CALL TO ORDER 7 The regular meeting was called to order at 6:00 p.m. by Chair Michael Panczak. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present: Chair Michael Panczak, Charles Hathaway, Joy Hecht, Roma Josephs, I1 Amir Kanel, Douglas Pennell, Howard Rosenkranz (first alternate sitting for Vice Chair 12 Randolph Hansen). 13 Members Absent: Vice Chair Randolph Hansen. 14 Also Present: City Attorney R. Max Lohman; Director of Planning and Zoning Natalie Wong, 15 Senior Planner Richard Marrero, Planner Martin Schneider. 16 IV. ADDITIONS, DELECTIONS, MODIFICATIONS 17 None. 18 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE WONG i 9 None. 20 VI. APPROVAL OF MINUTES 21 Roma Josephs made a motion to approve the January 11, 2011 minutes. 22 Joy Hecht seconded. 23 Motion passed 7 -0. 24 VII. PUBLIC HEARINGS 25 Those preparing to give testimony were sworn in. 26 1. Recommendation to City Council (Public Hearing) - QUASI - JUDICIAL HEARING 27 PUDA- 11-01- 000027 - Frenchman's Crossing requesting a PUD Amendment for additional 28 signage at 4019 Hood Road (Veterinary Hospital) — A request by Compassionate Veterinary 29 Care P.A., for an amendment to the development order for Frenchman's Crossing PUD to allow for 3o an additional flat wall sign for the tenant located at 4019 Hood Road, Suite C 112 -116, within Retail 31 Building "C ". The ten -acre parcel, known as Frenchman's Crossing Planned Unit Development 32 (PUD) is located on the northwest corner of Hood Road and Alternate AIA. 33 Presentation by: Jennifer Morton, Land Design South. 34 Staff Presentation: Senior Planner Richard Marrero. 35 Chair Panczak opened the public hearing. 36 Public Comment: None. 37 Chair Panczak closed the public hearing. 38 Discussion ensued. 39 Douglas Pennell made a motion for approval of PUDA- 11-0 1 -000027. 40 Joy Hecht seconded. 41 Motion passed 7 -0. 42 2. Recommendation to City Council (Public Hearing) 43 LDRA -11 -01400037 — A City - initiated amendment to the City's Land Development Regulations 44 in order to revise and clarify project build out determination criteria; to amend the list of permitted 45 uses, minor and major conditional uses, and prohibited uses to incorporate "places of assembly;" 46 and to amend related definitions. 47 Staff Presentation: Planner Martin Schneider.
