PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Reed, Vice Mayor Litt, Councilmember Woods, Councilmember Marciano, IO Councilmember Tinsley. 11 ABSENT: None. 12 III. ADDITIONS, DELETIONS, MODIFICATIONS 13 Mayor Reed announced three additions with two under the Consent Agenda and one under Items 14 for Council Action/Discussion and Items of Interest. The Consent Agenda additions are h. 15 Proclamation-In Honor of Dr. Howard Robert Wexler and i. Resolution 16, 2023 -In Support 16 of Senate Bill SB 350 (2023) and House Bill HB 235 (2023). The Items for Council 17 Action/Discussion and Items of Interest addition is b. Resolution 14, 2023 -Determining the 18 City Council April 2023 meeting date and time. 19 Vice Mayor Litt made a motion to adopt the agenda as amended. 20 Councilmember Marciano seconded. 21 Motion passed 5-0. 22 IV. ANNOUNCEMENTS AND PRESENTATIONS 23 a. RECOGNITION OF SERGEANT KARL COOPER FOR OUTSTANDING LEADERSHIP 24 DURING THE NOVEMBER 2022 DEPLOYMENT TO SANIBEL AFTER HURRICANE IAN. 25 Police Chief, Clinton Shannon honored Sergeant Karl Cooper presenting him an award for 26 extraordinary leadership and service during his deployment to Sanibel Island following the 27 aftermath of Hurricane Ian in November 2022. 28 Sergeant Karl Cooper offered his sincere appreciation and thanked leadership of the Police 29 Department and the dedicated team of police officers deployed alongside him. Discussion 30 ensued. 31 Public Comment: Brett Leone, 132 Barbados Drive, Jupiter, Florida 33458. 32 b. 2022 MAYOR'S VETERANS GOLF CLASSIC CHECK PRESENTATION TO THE WEST 33 PALM BEACH VA RESOURCE CENTER. 34 General Manager of Golf, Casey Mitchell presented a recap of the 16th Annual Mayor's 35 Veterans Golf Classic Tournament held at Sandhill Crane Golf Club on November 5, 2022. She 36 introduced Dr. Ronald Williams, Chief of Staff at West Palm Beach VA Medical Center, Julia 37 Spence, Assistant Director, and Mason Youell, Homeless Program Social Works Section Chief. 38 They gave an update on how money raised would be used to help veterans in need. A check in 39 the amount of $71,704.21 was presented to benefit the West Palm Beach VA Resource Center. 40 c. 2022 SANDHILL CRANE GOLF CLUB CHARITY INITIATIVE UPDATE. 41 General Manager of Golf, Casey Mitchell provided an update on donations received during 42 fiscal year 2022 to assist 76 local charities. A total of $51,300.00 was raised, including a 43 $10,000.00 donation to Operation Sister City to help those affected by Hurricane Ian in the City 44 of Wauchula. Since this fundraising initiative began in February 2019 through October 2022, a 45 total of $81,916.00 has been donated. 46 d. PALM TRAN SERVICE CHANGES. 47 Clinton Forbes, Palm Tran Executive Director, and Yash Nagai, Interim Director of Transit 48 Planning, presented Palm Tran's recent service changes and reviewed project updates, the bus 49 shelter program, and improvements for bus stops. CITY MANAGER REPORT 5 City Manager, Ron Ferris introduced staff members to provide City event updates happening 6 in the community. General Manager of Golf, Casey Mitchell showed a panoramic video 7 highlighting progress being made in the construction of"The Nest" Par 3 Golf Course. Director 8 of Public Services, Cory Wilder presented improvements made to Lilac Dog Park after it 9 closed for renovation. The reopening to the public occurred on January 3. The new Oaks Park 10 Butterfly Garden will celebrate its grand opening on March 3 at 10:00 a.m. Director of Tennis, 11 Wendy Tatum and Operations Manager, Andi Mohl provided a recap on the World 12 Pickleball Open (November 17-20, 2022), the Little Mo 's International Tennis Tournament 13 (December 2-7 , 2022), and the Les Grandes Dames (January 24-28, 2023). Upcoming events 14 for 2023 include the United States Tennis Association (USTA) National Clay , Lil Mo 's East 15 Regionals, USTA Boys Nationals, USTA Girls National, USTA Men's National Clay, World 16 Pickleball Classic, International Tennis Federation (ITF) Clay , World Pickleball Open, and Lil 17 Mo 's International Tennis Tournament. Leisure Services Administrator, Charlotte 18 Presensky shared the GreenMarket happens every Sunday , and the Community Concert Series 19 featuring The Long Run, an Eagles Tribute Band will occur on February 4. She announced 20 ArtiGras will occur at the Gardens North County District Park on February 18-19. A new user- 21 friendly phone app has been developed for this year. The Honda Classic will take place February 22 23-26 at PGA National. The Honda Classic Cares Program provides significant support to the 23 community through this event. Police Chief, Clinton Shannon invited the whole community 24 to the Police and Fire Public Safety Day at the Gardens North County District Park happening 25 on Saturday, February 4 from 10:00 a.m. to 2:00 p.m. City Manager, Ron Ferris reported the 26 eight-laning of Northlake Boulevard was denied at the Palm Beach County Commission 27 meeting on February 1, 2023. The North County Neighborhood Coalition (NCNC), Sal Faso , 28 President of NCNC, and the City of West Palm Beach provided support with the City in 29 opposition to the eight-lane widening. He thanked Mayor Reed, Director of Planning & 30 Zoning, Natalie Crowley, City Engineer, Todd Engle, and GIS Director, Ross Gilmore for 31 their hard work and involvement. Discussion ensued. 32 VII. CONSENT AGENDA 33 a. APPROVE MINUTES FROM THE JANUARY 12, 2023, CITY COUNCIL MEETING. 34 b. RESOLUTION 10, 2023-FLORIDA DEPARTMENT OF TRANSPORTATION GRANT. A 35 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 36 FLORIDA, APPROVING THE LOCAL AGENCY PROGRAM (LAP) AGREEMENT WITH 37 THE FLORIDA DEPARTMENT OF TRANSPORTATION (FOOT) FOR THE 38 CONSTRUCTION OF KYOTO GARDENS DRIVE IMPROVEMENTS, INCLUDING A 39 FIVE-(5) FOOT BIKE LANE, A SEPARATED EIGHT-(8) FOOT SIDEWALK, DRAINAGE, 40 TWO (2) MIDBLOCK CROSSINGS, LANDSCAPING, SIGNAGE, AND PAVEMENT 41 MARKINGS IN THE AMOUNT OF $1,459,913.00; PROVIDING AN EFFECTIVE DATE; 42 AND FOR OTHER PURPOSES. 43 c. A 20 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 21 FLORIDA, AMENDING THE SITE PLAN FOR PGA WATERFRONT, LOCATED ON THE 22 SOUTHWEST CORNER OF THE INTERSECTION OF PGA BOULEVARD AND ELLISON 23 WILSON ROAD, TO ADD EIGHT (8) DWELLING UNITS, INCREASE THE BUILDING 24 HEIGHT TO 86.48 FEET, REALIGN THE NORTH AND SOUTH BUILDINGS AND DRIVE 25 AISLES, AND PERMIT OTHER SITE MODIFICATIONS; PROVIDING CONDITIONS OF 26 APPROVAL; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 27 Mayor Reed opened the Public Hearing for Resolution 7, 2023 . 28 Councilmember Tinsley recused herself from the dais for Resolution 7 , 2023 . Her husband 's 29 engineering company is working on this project. She filled out Voting Conflict Form 8B. 30 Mayor Reed asked for ex parte communication for Resolution 7, 2023 . 3 1 No ex parte communication declared. 32 Petitioner presentation: George Gentile, Gentile Holloway O'Mahoney & Associates; Dan 33 Catalfamo, Catalfumo Companies. 34 Staff presentation: Planning Manager, Martin Fitts.
