CALL TO ORDER 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL io Members Present: Chair Craig Kunkle, Vice Chair Michael Panczak, Randolph Hansen, Joy 11 Hecht, Amir Kanel, Barry Present. 12 Members Absent: Joanne Koerner. 13 Also Present: City Attorney R. Max Lohman; Planning and Zoning Director Natalie Wong. 14 IV. ADDITIONS. DELETIONS AND MODIFICATIONS 15 None. 16 V. REPORT BY GROWTH MANAGEMENT ADMINISTRATOR: 17 Planning and Zoning Director Wong reported the City Council approved the PGA National 18 Planned Community Development (PCD) Amendment (Resolution 39, 2010). 19 VI. APPROVAL OF MINUTES 20 Michael Panczak made a motion to approve the June 29, 2010 minutes. 21 Barry Present seconded. 22 Motion passed 6 -0. 23 VII. PUBLIC HEARINGS 24 Those preparing to give testimony were sworn in. 25 1. Recommendation to City Council (Public Hearing) (Quasi - Judicial Hearing) 26 MISC- 10 -01- 000065: A request by Donald Ross Military LLC, for approval to locate one (1) 27 flat wall sign above the second floor -line on the north elevation of Building H, and re- orient two 28 (2) monument signs located along Donald Ross Road. The Donald Ross Village PUD is 29 approximately 45 -acres and is located along the south side of Donald Ross Road between 30 Military Trail and Central Boulevard. 31 Presentation by: Marty Minor, Urban Design Kilday Studios. 32 Chair Kunkle opened the public hearing. 33 Public Comment: None. 34 Chair Kunkle closed the public hearing. 35 Randolph Hansen made a motion for approval. 36 Joy Hecht seconded. 37 Motion passed 6 -0. 38 2. Recommendation to City Council (Public Hearing) 39 LDRA- 10 -03- 000029: City initiated request to amend the LDR's to revise the sign Code: A 40 City - initiated request to amend the City's Land Development Regulations ( "LDRs ") in order to 41 comprehensively amend the sign regulations regarding the purpose and intent, permitted signs, 42 prohibited signs, other related issues, and certain definitions. 43 Presentation by: Planner Martin Schneider. 44 Chair Kunkle opened the public hearing. 45 Public Comment: Joey Eichner, PGA Corridor Association; Anne Booth, Urban Design Kilday 46 Studios. Recommendation to City Council (Public Hearing) 7 LDRA- 10 -04- 000031: Land Development Regulations changes to Section 78 -187 for Special 8 Events, Section 78 -191 for Outdoor Seating, Section 78 -290 for Temporary Signage, and 9 Section 78 -751 for Definitions: A City - initiated request to amend the City's Land Development 10 Regulations ( "LDRs ") in order to clarify and revise the special events, outdoor seating, 11 temporary signage, and definitions sections. 12 Presentation by: Resource Manager Allyson Black. 13 Chair Kunkle opened the public hearing. 14 Public Comment: Eileen Tucker, 1045 Shady Lakes Circle, Palm Beach Gardens; Vito 15 DeFrancesco, 1049 Shady Lakes Circle, Palm Beach Gardens; Joey Eichner, PGA Corridor 16 Association. 17 Chair Kunkle closed the public hearing. 18 Discussion ensued. 19 Barry Present made a motion for postponement to date certain August 10, 2010. 20 Michael Panczak seconded. 21 Motion passed 6 -0. 22 VIII.
