15 a. HONDA CLASSIC PRESENTATION.
16 Leisure Services Administrator, Charlotte Presensky introduced the Honda Classic
17 Tournament and referenced the Children's Healthcare Charity and Resolution 74, 2022 on the
18 Consent Agenda. She congratulated Andrew George, the Tournament's newly appointed
19 Executive Director, who presented the Honda Classic's economic impact, its international
20 broadcast reach, and philanthropic impact. Andrew George and Stacy Hunter, Honda
21 Classic's Director of Ticketing and Sponsorship Activation, presented a $7,500.00 check to
22 benefit van support at Riverside Youth Enrichment Center.
23 b. AMERICAN HEART ASSOCIATION, MISSION : LIFELINE GOLD PLUS RECOGNITION.
24 Assistant Fire Chief Operations, Cory Bessette introduced three awards to be received by
25 the Fire Rescue Department. Kayla Fox, Executive Director of the American Heart Association
26 Palm Beach County, presented the American Heart Association's Mission: Lifeline Gold Award
27 to the Palm Beach Gardens Fire Rescue Department for the eighth year. The award was received
28 by Assistant Fire Chief Operations, Cory Bessette, and Dr. Kenneth Scheppke, Deputy
29 Secretary for Health, State of Florida Department of Health.
30 c. EMERGENCY MEDICAL SERVICES EDUCATOR OF THE YEAR.
31 Dr. Kenneth Scheppke, Deputy Secretary for Health, State of Florida Department of Health,
32 presented the Emergency Medical Services Educator of the Year Award to the Palm Beach
33 Gardens Fire Rescue Department. The award was accepted by Fire Division Chief of Training,
34 Andrew Lezza.
35 d. EMERGENCY MEDICAL SERVICES WORLD/FIRSTNET, WELLNESS AND RESILIENCE
36 AWARD.
37 Vance Kibler, FirstNet AT&T Representative, presented the Emergency Medical Services
38 World/FirstNet, Wellness and Resilience Award to the Palm Beach Gardens Fire Rescue
39 Department. The award was accepted by Fire Division Chief of Training, Andrew Lezza.
40 e. RESOLUTION 81 , 2022 -IN REMEMBRANCE OF DONALD LEO KISELEWSKI , SR.
41 Mayor Reed read Resolution 81, 2022 honoring and celebrating the life of Donald Leo
42 Kiselewski, Sr. A photo of the newly installed brick paver at the entrance of City Hall was
43 displayed, in recognition of his ded icated service as Mayor, Vice Mayor, and Councilmember.

47 City Manager, Ron Ferris, presented a video prepared by Multimedia Communications
48 Manager, David Williams, providing an update on actions taken through Operation Sister City

1 to assist the City of Wachula's employees who were severely impacted by Hurricane Ian. On
2 November 16, City staff and Christ Fellowship Church provided meals and delivered 91 care
3 packages to the Wachu la staff. On December 15, another trip is planned to serve a late lunch
4 and deliver 70 toys to employee chi ldren . The toys have been provided by the Police and Fire
5 Department's Annual Holiday Joy Drive through its partnership with Operation Sister City. He
6 thanked Community Services Administrator/Director of Emergency Management, David
7 Reyes , staff, the project team, the City of Callaway for their $15,000 pay-it-forward donation,
8 and all who assisted in this collaborative effort. Wachula employees and their families are very
9 grateful. The link for the Amazon wish list has been added to the City's website for any
10 additional donations. He announced the retirement of Finance Administrator, Allan Owens ,
11 effective January 6, 2023, and thanked him for his outstanding service to the City.

20 City Manager, Ron Ferris expressed the City's recommendation for approval was based on
21 its assessment it would meet the community's needs in the most efficient and effective way.
22 Unnecessary delays would be avoided in the delivery of services. The purchasing of materials
23 and supplies would be expedited, and the construction of approved projects would be completed
24 in a timely manner. With comprehensive policy, transparency and accountability safeguards in
25 place, the City's intent was focused on saving taxpayer dollars.

34 purchasing authority to 0.25 percent of the budget and to direct the City Manager to provide the
35 Purchasing Department's contract matrix on a monthly basis.

38 Mayor Reed amended her alternative motion to approve Ordinance 13, 2022 amending the
39 purchasing authority to 0.25 percent of the budget.

12 X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST:
13 Mayor Reed , as Chair of the Transportation Disadvantaged Local Coordinating Board,
14 mentioned the Transportation Planning Agency prioritizes roadways throughout the County and
15 based upon available funding, the Florida Department of Transportation (FDOT) makes
16 appropriations. Upcoming projects within the City include Burns Road, Kyoto Drive, Fairchild
17 A venue , and Holly Drive. These have been funded. Anticipated mobility improvements will be
18 made in the next five years. Voting for the TPA's Chair and Vice Chair will happen on
19 December 15. She also mentioned CareerSource Palm Beach County. The Treasure Coast
20 Re gional Planning Council will meet on December 16.
21 Vice Mayor Litt, as the City's representative for Florida League of Cities, congratulated the
22 City of Wellington for their Read for the Record accomplishment. Along with Mayor Reed ,
23 she will be attending Palm Beach County Days in Tallahassee during the first week in March.
24 Councilmember Tinsley commented that the Florida Department of Transportation (FDOT) is
25 pushing projects farther out because of lack of funding. She put together a schedule for lighting
26 the Hanukkah menorah with Vice Mayor Litt, which is located at the Bums Road Community
27 Center. She thanked David Levy and Bert Premuroso for their assistance. On each night of
28 Hanukkah, everyone is invited for the menorah lighting at 5 :30 p.m.
29 Vice Mayor Litt shared there will be a menorah lighting at the Gardens GreenMarket pickle
30 vendor at 11 :00 a .m. on Sunday , December 18 .
31 Councilmember Marciano share d he was having breakfast at a restaurant and was delighted
32 to see Deputy Fire Chief, James Ippolito take a moment to obtain a plastic fire hat for a little
33 girl. His goo dwill gesture lit up the entire restaurant. Additionally , while shopping for a
34 Christmas tree, he noticed Fire Rescue 's Christmas tree fire safety flyer. Both moments were
35 appreciated and represent nice touches for the community .
36 Mayor Reed thanked the Recreation Department for all the 'Tis the Gardens' holiday activities,
37 including the Christmas tree lighting, the senior luncheon, as well as the 2022 World Pickleball
38 Open and the "Little Mo" Internationals. She thanked Police Chief, Clinton Shannon and Fire
39 Rescue Chief, Keith Bryer for joining her and speaking at the Oaks East neighborhood
40 meeting. She announced that staff has been working on a new butterfly garden at Oaks Park.
41 XI. CITY ATTORNEY REPORT
42 City Attorney, R. Max Lohman wished everyone a Merry Christmas, Happy Hannukah, and
43 a Happy New Year.
44 Mayor Reed thanked Finance Administrator, Allan Owens for his many years of service,
45 and congratulated Dana Middleton and Bert Premuroso (as well as herself) on running
46 unopposed in Palm Beach Gardens City Council Groups 1, 3, and 5.
