6 The regular meeting was called to order at 6:00 p.m. by Mayor Reed.

14 IV. ANNOUNCEMENTS AND PRESENTATIONS
15 a. COLLECTIVE BARGAINING AGREEMENT WITH THE POLICE BENEVOLENT
16 ASSOCIATION.
17 Human Resources Administrator, Sheryl Stewart provided a presentation detailing the
18 ratification of a new, three-year collective bargaining agreement with the Police Benevolent
19 Association (PBA), Resolution 52, 2022 on the Consent Agenda. Local PBA representatives,
20 Police Sergeant, Peter Reynolds and Police Officer, Brian Tiyaloglu expressed appreciation
21 to Councilmembers and City staff for the new contract as it received overwhelming support by
22 the members.

27 VI. CITY MANAGER REPORT
28 City Manager, Ron Ferris reported September is National Suicide Prevention Month, and an
29 outreach program called "Card My Yard" has placed encouraging phrases throughout Palm
30 Beach Gardens on City property to raise awareness. The dialing code 988 is the National Suicide
31 Prevention Lifeline, which is available by call, text, and chat 24/7. The Gardens GreenMarket
32 is accepting votes for the Farmers Market Coalition's "Top Farmers Market in America for
33 2022" contest. At this moment, the Gardens GreenMarket is rated first in the state of Florida.
34 There is one vote allowed per email address. Voting ends September 19.
35 VII. CONSENT AGENDA

11 Councilmember Tinsley made a motion to approve the Consent Agenda.
12 Vice Mayor Litt seconded.
13 Motion passed 5-0.
14 VIII. PUBLIC HEARINGS: (*Designates Quasi-Judicial Hearing)
15 The City Clerk read Ordinance 7, 2022 by title.
16 a. ORDINANCE 7, 2022-(1 8T READING) ADOPTING THE BUDGET FOR FISCAL YEAR
17 2022/2023. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM BEACH
18 GARDENS, FLORIDA, ADOPTING THE BUDGET FOR THE CITY OF PALM BEACH
19 GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2022, AND ENDING
20 SEPTEMBER 30, 2023; PROVIDING A CONFLICTS CLAUSE AND A SEVERABILITY
21 CLAUSE ; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES .
22 City Manager, Ron Ferris stated the collaboration and coordination between City departments
23 is unparalleled. A new, electronic format (OpenGov) was introduced this year, and staff has
24 engaged this new challenge. The new online budget system provides transparency and
25 accessibility for the public. He introduced Deputy Finance Administrator, Sean O'Brien and
26 Finance Manager, Arienne Panczak to present.
27 Mayor Reed opened the Public Hearing for Ordinance 7, 2022.
28 Petitioner presentation: Not applicable.
29 Staff presentation: Deputy Finance Administrator, Sean O'Brien; Finance Manager,
30 Arienne Panczak.
31 Staff recommended approval of Ordinance 7, 2022 on 1st reading.
32 Public comment: None.
33 Mayor Reed closed the Public Hearing.
34 Vice Mayor Litt made a motion that the City of Palm Beach Gardens adopt a proposed
35 operating and total millage rate of 5.3200 mills, which is greater than the rolled-back rate of
36 4.9195 by 8.14 percent.
37 Councilmember Woods seconded.
38 Mayor Reed brought the item back for discussion. Discussion ensued.
39 Motion passed 5-0.
40 Councilmember Marciano made a motion to approve Ordinance 7, 2022 on first reading,
41 adopting a budget for fiscal year 2022/2023.
42 Councilmember Tinsley seconded.
43 Motion passed 5-0.
44 Finance Manager, Arienne Panczak presented an informative video sharing an update on the
45 City's budget. The video was produced by the City's Public Media Relations Department and
46 will be aired on the City's website and social media platforms.

1 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST:
2 Councilmember Marciano initiated a conversation pertaining to private and public dog parks
3 in the City. Discussion ensued. City Manager, Ron Ferris shared renovations being made to
4 Lilac Dog Park will make the park better and safer for the community.
5 XI. CITY ATTORNEY REPORT
6 City Attorney, R. Max Lohman reported the Palm Beach County mobility fee lawsuit with
7 the City is fully briefed. The deadline for oral argument was September 1, 2022. The City's
8 legal team did an outstanding job on its brief and deemed it more prudent not to request oral
9 argument. The County did not request oral argument. However, the Court could still order oral
10 argument, and the City will know in 45 to 60 days if an oral argument is ordered. If no oral
11 argument is ordered, an answer can be expected in three to four months.
