CALL TO ORDER 7 The regular meeting was called to order at 6:00 p.m. by Chair Michael Panczak. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present: Chair Michael Panczak, Vice Chair Randolph Hansen, Charles Hathaway, 11 Joy Hecht, Roma Josephs, Douglas Pennell, Howard Rosenkranz (first alternate sitting for Amir 12 Kane]). 13 Members Absent: Amir Kanel. 14 Also Present: City Attorney R. Max Lohman; Director of Planning and Zoning Natalie Wong, 15 Senior Planner Richard Marrero, Planner Martin Schneider. 16 IV. ADDITIONS, DELECTIONS, MODIFICATIONS 17 None. 18 V. APPROVAL OF MINUTES 21 Joy Hecht made a motion to approve the December 14, 2010 minutes. 22 Douglas Pennell seconded. 23 Motion passed 7 -0. 24 VII. PUBLIC HEARINGS 25 1. Recommendation to City Council (Public Hearing) 26 CPTA- 10 -11- 000019 — Text Amendment to the Capital Improvements Element (CIE) - 27 Ordinance 2, 2011 28 A City - initiated amendment to the Capital Improvements Element (CIE) of the City of Palm Beach 29 Gardens Comprehensive Plan providing updates to the CIE consistent with the current City budget 30 in accordance with Chapter 163.3177, Florida Statutes. 31 Staff Presentation: Senior Planner Richard Marrero. 32 Chair Panczak opened the public hearing. 33 Public Comment: None. 34 Chair Panczak closed the public hearing. 35 Randolph Hansen made a motion for approval of CPTA- 10- 11-0000 19. 36 Joy Hecht seconded. 37 Motion passed 7 -0. 38 2. Recommendation to City Council (Public Hearing) 39 LDRA -10 -12 -000036 — Amendment to the City's Land Development Regulations providing 40 for an Architectural Review Exemption — Ordinance 3, 2011 41 A City - initiated amendment to the City's Land Development Regulations to allow a residential 42 Planned Community Development (PCD) to apply for an administrative exemption from the 43 architectural review process for minor architectural modifications under certain circumstances. 44 Staff Presentation: Planner Martin Schneider. 45 Chair Panczak opened the public hearing. 46 Public Comment: None. 47 Chair Panczak closed the public hearing.
