PETITION: SPLN-22-ii-000064 — A petition from Centaur (Palm Beach) Owner,
LLC requesting site plan approval for a golf course maintenance facility located
within the southeast corner of the Lifestyle Center parcel of the Panther National
Master Plan that is within the Avenir Planned Community Development (PCD).

The following comments are based on the above referenced petition submitted to the City on
November 16, 2022, found insufficient on November 23, 2022, with supplemental information
submitted on December 6, 2022, and found sufficient on December 6, 2022.
Planning and Zoning
To provide the most efficient and comprehensive review of this petition, Staff strongly
encourages the Applicant to provide a Master Plan for the Lifestyle Center parcel.
Based on recent discussions with the Applicant, there are several design elements and
amenities that are proposed with the development of the Lifestyle Center that could
affect the current site plan. These elements include, but are not limited to, grade
change, drainage, landscaping, and a request to develop the tennis/pickleball courts
ahead of the Lifestyle Center building. In addition, there are conflicts between
infrastructure proposed with this petition and what was shown in the illustrative site
plan for the Lifestyle Center parcel and discussed at the Informational Meeting on
December 19, 2022. Improvements associated with the development of the entirety
of the Lifestyle Center parcel also affect surrounding residential pods and have the
potential to provide view corridors into the site, such as the proposed drainage
through the southern buffer.
2. The location of the emergency access from Pod 10 does not match the site plan for
Pod 10 that was submitted on April 7, 2022 and reviewed by Staff. Please advise if
there has been coordination between the two property owners regarding the location
of this access point.
3. Staff has discussed the operations of the Golf Course Maintenance Facility with other
members of the City's golf course Staff and there is a concern regarding the impact of

noise on the surrounding residential communities (Pod 10 and Pod 15). Please advise
what measures will be taken to lessen this impact. See also comment #25.
4. Staff strongly encourages the Applicant and the property owner of Pod 10 to
coordinate access from Pod 10 to Panther National Boulevard. At a minimum, Staff
suggests a 12-foot-wide golf cart path that is buffered from the Maintenance Facility
roadway that will provide, pedestrian, bicycle, and golf cart access.
5. Along the northern and western boundary of the Maintenance Facility please address
buffering with a wall. Staff suggests the Applicant provide an 8-foot-tall wall or 6-
foot-tall wall on a 3-foot-high berm to buffer the proposed use from the remainder of
the Lifestyle Center parcel in lieu of the proposed fence. (Planning and Zoning,

6. On the Site Plan and Civil Engineering plan, please include the 15-foot-wide
landscape buffer proposed on the north side of the Maintenance Facility roadway as
identified on sheet LA-1 Landscape Plan.
7. On sheet 1 of the Site Plan, please note the width of the 12-foot-wide north/south golf
cart path that leads from the Maintenance Facility to the internal portion of Panther
National Boulevard as identified on sheet 2 of the Site Plan.
8. The recent Panther National Master Plan Amendment, SPLA-22-03-OOo62,
approved a 2o-foot-wide landscape buffer internal to the Lifestyle Center parcel for
the portion of the parcel adjacent to the subject site. On Sheet LA-2 this buffer is
identified as a 15-foot-wide landscape buffer. Please revise to be consistent with the
approved Panther National Master Plan. In addition, please increase the plant
material within this buffer and the 15-foot-wide landscape buffer north of the east -
west roadway that provides access to the Maintenance Facility. Staff recommends this
buffer be planted with a similar design that is provided along the outside perimeter
of the subject site. Please also see comment #25. (Planning and Zoning, Forestry)
9. On sheet LA-1, please provide plant tags. Plant tags are only provided on sheet LA-2,
and it is unclear if those provided on sheet LA-2 are applicable to only that sheet or
the entire landscape plan. (Planning and Zoning, Forestry)
lo. Please provide cross -sections for all landscape buffers that include a graphical
representation of the proposed landscaping. Please be advised that the cross -sections
should match those approved with the Master Plan, if applicable.
11. Please provide a physical material board depicting the proposed building colors.
12. Based on the information provided during the Informational Meeting with the
Applicant regarding the development of the remainder of the Lifestyle Center, Staff
strongly encourages the Applicant provide wayfinding signage for the Golf Course
Maintenance Facility and expand on the signage when the remainder of the Lifestyle
Center is submitted for review and approval. In addition, please provide signage

where the north/south 12-foot-wide golf cart path intersects with Panther National
Boulevard to prohibit public access.
13. On the Site Plan, please provide dimensions for the perimeter boundary of the
Maintenance Facility site.
14. Please provide the petition number (SPLN-22-11-000064) within the site data.
15. Within the site data, please fix the typographical error in the spelling of "stories".
16. Within the site data, please provide the square footage for each of the proposed
buildings and indicate the total number of buildings.
17. The Maintenance Facility is part of the overall Lifestyle Center Parcel. Within the site
data, please revise the front and side street setback to be measured from the property
line of the Lifestyle Center parcel.
18. Please relabel Site Plan sheet 1 as the Cover Page.
19. Site Plan sheet 4 is titled "Sales Center Area Calculation". Please revise to accurately
identify the proposed Maintenance Facility.
20. Within the site data on the Landscape Plan, please remove the Residential Housing
Type information.
21. The City's Code does not have a parking rate for Golf Course Maintenance Facilities.
Please advise how the proposed parking rate of 1 space per 300 square feet was
determined to be the appropriate rate for the proposed use.
22. During the Informational Meeting for the Lifestyle Center and Clubhouse, the
Applicant indicated there would be two access points from the Lifestyle Center to the
east -west maintenance road. If the Applicant anticipates an access way from the
Lifestyle Parcel to the maintenance road, please indicate it on all applicable
development plans and adjust the landscaping accordingly. In addition, directional
signage may be necessary to address vehicular circulation. Also see comments #35
and #40. (Planning and Zoning, Forestry)
23. Please explain why there is a parcel line around the maintenance facility compound.
Staff is unclear if the Applicant intends for the maintenance facility to be subdivided
from the Lifestyle Parcel and if it will be dedicated to a different entity.
24. The Golf Course Maintenance Facility will store hazardous materials, such as fuel,
fertilizer, pesticides, and cleaners/solvents. Please provide a hazardous material plan
that includes but is not limited to information on the chemicals stored on site, how
hazardous materials will be stored, and other information related to the operations
of the facility as it relates to hazardous materials. (Planning and Zoning, Fire)

25. Please be advised the operation of the Golf Course Maintenance Facility and golf
course maintenance equipment shall adhere to Code Section 34-6o and 78-661.
Forestry
26. Please provide a landscape plan for both sides of the north -south maintenance golf
cart path leading from the maintenance facility to Panther National Boulevard.
27. On Sheets LA 1 and LA 2, please use the approved Landscape Plan, Sheets LA 8, LA
10 and LA 11 of the Panther National Master Plan, Resolution 43, 2021, as a starting
point for the entire 20 and 25400t perimeter buffer and then add more tall palms
between the trees to provide additional upper -level screening. The proposed
landscaping within the buffer is inconsistent with the approved plan of record.
28. Please add the utility easements and drainage improvements on the landscape plan
and address all conflicts.
29. On Sheet LA 2, please add the backflow preventer, bench and bike rack located on the
south side of the building to be consistent with the site plan and screen the ground
mounted equipment in accordance with Code Section 78-195•
30. Please indicate sodding the vacant Lifestyle Parcel.
31. The Applicant is proposing gates at the entrance to the east -west road from Panther
National Boulevard and at the entrance to the subject site from the 12-foot-wide golf
cart path. Please provide details on these gates for review and comment. In addition,
please advise how access will be controlled and who will have access through these
gates.
Engineering
32. Please revise the 18.o-foot stall length dimension on all plans & details to reflect 18.5
feet as required by City code 78-344•
33• Please add the following note to the Engineering plans: For Asphalt, all pavement
marking and striping, excluding parking stall striping, shall be installed with
thermoplastic materials for conformance with Section 78-344 of the City's
Code. Also, paver bricks of contrasting color shall be used on paver brick areas.
Concrete areas shall have FDOT approved paint.
34• Please provide photometrics for the north -south golf cart path that leads from the
Golf Course Maintenance Facility to Panther National Boulevard.
GIS
35• An Address will need to be assigned to the proposed building. Please submit a permit,
utilizing the City's online permitting system, requesting the creation of the address.

The Addressing Committee will not approve the request until the Site Plan for the
associated petition has received approval.
36. The amount of impervious area for sidewalks less than 6 feet in width could not be
confirmed. Please recalculate and update the Area Calculations table accordingly.
Police Department
37. Electronic gates leading to the facility will be required to have a C1ick2Enter (C2E)
device installed for first responder access. The emergency access drive gate should be
electronic with a C2E as well. (Police, Fire)
38. Please consider the addition of wayfinding signage, with the address numerical of the
building, at the entrance road near the front gate. (Planning and Zoning, GIS, Fire)
39• Lighting shall not be obstructed by landscaping. Please ensure trees are not co -
located with lighting fixtures. (Police, Forestry)
Fire Rescue
40. The 10,200 square foot maintenance facility shall be protected with a National Fire
Protection Association (NFPA) 13 Fire Sprinkler System and an NFPA 72 Fire Alarm
System.
41. Please consider expanding the width of the 12-foot-wide golf cart path on the north
side to 16-feet-wide for emergency vehicle access in case of an emergency.
42. Please explain how the emergency access from Pod 10 will function and work safely
and sufficiently.
43• Please provide building access and wayfinding for the maintenance facilities for
emergency response personnel.
Community Services Administration
44• Please advise on the details of the proposed dumpster enclosure gates, including but
not limited to, material and color.
45• Please depict how a waste management operator would access the site to collect
refuse within the dumpster enclosure.
Building
46. All permit applications will be processed electronically utilizing the City's Online
Permitting System.

47. Please be advised as the project gets closer to Building Permit submittal, the Building
Division is available to discuss with the Applicant opportunities to streamline the
review process.
48. The following will be required at time of permitting: Notice of Acceptance (NOA) and
product approvals.
49• Please be advised sub -permits for all trades will be off the master permit.
Seacoast Utility Authority (SUA)
50. On the Site Plan, the future water line through the Lifestyle Center parcel should be
removed as it is not a part of this construction.
51. Please advise what will be washed at the wash pad. At a minimum a sand/oil
interceptor will be required between the wash pad drain and the cleanout on the
gravity sewer service lines.
52. Please advise how containment for the fuel tanks is being advised. Details are needed
on the fueling area, tanks, and pumps.
53• Add all water and sewer to the Landscape Plans and address the conflicts with the
proposed landscaping accordingly. SUA will require access to the Gravity Sewer
manhole off Panther National Boulevard. A stabilized pathway with drop curb will be
needed with turnaround capabilities.
54• Based on the proposed development plans for the remainder of the Lifestyle Center,
which were presented by the Applicant for an Informational Meeting with the City,
the gravity sewer is underneath the proposed tennis courts, pickleball courts, Racket
Club, and landscaping. The alignment of the gravity sewer needs to be modified with
the courts and building relocated to meet the SUA minimum setbacks and allow
access to the sanitary manholes.
55• The watermain will need to be looped from the Golf Course Maintenance Facility to
connect to the stubbed out watermain in Panther National Boulevard with the
construction of the Lifestyle Center project.
The Applicant shall provide a written response to all comments, indicating
acknowledgement of each comment and how each comment has been addressed.
Compliance will expedite the subsequent review.
It is suggested that the applicant clearly identify all changes to the plans by either
"clouding". or highlighting, the location of all changes to further expedite the
review.
