Leone, Senior Planner SUBJECT: SPLN-23-03-000o66 — Panther National at Avenir — Golf Clubhouse The following comments are based on the above referenced petition submitted to the City on March 7, 2023 and found sufficient on March 10, 2023. Planning and Zoning On all applicable development plans, please remove the depicted boundary line of the clubhouse. Staff recommends the Applicant identify the proposed affected area associated with development of the clubhouse within the Golf Course Tract 1. Please ensure that the affected area boundary includes all improvements associated with the proposed clubhouse. Please be advised that should the property be subdivided, in the future, Code Section 78-592 would apply. 2. Staff has concerns regarding the circulation within the subject site. There are opportunities to enhance the design of the entrance into the site, and circulation for vehicles, golf carts, and pedestrians. See also Engineering comment *46. 3. On all applicable development plans, please provide a boundary line for the future golf villas. In addition, please ensure the naming convention for this portion of the clubhouse site is consistent across all development plans. For example, the Site Plan identifies this area of the site as "Future Golf Villas", the Landscape Plan identifies it as "Future Villas", and the Civil Engineering plans identify it as "Future Residential Units". 4. Please provide a signed -and -sealed parking study providing justification for the parking demand and analysis for the proposed number of parking spaces, and specifically to justify golf cart parking. The incorporation of the future residential villas on the clubhouse site further emphasizes the relationship between the clubhouse site and the Lifestyle Center parcel. Staff strongly encourages the Applicant to enhance the intersection connecting these two parcels on Panther National Boulevard to provide for traffic calming and pedestrian connectivity. 6. The Applicant has previously stated that the use of golf carts throughout the Panther National community will be promoted. The current site design provides for a long parking row for golf carts at the northern end of the parking lot and at the rear of the clubhouse. To minimize golf cart and vehicle conflicts, Staff suggests the Applicant explore providing a golf cart only parking area that is separate from the vehicle parking areas. 7. At the drop-off area on the west side of the proposed clubhouse, please provide a curb (i.e. valley curb), bollards, planters, or other type of physical barrier to prevent vehicles from driving on to the 12-foot-wide and 25-foot-wide sidewalks next to the drop-off area. (Planning and Zoning, Engineering, Police) 8. The Applicant has incorporated a tower element and identified it as a "viewing/wine tower". Please provide more information as to the use and operation of this amenity. 9. Please be advised that the height of "viewing/wine tower" exceeds the maximum allowable building height pursuant to the Avenir Development Standards and Code Section 78-184. Please address. lo. Please remove any development plan sheets that were approved with the Golf Course Site Plan petition (SPLN-20-12-000043) and are not being modified with the subject petition. 11. Within the Site Data on Site Plan sheet 1, please update the petition number (SPLN- 23-03-000066). 12. The building square footage is inconsistent between the Site Data, on Site Plan sheet 1, and the architecture plans. Please address. 13. On Site Plan sheet 1, the Open Space calculations within the Site Data is inconsistent with other development plans. Please address. 14. On Site Plan sheets 1 and 2, please remove the "Littoral Planting Requirements" table. This information should be provided on the Landscape plan. See also Forestry comment #41. 15. Please update the golf course layout based on the most recent construction plans. See also, Forestry comment #41. 16. On Site Plan sheet 3, please revise the title of the sheet to "Clubhouse Site Plan." 2 Panther National Golf Clubhouse SPLN-23-03-000066 Comment Memo April 10, 2023 17. On Site Plan sheet 3, please remove the linework showing the proposed clubhouse floor plan and only provide the outline of the building floor plan. 18. Please provide details, including but not limited to color, materials, and dimensions for the proposed "Panther National Planter" that is identified on Site Plan sheet 3. 19. On Site Plan sheet, 3, please revise the southern setback dimension to measure from the porte cochere to the southern property line, rather than from the clubhouse building. 20. Please update the Site Plan legend to include all symbols used within the Site Plan (e.g., stop bar and stop sign). 21. Please provide details on the proposed gates that secure access to the service yard for review and comment. 22. The Applicant is proposing pavers within several areas of the subject site. Please identify locations and provide a visual representation for all proposed decorative surface materials (e.g., pavers, decorative stone). 23. Staff encourages the Applicant to explore providing a more decorative light pole and light fixture within the subject site plan to complement the building architecture. 24. Within the parking lot on the west side of the subject site, there are ten (10) parking spaces in a row. Code Section 78-315 requires a landscape island for every nine (9) spaces located in a row. Please address. 25. At the main vehicular entrance to the clubhouse and the service yard driveway, please provide pedestrian crossing signage to match what is proposed within the east -west drive aisle south of the western most parking area. In addition, please provide a detail of the proposed signage for review and comment. (Planning and Zoning, Engineering) 26. On all applicable development plans, please show the location of all ground -mounted equipment and provide screening pursuant to Code Section 78-195• 27. On Landscape Plan sheets LA-1 and LA-2, please dimension the width of landscape islands within the parking fields and landscape medians within the drive aisles. 28. On Landscape Plan sheet LA-3, please recategorize the Cuban Royal Palm as a Palm Tree rather than a Shade Tree. 29. Please provide details of the proposed "living wall" that is identified on Landscape Plan sheet LA-2, including but not limited to color, material, and proposed plant species. In addition, please identify this feature on the Site and Architecture plans. Panther National Golf Clubhouse SPLN-23-03-000066 Comment Memo April 10, 2023 30. Please provide a physical color and material board that includes all proposed colors and materials associated with the proposed building for Staff review and comment. 31. Please advise the purpose of the gates at the western most drive aisle. The subject site is located within the gated community of Panther National and no other entrances to the subject sites have gates. In addition, on Landscape Plan sheet LA-1, there is "ghosted" landscaping that conflicts with this drive aisle. If it is the Applicant's intent to remove/relocate this landscaping when the driveway connection is made in the future, please provide a note indicating the landscaping is temporary until the future ingress/egress is built. (Planning and Zoning, Forestry) 32. On the architectural elevations, please identify the overall height of the walls, particularly those that screen the roof -top mechanical equipment. 33• On the architectural elevations, please provide dimensions for all architectural details such as recesses, projections, window heights and widths, door heights and widths, length of cantilevers/overhangs, width of columns, etc. 34• Please update the architectural renderings or landscape plans to accurately reflect the proposed landscaping. Staff has found several discrepancies between the Landscape Plan and the renderings. See also Forestry #42. 35• Please advise how the roof is proposed to drain. The Roof Plan does not appear to show any gutters or drains. 36. On Civil Engineering plan sheets C4 and C9, please remove the line work showing the improvements associated with the future residential units. 37. On Civil Engineering plan sheets C5 and C6, please expand cross-section E-E to include the adjacent Service Yard. 38. Please advise the intent of the event lawn and examples of events that might be planned for it. 39• Staff encourages the Applicant to explore providing architectural elements, similar to those found on the clubhouse building to break up large expanses of elevations, specifically the north elevation of the Marquis Lawn storage building. 40. Please provide details and specifications for any proposed outdoor furniture for Staff review and comment. Forestry 41. On Site Plan sheets 1, 4, and 5, the Applicant provides littoral planting requirements and landscape cross -sections but landscape details are not provided. Please provide a conceptual landscape plan for both golf course tracts, since they are part of the overall clubhouse site plan submittal. On Landscape Plan sheets LA-1 and LA-2, please provide a landscape plan for all four sides and both levels of the proposed clubhouse, consistent with the artist renderings depicted on Sheets A.9o1 through A.904. 43• Please provide more details and a rendering of the underground service area, including adding landscaping to the south side of the walls and east side slope/wall adjacent to the service yard area. (Forestry, Planning and Zoning) 44• On Landscape Plan sheet LA-2, please provide a continuous hedge and groundcovers at the location where the sewer main connects to the site. 45• On Landscape Plan sheets LA-1 and LA-2, please provide the light pole locations on the landscape plan and confirm there are no short/long-term conflicts with landscaping. Engineering 46. Staff encourages the Applicant to explore revising the main drive aisle and the design of the main drop-off for the clubhouse to improve circulation and safety. Suggested improvements include aligning the main drive aisle with the clubhouse building, reducing the width of the travel lanes within the main drive aisle, and revising the circulation at the main drop-off at the porte cochere. See attached sketch from Staff to assist with visualizing the comment. (Engineering, Planning and Zoning) 47. Pursuant to Code Section 78-182, Table 1, please provide a minimum average of 1.5 footcandles for all vehicular use areas. 48. The Site Data on Site Plan sheet 1 indicates seven (7) ADA parking spaces are required and four (4) are provided. The Site Plan also identifies four (4) ADA parking spaces are proposed. Please revise the Site Plan to provide the required seven (7) ADA parking spaces. 49• Pursuant to Code Section 78-362, please provide the maneuvering apron associated with the proposed loading spaces. 50. On Site Plan, sheet 3, please clearly show the western edge of the north -south roadway adjacent to the future proposed villas. 51. Please be advised the Clubhouse parcel will be required to plat when the residential villas are approved. This will be a Condition of Approval. 52. Please provide an exhibit that demonstrates the proposed grading of the subject site. 5 Panther National Golf Clubhouse SPLN-23-03-000066 Comment Memo April 10, 2023 Community Services Administration 53• Please provide a detail for the trash compactor, including but not limited to specifications on the dimensions and materials to be used. GIS 54• An Address will need to be assigned to the proposed building. Please submit a permit, utilizing the City's online permitting system, requesting the creation of the address. The Addressing Committee will not approve the request until the Site Plan for the associated petition has received approval. 55• The City's Addressing Committee has a concern regarding visibility of the address for the proposed clubhouse from Panther National Blvd. Please advise if it is the Applicant intent to provide signage at the entrance(s) to the clubhouse parcel. If a monument sign is not proposed, Staff requests the Applicant provide signage that displays the site address for emergency response and deliveries. Please determine which type of sign is appropriate and show the location and provide sign details, including but not limited to sign elevations, materials, and colors. (GIS, Planning and Zoning, Police, Fire) Police Department 56. Landscaping shall not obstruct the view from windows, address or wayfinding signage, or lighting. Conflicts with landscaping and lighting will require relocation. 57. Locksets should be equipped with tamper -deterring features, such as mortis cylinder guards, spinning collars, or flush -mount designs. 58. If applicable, magnetic lock request to exit motion sensors shall be placed off center of the door or mounted in a manner to prevent a slender object from bypassing the access control. Ideally, dual technology sensors that require heat and motion to activate are preferred. 59• If applicable, electronic gates will require a Click2Enter device for first responder entry. (Police, Fire Rescue) Fire Rescue 6o. Architecture sheet A.005, Lower -Level Floor Plan drawing, the area colored in white and 5,434 square feet, appears to be unfinished. Please be advised this area shall be separated by a two-hour fire wall and fully protected by fire sprinklers and fire alarm devices. 61. Please describe the purpose of the lower -level service corridor, shown on drawing A.1o1. 2 Panther National Golf Clubhouse SPLN-23-03-000066 Comment Memo April 10, 2023 62. The Autoturn Analysis, shown on Civil Engineering sheets FA1 & FA2, are difficult to read. Please resubmit a more legible copy for review and comment. R20 minimum turning radii required, Rio not acceptable. 63. The porte cochere shall be fully fire sprinklered and have at least 13'- 6" of vertical clearance and posted signage. 64. Two additional fire hydrants shall be provided on the north elevation (rear) of the clubhouse. 65. The stabilized fire department access road does not appear to have a defined turn- around feature. A hammerhead turnaround is recommended. Please address. 66. Please advise and identify on the plans the vertical clearance of the service yard. 67. Please provide fire lane designations on all applicable development plans. 68. The FDC shall be located 10o feet or less from the closet fire hydrant. Building 69. Please be advised as the project gets closer to Building Permit submittal, the Building Division would like to meet with the Applicant prior to permit submittal to discuss opportunities to streamline the review process. 70. The following will be required at time of permitting: two sets of signed and sealed plans, sub -permits for all trades, product approvals, and gas will require a separate permit. 71. Please be advised that for any grease trap work proposed, approval is required through Seacoast Utility Authority and requires a separate permit. Seacoast Utility Authority 72. Please revise the location of the grease traps to be closer to the source of the grease. 73. Please provide an oil/sand inceptor for the cart barn facilities. 74. Please provide additional information on the proposed villas to be located on the west side of the subject site. Before SUA can sign -off on the conceptual Engineering Plans, additional information is provided. SUA suggests the Applicant coordinate with SUA. 75. On the Landscape Plan, please add Seacoast's standard landscape setbacks and root barrier details on the Landscape Plan. 7 Panther National Golf Clubhouse SPLN-23-03-000066 Comment Memo April 10, 2023 Traffic No comments at this time. The Applicant shall provide a written response to all comments, indicating acknowledgement of each comment and how each comment has been addressed. Compliance will expedite the subsequent review. It is suggested that the applicant clearly identify all changes to the plans by either "clouding"; or highlighting, the location of all changes to further expedite the review.
