director, Candice Temple who
31 presented a video update on the City's electric vehicle charging stations that was produced in-
32 house by University of Miami intern, Ryan Gusikoff. In addition, she announced the fiscal year
33 2022/2023 proposed budget has been released on the City's website and announced on social
34 media channels. This is the first year the proposed budget incorporated a cloud-based interactive
35 platform called OpenGov.

38 b. RESOLUTION 47, 2022 -BODY-WORN CAMERAS AND LESS-LETHAL WEAPONS

40 GARDENS, FLORIDA, APPROVING A 10-YEAR AGREEMENT FOR THE PURCHASE

14 Councilmember Tinsley spoke with Rosa Schechter, Danny Lopez, Manny Mato from
15 A venir Development and Tanya McConnell from Ballbe & Associates on the overall
16 development and this project as well.
17 Councilmember Marciano and Councilmember Woods stated nothing specific about this
18 project, only general conversations with the Applicants in the past.
19 Mayor Reed spoke with Rosa Schechter and Tanya McConnell but this subject was not
20 specifically discussed.

30 IX. RESOLUTIONS

32 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST:
33 Vice Mayor Litt requested Council's support for the Palm Beach County Homeless Coalition
34 Senator Philip D. Lewis Center Luncheon. According to the City Manager, the funding is
35 available for $1750.00 to sponsor a table with 10 seats. This year, first responders are being
36 honored who support the homeless.
37 Councilmembers agreed to donate $1750.00 to sponsor a table for the Palm Beach County
38 Homeless Coalition Senator Philip D. Lewis Center Luncheon.
39 Councilmember Woods toured the City's par 3 golf course under construction with Director
40 of Golf, Casey Mitchell and encouraged fellow Councilmembers to visit.
