6 The regular meeting was called to order at 6:00 p.m. by Mayor Reed.

17 Tom Cairnes, 3101 PGA Boulevard, Palm Beach Gardens, FL 33410.
18 VI. CITY MANAGER REPORT
19 City Manager, Ron Ferris reported on the Florida Department of Transportation (FDOT)
20 construction project at the turnpike on PGA Boulevard. The toll booths are being removed and
21 replaced with dynamic message signs (DMS) over the next two weekends. Additional
22 construction is planned for mid-2024. The City has provided input but does not know what the
23 final determination from FDOT will be. As more information becomes available, further
24 updates will be provided.
25 VII. CONSENT AGENDA
26 a. APPROVE MINUTES FROM THE SEPTEMBER 8, 2022, CITY COUNCIL MEETING.
27 b. RESOLUTION 55, 2022 -PANTHER NATIONAL POD 14 PLAT. A RESOLUTION OF THE
28 CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA, APPROVING THE
29 PLAT OF PANTHER NATIONAL AT AVENIR POD 14 WITHIN THE AVENIR PLANNED
30 COMMUNITY DEVELOPMENT (PCD); PROVIDING AN EFFECTIVE DATE; AND FOR
31 OTHER PURPOSES.
32 c. RESOLUTION 61, 2022 -PUBLIC EMERGENCY MEDICAL TRANSPORTATION. A
33 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS,
34 FLORIDA, APPROVING A LETTER OF AGREEMENT BETWEEN THE CITY'S FIRE
35 RESCUE DEPARTMENT AND THE STATE OF FLORIDA'S AGENCY FOR HEALTH CARE
36 ADMINISTRATION FOR PUBLIC EMERGENCY MEDICAL TRANSPORTATION;
37 AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS NECESSARY TO
38 EFFECTUATE THE LETTER OF AGREEMENT; PROVIDING AN EFFECTIVE DATE; AND
39 FOR OTHER PURPOSES.
40 d. RESOLUTION 62, 2022 -RENEWAL OF FIRE AND EMS CONTROL SOFTWARE
41 AGREEMENT. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH
42 GARDENS, FLORIDA, APPROVING THE RENEWAL OF AN AGREEMENT BETWEEN THE
43 CITY'S FIRE RESCUE DEPARTMENT AND STATION AUTOMATION, INC. OBA PSTRAX
44 FOR FIRE AND EMS ASSET AND INVENTORY CONTROL SOFTWARE; AUTHORIZING
45 THE CITY MANAGER TO EXECUTE ALL DOCUMENTS NECESSARY TO EFFECTUATE
46 RENEWAL OF THE AGREEMENT AND ANY FUTURE ADDENDA AND AMENDMENTS
47 THERETO; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
48 Councilmember Tinsley made a motion to approve the Consent Agenda.
49 Councilmember Marciano seconded.
50 Motion passed 5-0.

2 The City Clerk read Resolution 30, 2022 by title.
3 a. RESOLUTION 30, 2022 -ADOPTING A TAX LEVY AND MILLAGE RATE. A RESOLUTION
4 OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA, ADOPTING
5 A TAX LEVY AND MILLAGE RATE FOR THE CITY OF PALM BEACH GARDENS FOR THE
6 FISCAL YEAR COMMENCING OCTOBER 1, 2022, AND ENDING SEPTEMBER 30, 2023;
7 DIRECTING THE CITY CLERK TO FORWARD A CERTIFIED COPY OF THIS RESOLUTION
8 TO THE PALM BEACH COUNTY PROPERTY APPRAISER AND TAX COLLECTOR WITHIN
9 THREE (3) DAYS AFTER ITS ADOPTION ; PROVIDING AN EFFECTIVE DATE; AND FOR
10 OTHER PURPOSES .
11 Mayor Reed opened the Public Hearing.
12 Petitioner presentation: Not applicable.
13 Staff presentation: Finance Administrator, Allan Owens.
14 No changes from the September 8, 2022 , meeting. Staff recommended approval of Resolution
15 30 , 2022 .
16 Public comment: None.
17 Mayor Reed closed the Public Hearing.
18 Staff announced its recommendation of a motion that the City of Palm Beach Gardens adopt an
19 operating and total millage rate of 5.3200 mills, which is greater than the rolled-back rate of
20 4.9195 by 8.14 percent.
21 Councilmember Marciano made a motion to approve Resolution 30, 2022 , setting the final
22 millage rate at 5.3200 mills for the fiscal year 2022 /2023 budget.
23 Councilmember Woods seconded.
24 Mayor Reed brought the item back for discussion. No discussion.
25 Motion passed 5-0.
26 The City Clerk read Ordinance 7, 2022 by title.
27 b. ORDINANCE 7, 2022 -(2ND READING & ADOPTION) ADOPTING THE BUDGET FOR
28 FISCAL YEAR 2022/2023. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
29 PALM BEACH GARDENS, FLORIDA, ADOPTING THE BUDGET FOR THE CITY OF PALM
30 BEACH GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2022, AND
31 ENDING SEPTEMBER 30, 2023; PROVIDING A CONFLICTS CLAUSE AND A
32 SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER
33 PURPOSES.
34 Mayor Reed opened the Public Hearing.
35 Petitioner presentation: Not applicable.
36 Staff presentation: None. No changes since 151 reading.
37 Staff recommended approval of Ordinance 7, 2022 on 2nd reading and adoption.
38 Public comment: None.
39 Mayor Reed closed the Public Hearing.
40 Vice Mayor Litt made a motion to approve Ordinance 7, 2022 on second reading , adopting a
41 budget for fiscal year 2022 /2023 .
42 Councilmember Tinsley seconded.
43 Motion passed 5-0.

1 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST:
2 Vice Mayor Litt, along with Councilmember Marciano and Councilmember Tinsley, had
3 the honor of representing the City at the "Rise to the Challenge" 11th Annual Senator Philip D.
4 Lewis Center Luncheon on September 22, 2022. The City was a sponsor of the luncheon to
5 benefit the Homeless Coalition of Palm Beach County . Discussion ensued.
6 Councilmember Tinsley thanked City staff, Councilmembers, and the Budget Oversight
7 Review Board for all the effort in putting together a fiscally responsible budget. Discussion
8 ensued.
