CALL TO ORDER 7 The regular meeting was called to order at 6:02 p.m. by Vice Chair Michael Panczak. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present: Vice Chair Michael Panczak, Randolph Hansen, Amir Kanel, Joanne 11 Koerner (left the meeting at 7:27 p.m.), Barry Present, Roma Josephs (second alternate sitting for 12 Joy Hecht). 13 Members Absent: Joy Hecht. 14 Also Present: City Attorney R. Recommendation to City Council (Public Hearing) 24 LDRA- 10 -04- 000031: Land Development Regulation changes to Sections 78 -187. Special 25 events, Section 78 -191. Outdoor seating, Section 78 -290. Temporary signs allowed, Section 26 78 -194. Live entertainment and outdoor speakers permit, and Section 78 -751. Randolph Hansen accepted 2 the amendment. 3 Amir Kanel seconded. 4 Motion passed 4 -2 with Vice Chair Panczak and Joanne Koerner dissenting. 5 Joanne Koerner left the meeting at 7:27 p.m. 6 2. Recommendation to City Council (Public Hearing) - QUASI - JUDICIAL HEARING 7 PPUD- 09- 12- 000023 — AT &T Northlake Retail — A request by 3005 Northlake Boulevard, 8 LLC to rezone a 0.93 -acre parcel, located on the north side of Northlake Boulevard 9 approximately 500 feet east of North Congress Avenue from General Commercial (CG -1) to 10 General Commercial (CG -1) with an overlay of Planned Unit Development (PUD). 11 Presentation by: Ken Tuma, Urban Kilday Studios. 12 Staff Presentation by: Director of Planning and Zoning Natalie Wong, 13 Vice Chair Panczak opened the public hearing. 14 Public Comment: None. 15 Vice Chair Panczak closed the public hearing. 16 Randolph Hansen 17 Randolph Hansen made a motion for approval. 18 Amir Kanel seconded. 19 Motion passed 5 -0. 20 3. Recommendation to City Council (Public Hearing) 21 MISC- 10 -07- 000072: Northmil Plaza — Miscellaneous Signage Petition — A request from 22 Northmil Limited Partnership by North Lake Holding, LLC, its general partner, for approval of a 23 miscellaneous petition to amend condition #18 of Resolution 47, 1999, which would allow 24 shopping center wall signage to be blue, red, or the color of federally registered trademarks for 25 tenants when the subject tenant's space is greater than 20,000 gross square feet in size, or for 26 single -tenant stand -alone buildings. The Northmil Plaza is approximately 11.5 -acres and is 27 located on the northeast corner of Military Trail and Northlake Boulevard. 28 Presentation by: Anne Booth, Urban Kilday Studios. 29 Staff Presentation by: Director of Planning and Zoning Natalie Wong, 30 Vice Chair Panczak opened the public hearing. 31 Public Comment: None. 32 Vice Chair Panczak closed the public hearing. 33 Amir Kanel made a motion for approval. 34 Randolph Hansen seconded. 35 Motion passed 5 -0. 36 4. Recommendation to City Council (Public Hearing) 37 CUMJ- 10 -07- 000016 New Life Community Church — Major Conditional Use — A request 38 from New Life Community Church, for approval of a Major Conditional Use for a church use 39 within Loehmann's Plaza, which is located on the southwest corner of PGA Boulevard and RCA 40 Boulevard. The proposed conditional use would be comprised of a 100 seat congregation, office 41 space, and ancillary uses to be located within two existing 4,625 square foot tenant spaces. 42 Presentation by: Pastor Damon Scrivner' New Life Community Church. 43 Staff Presentation by: Planner Martin Schneider. 44 Vice Chair Panczak opened the public hearing. 45 Public Comment: None. 46 Vice Chair Panczak closed the public hearing.
