HomeMy WebLinkAboutMinutes Council 1006221 CITY OF PALM BEACH GARDENS 2 CITY COUNCIL 3 REGULAR MEETING 4 October 6, 2022 5 6 The regular meeting was called to order at 6:00 p.m. by Mayor Reed. 7 Mayor Reed asked for a moment of silence for lives lost and trauma experienced by people on 8 the west coast of Florida caused by Hurricane Ian. 9 I. PLEDGE OF ALLEGIANCE 10 Mayor Reed thanked staff and first responders for their storm preparation work as well as City 11 Manager, Ron Ferris and Leisure Services Administrator, Charlotte Presensky for keeping 12 City services open. The City has sent dispatchers, an ambulance strike team and Fire Rescue 13 personnel to assist those affected. 14 II. ROLL CALL 15 PRESENT: Mayor Reed, Vice Mayor Litt, Councilmember Woods, Councilmember 16 Marciano, Councilmember Tinsley. 17 ABSENT: None. 18 III. ADDITIONS, DELETIONS, MODIFICATIONS 19 Two additions were announced for the Consent Agenda, Resolution 71, 2022 and Proclamation 20 -Family Promise Week. 21 Councilmem ber Tinsley made a motion to add Resolution 71, 2022 and Proclamation -Family 22 Promise Week to the Consent Agenda. 23 Councilmember Woods seconded. 24 Motion passed 5-0. 25 IV.ANNOUNCEMENTS AND PRESENTATIONS 26 a. HONORING JIM MCCARTEN FOR HIS SERVICE TO THE COMMUNITY . 27 Mayor Reed read comments from family and friends of Jim McCarten as he retires honoring 28 his many years of dedication to the community encompassing his work as the General Manager 29 of the Gardens Mall, volunteer work on the Board of Directors of the Palm Beach Gardens 30 Police and Fire Foundation, service with the Palm Beach North Chamber of Commerce, and 31 many other committees. With a standing ovation, Councilmembers presented Jim McCarten 32 with a Key to the City. 33 b. AGREEMENT ALLOWING PEDESTRIAN CROSSING RAPID FLASHING BEACON 34 SIGNS . 35 City Engineer, Todd Engle discussed the grant the City received to install ten solar-powered 36 flashing beacon signs creating safe pedestrian routes to schools (Resolution 63, 2022 on the 37 Consent Agenda). The project will be completed next summer prior to commencement of the 38 2023 school year. Discussion ensued. 39 V. COMMENTS FROM THE PUBLIC 40 None. 41 VI. CITY MANAGER REPORT 42 City Manager, Ron Ferris reported on the City's volunteer efforts to help those impacted by 43 Hurricane Ian on the west coast of Florida. To-date, Palm Beach Gardens' Fire Rescue 44 mobilized a strike team and has treated 523 patients. They will be returning on October 11. On 45 October 1, the Police Department sent two NorthCom dispatchers to Collier County, who were 46 then redirected to Hendry County. In addition, ten designated police officers are in the 47 recovery's rotational queue to be deployed. Community Services Administrator/Director of 48 Emergency Management, David Reyes recently provided training for leaders of the American CITY OF PALM BEACH GARDENS REGU LA R COUNCIL MEETING 10-06-2022 PAGE 1 1 Public Works Association (APWA) using the City's model, Operation Sister City , that was 2 activated during Hurricane Michael to aid the City of Callaway. The City will be adding its 3 name to a list of cities that will also adopt other cities in helping them recover from storms and 4 other emergencies. City Manager, Ron Ferris also referenced a partnership between Jupiter 5 Medical Center and the University of Florida (UF) Health with plans to build a neighborhood 6 hospital in the A venir community and a research hospital on the Briger Tract of land purchased 7 by Scripps Research Institute. More information will be forthcoming, as Dr. Amit Rastogi, 8 President and Chief Executive Officer of Jupiter Medical Center, and Dr. David R. Nelson, 9 President of University of Florida Health, have been invited to the November 3, 2022, City 10 Council meeting. 11 a. PALM BEACH COUNTY'S FIVE-YEAR ROAD PROGRAM. 12 City Manager, Ron Ferris provided information on Palm Beach County's preliminary intent 13 and proposed study to widen Northlake Boulevard to eight lanes. Sal Faso, President of the 14 North County Neighborhood Coalition (NCNC), set up a meeting with County Engineer/Public 15 Works Director, David Ricks with Mayor Reed, City staff, membe rs of the NCNC, and the 16 community to learn more about the study from the County Engineer. The meeting was 17 confirmed for this past Wednesday , October 5. Unfortunately, David Ricks canceled the 18 meeting as he was advised by County administration not to meet with the City. The City had 19 hoped to share its reasons why Northlake Boulevard should not be widened to eight lanes. A 20 presentation detailing the City's analysis was prepared for the County Engineer and will be 21 shared this evening. Resolution 64, 2021 was passed by Council on October 7, 2021 , opposing 22 the County's comprehensive plan to widen Northlake Boulevard to eight lanes. Accordingly , 23 the Council's approval is being requested for Resolution 71 , 2022 opposing Palm Beach 24 County's expenditure of up to $400,000 to commission a feasibility study for the taking of 25 rights-of-way from property owners to implement the County's comprehensive widening plan 26 amendment. Also, the Council is being asked to authorize Mayor Reed to sign a letter to go 27 along with Resolution 71, 2022, to David Ricks opposing the waste of taxpayers' dollars to fund 28 this study. In his letter dated September 20, 2022, David Ricks requested the City respond to 29 him by October 14, 2022. It is understood the contract for this study is planned for November 30 or December. If there is sufficient time notification from the County , the Council could consider 31 a special meeting be held to invite the impacted communities and inform the public. If not, the 32 City will request the North County Neighborhood Coalition and other communities to spread 33 the word and express their opinions to County officials. GIS Director, Ross Gilmore and City 34 Engineer, Todd Engle presented the detailed analysis and accompanying slides of potential 35 property and utility impacts in widening Northlake Boulevard to eight lanes (Northlake East 36 TIM Amendment and the Northlake Boulevard West TIM Amendment). In addition, a video 37 was played showing a conversation Mayor Reed, who also serves as Vice Chair of the Palm 38 Beach Transportation Planning Agency (TPA), had with David Ricks at a meeting in which the 39 $400,000 consultant study was discussed. The contact information for the Palm Beach County 40 Administrator and County Engineer was provided and will be on the City's website.
