The following comments are based on the above referenced petition submitted to the City
on September 26, 2022, found sufficient on October 5, 2022.
Planning and Zoning
1. Please update all applicable plans with the petition number, SPLN-22-o9-000062.
2. Please provide an exhibit for all irregularly shaped lots for Staff s review of
applicable setbacks and lot widths, pursuant to Code section 78-46(f), and
driveway locations.
3. On all Development plans, please revise the viewports so they An not impact key
site plan elements such as, the entry and the associated recreation tracts.
4. Please provide the width of the open space between Lots 13, 14, 15 and 16.
5. Staff does not support the sidewalk as shown in the rear of lots 98-101. Please
revise accordingly.

8. Please advise of the proposed surface material at the mailbox center and identify
on all applicable plan sheets, pursuant to Code section 78-46(f).
9. On sheet or-1, please provide rear elevations of the proposed mailbox center or
label if the rear elevations will match the front, pursuant to Code section 78-46(e).
10. On sheet SP-/, please label the side elevation of the mailbox center as the right/left
elevations.
11. Please provide details of the proposed vehicular gates for Staff to review and
comment.
12. At the main entrance there does not appear to be a call box or other means to allow
guest access through the gates. Please advise how access will be controlled and
provide a detail of any type of proposed access control feature.
13. Please dimension the stacking distance from the edge of pavement to the call box
at the entrance to the subject site per Code Section 78-490(b). (Planning and
Zoning, Traffic, Engineering)
14. Please provide a dimension for the width of the open spaces and increase the
widths on both sides of the main entrance pursuant to Code section 78-46(f).
15. At the main entrance driveway, please provide an 8-foot-wide sidewalk on both
sides of the entry that will connect to the 12400t-wide multi -use path along the
south side of Panther National Boulevard.
16.Onthe Landscape Plan, there is line work outside the boundary of the subject site
associated with development projects not currently approved. Please remove this
line work.
17. On Sheet SP-3, Staff recommends that the Applicant reconfigure the shape of Lot
64 to provide a larger open space tract and a more regular shaped lot.
18.On Sheet SP-3 and LP-6Staff recommends that the Applicant provide a future
pedestrian connection to Parcel H (Agriculture) through the open space tract.
19. The approved 56-foot Right-of-way cross section indicates afive-foot sidewalk on
both sides of the roadway. The residential street from lots 15-2o does not provide
a sidewalk on both sides. Please provide a sidewalk on both sides of the road.
2o.On sheet LP-g, Staff strongly encourages the Applicant add street trees and reduce
the amount of sod along the east side of the residential street pursuant to Code
section 78-314(d).

21. On Sheet SP-2 and LP-io, please add a sidewalk connection adjacent to the
crosswalk north of the resident egress/emergency access from Panther National
Boulevard,
22.O1.1 Sheet SP-2 and LP-1o5 please indicate the stacking distance for the resident
egress gate.
23.On Sheet C-19, Section C-C please change the side setback to 7.5 feet to be
consistent with the proposed property development regulations.
24.On Sheets C-19 and LP-11, please provide a cross section between the road and
Parcel H (Agriculture) at the narrowest point. (Engineering, Forestry)
25. Staff recommends the Site, Landscape and Civil plans show a 3-foot to 5-foot-wide
retaining wall easement in the rear of all lots that require a retaining wall for
Homeowner Owners Association (HOA) maintenance access.
26. Please identify the location of all the master irrigation system and ground mounted
equipment (i.e., transformers) and provide screening pursuant to Code section 78-
195•
27. Staff recommends the Applicant incorporate an additional street tree species to
provide diversity.
28.On Sheet C-2o, the Panther National Boulevard Entrance Detail is inconsistent
with the Site Plan and Landscape Plan. Please update plans for consistency.
29. Please incorporate to provide a more curvilinear design or provide traffic calming
measures on the section of the street from Lots 15 — 20.
30. Please provide a curvilinear street design from Lot 52 -Lot 63 to provide for
natural traffic calming.
31. Staff strongly encourages the Applicant provide pedestrian bollards within the
open space areas adjacent to residential lots instead of standard light poles. See
also comment #57.
32. Staff strongly encourages the Applicant to provide on -street guest parking
throughout the project.
339 It appears that there is additional linework shown on Lot 62. Please address.
34.On Sheet SP-3, it appears that the six -foot -tall post -and -panel concrete wall
extends south of where the 446ot-tall aluminum fence ties in. Please advise how
maintenance will be provided to the 8-foot-wide landscape buffer. (Forestry)
35• Please identify, Lots 61- 64 as having enhanced rear elevation. In addition to an
enhanced rear elevation, please identify lot 64 as having enhanced side elevation.

Forestry
36.On Sheet LP-3 and any other affected sheets, please reposition a1118-foot-tall Live
Oak trees so that the mature growth of the tree does not impact the adjacent lot
side and/or rear yards. For example, Lots 77, 8o, 82, 83, and 84 all have Oak trees
that immediately impact the adjacent lots.
37. Please provide a hedge along the rear yard of lot 93, as provided on the side of lot
92.
38.On Sheet LP-6, please redesign the open space area that is adjacent to Parcel H
that the 1240ot-wide Utility Easement does not encumber the entire landscape
buffer.
39. On Sheets SP-2, LP-9 and LP-1o, please add a fence and hedge along the retaining
wall within the open space area between Lots 9 and 10 due to the proximity of the
sidewalk and the grade change at the retaining wall.
40. On sheet LP -11 please update the cross-section lcey map for the area indicated as
"existing farm" to be identified as Parcel H, Agriculture.
Engineering Department
41. Please be advised prior to the issuance of the first Certificate of Occupancy related
to this project, the Panther National Boulevard from the roundabout at Avenir
Drive, shall connect to Northlake Boulevard and shall be completed and opened
for public access
42. Please provide a typical detail for the parking stalls.
43• Please provide typical lot drainage details for the following areas:
a. Lots adjacent to the conservation area
b. Lots adjacent to the lake
c. Lots adjacent to Parcel H, Agriculture
d. Lots adjacent to Panther National Boulevard
e. Lots adjacent to common areas
44• Please provide a drainage plan for all common areas showing swales and inlets.
45.On Sheets LP-11 and C-19, the details referencing the retaining wall are
inconsistent. The wall is indicated off the property line on the civil drawings and
the landscaping plans have the wall shown on the property line. Please make the
plans consistent with the footer and fence shown correctly.

GIS Division
46. The amount of Open Space plan could not be verified. The CAD files shall contain
drawings of the following: Property boundary, Impervious Areas, Pervious Areas,
Total Open Space, Open space for landscape points, and Sod Areas. Each layer shall
be clearly labeled using the drawing names outlined above. If a different naming
convention is utilized, the Applicant shall provide a list that describes what layers
pertain to each drawing. The drawings shall be defined as closed polygons and
accurately reflect scale, area, and include text and annotation clearly labeled and
legible.
47. The Applicant shall submit a request for a residential Address Plan. The
Addressing Committee will not approve any request until the Site Plan for the
associated petition has received approval. Please submit a letter requesting the
development and review of an Addressing Plan along with a site plan and check in
the amount of $200.00. During this review, the Addressing Committee shall assign
all addresses, street names, and any additional items requested.
48.If the project is to be named, then the Applicant shall submit a request for a
subdivision name approval. The Addressing Committee will not approve any
request until the site plan for the associated petition has received approval. There
is a $too fee to process the desired name.
Fire -Rescue Department
49•Please be advised that all roadways shall meet the R2o' turning radius
requirements. The Auto -turn analysis indicates that there are eight (8) areas where
the fire truck will have to drive over curbs. Please consider widening the roadway
or providing mountable curbs. In addition, please provide the auto -turn analysis
in color for better legibility.
50. Please be advised, that both the primary and secondary electronic gates will be
required to have Knox Gate Switches and C1ick2Enter Devices installed. (Police)
51. All roads shall be constructed and maintained with at least 20 feet in clear width
and be constructed with the required all-weather driving surface to support
emergency apparatus, prior to construction of any structures.
52. Fully functional fire hydrants with required fire flow, are required prior to, during,
and after construction. Any fire hydrants not yet in service shall be indicated as
such.
53• Fire hydrants in residential areas shall be connected to at least an 8-inch water
main and shall not exceed 50o feet spacing per City Code �8-543•
54• Please be advised that landscape installations are not to interfere with access to
any fire hydrants.

55.On Sheet SP-3 and LP-5, please provide a minimum 10-foot-wide fire access
easement within the open space between Lots 34 and 35. (Fire Rescue, Forestry)
56.On sheet or-3 and LP- 6, please provide a minimum 10-foot-wide wide fire access
easement between Lot 52 and Lot 6o for access to the fire break/ Conservation
Area. (Fire Rescue, Forestry)
57. On Sheets SP-2 and LP-9, please provide a minimum 10-foot-wide fire break
access easement through the open space area between Lots 19 and Lots 20. The
access easement should allow the ability to get from the road through the retaining
wall to the grade of the 10-foot-wide fire break. (Forestry)
58.On Sheets SP-2 and LP-1o, please show a 2o-foot-wide unencumbered fire break
access from Panther National Boulevard to the end of the 1o400t-wide fire break
area located northeast of Lot 7 as indicated on the Civil Plan, Sheet FA2.
59.On Sheets C-19 and LP-11, please provide a typical cross-section of the transition
between the interior road through the open space areas that allows access to the
io-foot fire break through the retaining wall with a grade that is no more than 3%.
Please be aware that these accesses are also for maintenance of landscaping and
the retaining wall. (Forestry, Engineering)
Police Department
6o.The mail kiosks shall be illuminated to increase natural surveillance for residents.
61. All playgrounds equipped with fencing shall have auto -close hinge gates installed.
62. The Police Department strongly .suggests that the Applicant provides pedestrian
scale lighting to activity generating common areas. The additional of lighting can
afford residents the opportunity to use the space during evening hours, enhancing
natural surveillance. (Planning and Zoning)
63. Fencing and gate design should be fully encompassing, designed to deter climbing,
and equipped with a form of access control.
Building Division
64. Two sets of signed and sealed plans required with permit submittals.
65. All product approvals shall be included with permit submittals.
66. Staff suggests the Applicant meets with the Building Division prior to Building
permit submittal.

Seacoast Utility Authority (SUA)
67. Please advise if future homes will all be less than 5,000 square feet. If so, please
note this limitation on the plans.
68.The Applicant will need to add a manual flushing station to the northwest of Lot
81. Please coordinate with SUA on the desired location. Pursuant to Code section
78-195, the flushing station will need to be screened. (Forestry)
69. The Applicant must show driveways to all lots. Many of the lots have water services
that appear to be in the driveway and should be shifted to avoid driveways. All
water services should be perpendicular to the water main.
�o. Please relocate the water main within the intersection south of lots 22 and 23 for
better maintenance. Once the driveway locations are show SUA can determine the
best configuration. Please coordinate with driveway locations, landscaping, and
photometric poles accordingly and propose a new configuration or coordinate with
SUA.
71. The water main serving the `eye' to lots 32-34 needs to be reconfigured. Once the
driveways are shown SUA can provide input. This may affect landscaping. The
Medjool Date palm is too close to the sewer main at this location.
72. The trees at the north side of the entrance off Panther National Boulevard are too
close to the proposed water main. Please show the water main clearly and move
the location of the trees to meet SUA minimum setback requirements.
Pinder-Troutman —Traffic
73. Please show the left turn lane storage length on Panther National Boulevard at
the project driveway. (Traffic, Engineering)
The Applicant shall provide a written response to all comments, indicating
how each comment has been addressed and/or acknowledgement of each
comment. Compliance with expedite subsequent review.
It is suggested that the Ann licant clearly identify all changes to the plans by
either "clouding", or otherwise highlighting, the location of all changes to
further expedite the review.
City staff reserves the right to make additional comments throughout the
review process.
