16 Public Media Relations Director, Candice Temple presented an overview of the City's
17 partnership with the Palm Beach North Chamber of Commerce. Councilmembers presented
18 an honorary plaque of appreciation to Noel Martinez, President and CEO, and Executive Board
19 Members of the Palm Beach North Chamber of Commerce.
20 b. PARTNERSHIP PRESENTATIONS FROM THE PALM BEACH COUNTY SPORTS
21 COMMISSION AND CRESSEY SPORTS PERFORMANCE.
22 Leisure Services Administrator, Charlotte Presensky thanked Deputy Leisure Services
23 Administrator, Daniel Prieto, Sports Operations Manager, Tim Ford , Community
24 Services Administrator, David Reyes, and Director of Public Services, Cory Wilder for
25 their hard work and services in fostering these partnerships. Eric Cressey, President and Co-
26 founder of Cressey Sports Performance presented the Economic Impact Statement for the period
27 covering June 1, 2021, through May 31, 2022. George Linley , Executive Director of the Palm
28 Beach County Sports Commission highlighted its extraordinary partnership with the City of
29 Palm Beach Gardens and the total economic impact of events hosted and managed by the City.

39 VI. CITY MANAGER REPORT
40 City Manager, Ron Ferris reported the Fire Rescue Department and the Police Department
41 have continued their volunteer efforts on Florida's west coast assisting communities impacted
42 by Hurricane Ian. Fire Chief, Keith Bryer shared that a second-strike team was deployed to
43 Lee County on October 22 for 10 days to assist with emergency medical support. A Fire Rescue
44 truck and three volunteers made up the strike team, Rescue Lieutenant, Ryan Winkelman,
45 Fire Medic, Julie Dudley, and Firefighter, George Ferguson. Police Chief, Clint Shannon
46 reported ten volunteer police officers were deployed on October 29 to Sanibel Island. In
47 addition, the City has deployed special vehicles, mobile command vehicles, watercraft, K-9
48 units, drones, and night vision equipment. Officers are working 16-hour shifts, and there is still
49 no electricity on the island. The City will continue its law enforcement support throughout
50 November, relieving officers by rotating a dozen every week. Sanibel Police Chief, Bill Dalton

1 has expressed his gratitude to the City and all who have served his community. Discussion
2 ens ued.
3 City Manager, Ron Ferris referenced Resolution 79, 2022 Operation Sister City -Wauchula,
4 Florida on the agenda. In 2018, the City provided support to approximately 300 employees in
5 the City of Callaway following Hurricane Michael 's devastation in Bay County. In paying it
6 forward , the City of Callaway expressed interest in partnering with the City of Palm Beach
7 Gardens to provide aid to another city through Operation Sister City. Bay County Public Works
8 Agency has donated $10,000 to the American Public Works Association to help public works
9 employees in Hardee County. The City of Callaway and Christ Fellowship Church want to
10 partner with Palm Beach Gardens to help the City of Wauchula. Through Operation Sister City,
11 the City of Callaway has provided $15,000 , and Christ Fellowship Church has donated $10,000
12 in addition to providing other services . The City of Palm Beach Gardens has set a contributions
13 goal of $35,000. The small city of 4,801 residents suffered major damage, and 91 employees
14 and their families were impacted by Hurricane Ian. Eight employees lost their homes and
15 possessions. On November 16, City staff and Christ Fellowship Church will deliver care
16 packages and purchase cards to the City of Wauchula' s employees. On D ecember 16, a holiday
17 lunch will be provided with toys presented to their children. An Amazon Wish List has been
18 posted on the City's website and social media channels.

1 Councilmember Tinsley made a substitute motion to approve Ordinance 9, 2022 with the
2 addition of the South Florida Water Management District's approved definition to Section 74-
3 72 that "Residential Landscape Irrigation System means a system that is used for irrigation of
4 landscaping at a single-family residential home or duplex that does not contain a common area"
5 and to Section 7 4-75 (1) to insert in the beginning of the second sentence, "Residential
6 landscape irrigation systems, as defined in Section 74-72."
7 Councilmember Marciano seconded.

3 a . RESOLUTION 79, 2022-OPERATION SISTER CITY-CITY OF WAUCHULA, FLORIDA.
4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS,
5 FLORIDA, DECLARING THAT THE CITY OF WAUCHULA, HARDEE COUNTY , FLORIDA,
6 IS A SISTER CITY; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
7 Mayor Reed referred to City Manager, Ron Ferris.
8 City Manager, Ron Ferris noted the City's contributions goal is $35,000 to help the City of
9 Wauchula. Christ Fellowship Church has donated $10,000, and the City of Callaway has donated
10 $15,000.
11 Mayor Reed requested Councilmembers consider a $10,000 donation be contributed to the City
12 of Wauchula.
13 Mayor Reed brought the item back for discussion. Discussion ensued.
14 Councilmember Marciano made a motion to approve Resolution 79, 2022 with the $10,000
15 donation to the City's Sister City, Wauchula.
16 Vice Mayor Litt seconded.
17 Motion passed 5-0.
18 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST:
19 Councilmember Marciano initiated a conversation and expressed interest in having an open
20 workshop or charrette to receive recreational suggestions from the public and interested entities
21 pertaining to a specific parcel of land at North County District Park following the ending of
22 Palm Beach North Athletics Foundation's agreement.
23 City Manager, Ron Ferris mentioned the City had received several proposals for use of this
24 parcel of land.
25 Purchasing and Contracts Director, Km! Ra noted four potential entities recently confirmed
26 their interest. He also explained Florida has very specific rules pertaining to Public Private
27 Partnerships (P3), including the process the City must follow in receiving and handling
28 proposals. Public private partnerships under consideration by a municipality must be held in
29 strict confidence and are not public record.
30 City Manager, Ron Ferris stated Councilmembers could hold a public workshop or charrette;
31 however, the City must act in accordance with Florida Statutes, P3 procedural steps, and its
32 contract with the County to verify the proposed project and viable funding.
33 Discussion ensued.
34 Mayor Reed thanked Public Media Relations, Director Candice Temple and Multimedia
35 Communications Manager, David Williams for their extraordinary work with Florida City
36 Government Week. She expressed appreciation to City staff for the amazing Fall Festival event
37 with over 9,500 people in attendance and to Fire Chief, Keith Bryer and Police Chief, Clint
38 Shannon for their outreach to other communities as well as keeping the City safe.
39 XI. CITY ATTORNEY REPORT
40 City Attorney, R. Max Lohman stated that Resolution 57, 2022 was passed on the Consent
41 Agenda with the change of the December City Council meeting date to December 8, 2022.
42 However, three Councilmembers will be out of town. Resolution 57 , 2022 needs to be
43 reconsidered in a motion, and a motion needs to be made to approve Resolution 57 , 2022 with
44 the change to the December meeting date to December 14 , 2022.
45 Vice Mayor Litt made a motion to reconsider Resolution 57 , 2022.
46 Councilmember Woods seconded.
47 Mayor Reed brought the item back for discussion. Discussion ensued.
48 Motion passed 5-0.
