CALL TO ORDER The regular meeting was called to order at 5:32 p.m. by Chair Terence Brady. II. PLEDGE OF ALLEGIANCE III. ROLL CALL PRESENT: Chair Terence Brady (left the meeting at 6:00 p.m.), Vice Chair David Anderson, Frances Heaslip, Mark Lenow, Rosie James (arrived 6:00 p.m.), Dan Hackman, Kelly Hanna (sitting for Bernard Elias). ABSENT: Bernard Elias. ALSO PRESENT: Mayor, Council Liaison David Levy; Community Services Operations Manager, Staff Liaison Angela Wong; Grounds Superintendent, Alternate Staff Liaison Cynthia Unger. The Municipal Services Coordinator administered the Oath of Office to Dan Hackman, Kelly Hanna and Rosie James. IV. ADDITIONS, DELETIONS, MODIFICATIONS Chair Brady requested the agenda be reordered so New Business will come before Old Business. Mark Lenow made a motion to reorder the agenda. Frances Heaslip seconded. Motion passed 6 -0. V. MINUTES FOR APPROVAL Francis Heaslip made a motion for approval of the February 3, 2010 minutes. Dan Hackman seconded. Motion passed 6 -0. VI. ITEMS BY COUNCIL LIAISON Mayor David Levy reported the Scripps /Briger project was approved by City Council at the April 1, 2010 meeting. VII. ITEMS BY STAFF LIASION None. IX. NEW BUSINESS A. Beautification Award Program — Institution Category Selection Frances Heaslip submitted The Benjamin School for consideration and stated she had no affiliation to the school. Palm Beach State College submitted an application. Discussion ensued. Mayor Levy stated he would not participate in the discussion because he is an adjunct professor at Palm Beach State College. Dan Hackman made a motion to invite both schools to give a presentation at the next meeting. Mark Lenow seconded. Motion passed 6 -0. Staff Liaison Wong presented a new environmental award program brochure. Discussion ensued. Development of Environmental Quality Awards Program • Presenter — Bill Wilsher, Superintendent, Parks Planning, Palm Beach County Parks and Recreation Department Bill Wilshire gave an in -depth presentation on conservation and natural resources for South Florida and Palm Beach County. Through the awards, the City looks to recognize and show appreciation for those who give back to the environment, and encourage others to get involved! ELIGIBILITY: Open to any citizen, business, or organization based within the City limits, or schools with at least 10 percent of their students being City residents, that have demonstrated outstanding efforts to improve Palm Beach Gardens' environment - either for a single project or over a period of time. SCOPE OF THE AWARDS: Examples of environmen- tally- friendly programs and projects include, but are not limited to: Pollution prevention / green purchasing Recycling / waste reduction Greenhouse gas emissions reductions Generation or purchase of alternative energy Energy and water conservation measures Environmental Management Systems Tree planting and management Invasive species and integrated pest management (IPM) Stream monitoring and restoration programs Environmental education Other innovative environmental enhancement ideas or projects DEADLINE: Early submission is encouraged! The deadline is 5 p.m. on September 30th of each year. JUDGING: The Community Aesthetics Board will evaluate the applications based upon program effectiveness, innovation, and endurance.
