Your comments must be forwarded to my attention by that date and time so that written comments can be given to the applicant in accordance with the timeframes established in the City's Land Development Code. Crowley, AICP, Director of Planning and Zoning FROM: Joann Skaria, AICP, Assistant Director of Planning and Zoning DATE: February 14, 2023 SUBJECT: Staff Comments — MISC-23-o1-000153 —Christ Fellowship Planned Unit Development (PUD) requesting approval for modifications to the approved master sign program. The following comments are based on the above -referenced administrative application that was found sufficient on January 19, 2023s Planning and Zoning 1. Staff appreciates the need for additional directional and wayfinding signage to allow for safe and efficient circulation of people and vehicles around the site. Please work with staff to identify the appropriate and adequate amount of signage. 2. Waivers are provided in the City's code to provide relief to certain Development Standards for the provision of community benefits. Please provide justification for each requested waiver for staff review, and provide details on the proposed waiver justification. The submitted waiver justification addresses quantity and height of directional signage. Based on the information provided, staff has identified the following waivers that may be applicable to the proposal. a. copy area of directional signs b. number of wall -mounted signs 3. Please provide a more detailed project narrative/justification statement describing the proposed signage. 4. Please be advised that sign type C is not approved on the existing Master Signage Program, and does not seem to fall within a City Code sign category. A waiver may be applicable to have this sign type. CITY OF PALM BEACH GARDENS I0500 N. Please provide information on the proposed overall height, materials/colors (panels and posts), and copy area of sign type C. 6. For sign type D, please bead SeU that copy area information is needed and was not provided. For informational purposes, copy areas is calculated as the area of smallest rectangle that encompasses all text, symbols, and logos. �. Please be advised that the detail for signs D21 and D22 does not indicate that these are new proposed signs — additionally, the location photo for each indicates two locations. Please address. 8. On page 18 of the submitted sign program, there are two signs that have a notation of "remove", but it is not clear where these signs are located on site — please advise and clarify if these signs are proposed to be removed without replacement. 9. For sign L5, please provide overall copy area dimensions, including all fabricated accents. 10. A detail was provided for signs L13 and L14, however, these sign locations are not shown on the Exterior Locations key map (page 1 of the submitted sign program). 11. Please provide a warranty deed for the property. 12. Please provide a location map of the subject site in accordance with with Section 70-40(e)(4). 13. Please work with staff to fill in missing information on certain pages of the Development Permit Application. Forestry 14. According to the photos on pages 2, 5, 9, 14, and 15, various directional signs are in sod areas or mulched areas that need better maintenance. The sod shall be restored, or the mulch areas need groundcover. Forestry recommends the Applicant create a standard landscape design and maintenance program for consistency around all ground signs. Engineering 15. The construction, operation and/or maintenance of any elements of the subject project shall not have any negative impacts on the existing drainage of surrounding areas. Page 2 of 4 MISC-23-01-000153 Staff Comments February 14, 2023 16. No signs shall be permitted in the safe -site visibility triangles, as described in Section 78-315 0) of the City's Code. Police Department No comments at this time. +GIS No comments at this time. Fire Rescue 1�. The incorporation of additional directional/wayfinding signage is welcomed and appreciated by staff. Staff suggests that the Applicant also consider including a large color graphic building directory sign depicting the overall campus, locating specific buildings, loading areas, driveways, and other important strategic locations, including fire hydrants and fire department sprinIder connections. Please see two examples of these types of wayfinding/campus maps utilized at other large campuses, and please be advised that, depending on the proposed design, additional waivers may be applicable. Please be advised that required building permits must be submitted online through the City's new electronic plan review software, EnerGov. 19. Please be advised that any associated electrical work will require submittal of a electrical subpermit. Seacoast Utility Authority 20. The proposed signs shall meet 4-foot minimum setbacks from all SUA facilities. The Applicant is advised to get 811 locates before installing any ground - mounted signs. DRAFT' Conditions of Approval Draft conditions forthcoming The Applicant shall provide a written response to all comments, indicating acknowledgement of each comment and how each comment has been addressed. Compliance will expedite the subsequent review. It is suggested that the applicant clearly identzfy all changes to the plans by either "clouding or highlighting, the location of all changes to further expedite the review. City staff reserves the right to make additional comments throughout the review process.
