The following comments are based on the above -referenced application submitted to the City on May 23, 2022, found insufficient on May 26, 2022, resubmitted on August 8, 2022, and found sufficient on August 18, 2022. Planning and Zoning 1. Please provide an "affected area" site plan in addition to the master site plan of Gardens Business Center that clearly delineates the proposed improvements from the remainder of the site. 2. The existing drive aisle that was utilized for the bank drive -through is an underutilized area of opportunity for the proposed retail building. Staff encourages the Applicant to make use of this space as a gathering area, greenspace, or another unique site design element. 3. To address life -safety access, please modify the existing curb at the west side of the main entry drive aisle to meet R2o radius requirements and be 24-feet in width. (Fire -Rescue Department) Staff Comments SPLA-22-05-00oo64 September 16, 2022 4. Pursuant to the project's master sign program and City Code Section 78-285, the proposed retail building is permitted 1 wall sign, the Applicant is proposing 2 wall signs. Please address. 5. Please provide signage details for the proposed wall signs, including copy area, letter height, color, materials, font, and illumination. Please note that the approved master signage program for the project requires wall signs to black channel letters. 6. The site plan depicts the ground sign in a different location than where it is currently existing. There is no indication in the project narrative that the sign is proposed to be relocated. Please address. 7. Please advise if there are any design modifications proposed to the existing ground sign, including updating the sign with new tenant name. 8. Please consider providing a loading space in proximity to the new retail building. Based on the loading needs of the use, Staff is open to the Applicant providing a reduced size loading space. 9. Pursuant to Section 78-414 of the City code, the required number of bicycle spaces is 26 spaces. Please update in the site data on the site plan. lo. Please provide a detail of the bicycle racks. Staff encourages the Applicant to provide covered bicycle parking. 11. Please include a "Revised by Urban Design Studio" note on the site plan for reference purposes. 12. Pursuant to Section 78-46(e)(f)(2)(m) of the City code, please provide waste and recycling receptacles adjacent to the main entry of the proposed building. 13. Please provide a typical parking space detail. The site plan only includes a "Tree Diamond Detail" and "Handicap Parking Detail." 14. Please note the width of the parking lot drive aisle that is east of the proposed building. 15. Please correct the spelling of ACRES and SPACES in the site data of the site plan. 16. Please list the petition number, SPLA-22-05-000o64, on all applicable plans. 17. Please provide Staff a material sample of the proposed glass for the retail building. 18. Based on the provided renderings, the view from the windows into the building is of blank walls. Please clarify. Page 2 of 6 Staff Comments SPLA-22-05-000064 September 16, 2022 19. Please update the black and white architectural elevations of the proposed retail building with notes of the architectural features, such as, projections, recesses, and scoring. 20. Please update the design of the dumpster enclosure to provide architectural treatments on all four sides of the structure. The architectural treatments should be consistent with the proposed building. 21. The architecture of the proposed retail building does not meet the requirements set forth in Section 78-221(d)(1)(c)(3) of the City code, specifically enhancing the appearance of the entire PGA Boulevard, and providing great visual interest. 22. The West and North elevations include large white stucco expanses that can be enhanced with architectural features. 23. Please consider incorporating tower features in the Northwest and Southwest corner of the building for visual interest, and consistency with the remainder of the buildings within the project. 24. Pursuant to Section 78-221(d)(1)(c)(g), please provide pedestrian -friendly focal spaces. Staff encourages the Applicant to provide a hardscape plaza that incorporates a water element, pedestrian scale lighting, and engages PGA Boulevard. 25. Please revise the site plan to continue the sidewalk around the proposed building. 26. Please provide a convenient pedestrian connection point into the project from the Minsk Gardens Boulevard. 27. Please revise the proposed Alexander Palms species to be double or triple trunks. 28. Please provide specifications of the existing trees and shrubs located within the 55- foot landscape easement on the tree disposition plan. 29. Staff encourages the Applicant to enhance the proposed and existing landscaping within the 55-feet Landscape Easement and along Minsk Gardens Boulevard to be consistent with the PGA Boulevard Overlay, while providing views corridors to the building and screening the parking lot. 30. Please update the plant schedule of the landscape plan to categorize Royal Palm as a Palm Tree. 31. Please provide the height of the roof -mounted equipment and the parapet to ensure adequate screening. 32. Please update the renderings for accuracy to the submitted landscaping plans. Page 3 of 6 Staff Comments SPLA-22-05-000064 September 16, 2022 33• Please note the width of the proposed foundation landscaping on the landscape plan, LP-1. 34• Please update the title blocks of the landscaping plans to indicate "Regional Center PCD" and "Landscape Plan." 35• Please indicate the location of the 25-foot-tall light pole that is included as a detail on Sheet PH-02, however; is not listed in the photometric table. 36. Please provide light poles that are consistent in height and style. 37. Please be advised that the Applicant shall comply with City Code Section 78-261, Art in Public Places (AIPP) and submit construction cost estimates to verify the one percent (1%) vertical construction cost for the required AIPP fee. Art in Public Places is required if the vertical construction cost of all new improvements on the project site is greater than One Million Dollars ($1,000,000). Staff encourages the Applicant to provide a decorative bus shelter as art at one of the existing bus stops near the site. Forestry 38. Based on Staff observations, there are a significant number of trees and shrubs missing per the Landscape Plan approved via Resolution 71, 2003. Please revise the proposed landscape plan to indicate the missing vegetation along the perimeter of the site, including the 55400t landscaping easement, the ground sign, and parking lot. (Planning) 39• Based on Staff observations, there is dead vegetation that should be replaced. Please update the Landscape Plan to indicate the replacement of the dead trees and shrubs. (Planning) 40. Please add tall shrubs along the outside of the dumpster in addition to the existing vegetation to better screen the dumpster enclosure walls. 41. Please label the irrigation pump equipment shown on the landscape and site plans as a small square symbol in the southwest corner and add a hedge around the equipment to screen from public view. Police Department 42. Upon review of the photometric plan, the Police Department strongly recommends increasing the foot candle rating throughout the parking lot to increase natural surveillance and decrease areas of concealment. Page 4 of 6 Staff Comments SPLA-22-05-000064 September 16, 2022 43• Please provide bollards or other decorative vehicle barriers to be installed directly in -line with the entryways into the building to decrease the effects of a vehicle borne attack or accidental crash. 44• Due to the nature of the business, please provide a security plan or daily operations plan for handling robberies and burglaries. Also, please advise how officers would make entry if access control were to be used during normal business hours. Fire -Rescue Department 45• Please be advised of the following: a. Smoke detection will be required in the HVAC system. b. A Knox Box will be required for the proposed building. c. Demolition and construction requirements shall be in accordance with NFPA 241 Standard for Safeguarding Construction, Alteration, and Demolition Operations. 46. The Fire -Rescue Department strongly encourages the Applicant to protect the building with a NFPA 72 Fire Alarm System. 47. Please indicate the location of the Fire Department Connection (FDC) and the fire hydrant on all applicable plans. Please note that the FDC shall not be more than too -feet from the fire hydrant. 48. Please indicate the location of the dedicated fire lanes. Please be advised that the dedicated fire lanes are required to have proper striping and sign placement. 49• Please provide the fire rating for the metal canopy for the entry of the building. 50. Please demonstrate that all driveways and the parking lot meet the R-20 turning radius requirement for emergency apparatus access. Engineering Department 51. Please add the following note to the Engineering plans: For Asphalt, all pavement marking and striping, excluding parking stall striping, shall be installed with thermoplastic materials for conformance with Section 78-344 of the City's LDR. Please be advised that paver bricks of appropriate contrasting color shall be used on paver brick areas, and concrete areas shall have FDOT approved paint. 52. Provide location for new light pole type A on site, engineering, and landscape plans. Two sets of signed and sealed plans required. c. Product approvals for materials required. d. Sub permits for all trades. e. Gas by separate permit. Seacoast Utility Authority (SUA) 54• Please advise if the new building will be equipped with fire sprinklers. If so, plans will need to be modified to reflect the service. Community Services No comments at this time. GIS Division No comments at this time. Pinder-Troutman — Traffic No comments at this time. DRAFT Conditions of Approvals: Conditions forthcoming. The Applicant shall provide a written response to all comments, indicating how each comment has been addressed and/or acknowledgement of each comment. Compliance with expedite subsequent review. It is suggested that the Applicant clearly identify all changes to the plans by either "clouding", or otherwise highlighting, the location of all changes to further expedite the review.
