6 I. CALL TO ORDER
7 The regular meeting was called to order at 6:00 p.m. by Chair Hansen.

10 Members Present:
11 Chair Randolph Hansen, Vice Chair Christopher Oftedal, Erez Sela, L. Marc Cohn, Timothy
12 Coppage, Robert Savel, and First Alternate Zachary Seth Mansfield.
13 Members Absent: None.
14 Also Present: City Attorney, R. Max Lohman; Director of Planning & Zoning, Natalie Crowley;
15 Assistant Planning & Zoning Director, Peter Hofheinz and Principal Planner, Martin Fitts.
16 IV. ADDITIONS, DELETIONS, MODIFICATIONS
17 None.
18 V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY
19 Director of Planning & Zoning, Natalie Crowley reported Resolution 46, 2022, the Avenir Town
20 Center site plan, and Resolution 45, 2022, the PGA National Commerce Park office and warehouse
21 facility, were approved at the July 14, 2022, City Council meeting.
22 VI. APPROVAL OF MINUTES
23 Board Member Savel made a motion to approve the July 12, 2022, meeting minutes.
24 First Alternate Mansfield seconded.
25 Motion passed 7-0.
26 VII. PUBLIC HEARINGS
27 1. Recommendation to City Council (Public Hearing)
28 LDRA-20-12-000082 - City initiated Land Development Regulations Text Amendment to
29 implement Transit Oriented Development (TOD) regulations for the City's TOD Station
30 Area
31 A City -initiated amendment to the City's Land Development Regulations, Chapter 78, at Section
32 222 to create a Transit Oriented Development (TOD) Overlay District to provide consistency with
33 the City's Comprehensive Plan; and at Section 751 to add the definition, "Active Ground Floor
34 Uses".
35 Chair Hansen opened the public hearing.
36 Petitioner presentation: Not applicable.
37 Staff presentation: Principal Planner, Martin Fitts.
38 Staff recommended approval of LDRA-20-12-000082 - City initiated Land Development
39 Regulations Text Amendment to implement Transit Oriented Development (TOD) regulations for
40 the City's TOD Station Area.
41 Public comment: Connor Flannery, 11026 Legacy Drive, Unit 103, Palm Beach Gardens, FL
42 33410; Karen Turiano Gutzeit, 11021 Legacy Lane Unit 103, Palm Beach Gardens, FL 33410.
43 Chair Hansen closed the public hearing.
44 Chair Hansen brought the item back for discussion.
45 Board Members agreed to reopen the public hearing for public comment.
46 Chair Hansen reopened the public hearing.
47 Public comment: Jan Meltzer, 11021 Legacy Lane, Unit 104, Palm Beach Gardens, FL 33410.

Chair Hansen brought the item back for discussion.
Vice Chair Oftedal made a motion to recommend to City Council LDRA-20-12-000082 - City
initiated Land Development Regulations 'Text Amendment to implement Transit Oriented
Development (TOD) regulations for the City's TOD Station Area.
Board Member Savel seconded.
Motion passed 7-0.
ViII. OLD BUSINESS
None.
IX. NEW BUSINESS
Director of Planning & Zoning, Natalie Crowley invited the Board to attend a City Council
Workshop on August 17, 2022, at 9:00 a.m. in Council Chambers. PFM Group Consulting will be
presenting a report of key strategies and initiatives for 2022.
