CALL TO ORDER 7 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present: 11 Chair Randolph Hansen, Vice Chair Timothy Coppage, Robert Savel, Zachary Seth Mansfield, 12 Charles Millar, and First Alternate Linda Hess. 13 Members Absent: Erez Sela and Christopher Oftedal. 14 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley; 15 Assistant Planning and Zoning Director, Peter Hofheinz; Assistant Planning and Zoning Director, 16 Joann Skaria and Principal Planner, Samantha Morrone. 17 IV. ADDITIONS, DELETIONS, MODIFICATIONS 18 None. 19 V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY 20 Director of Planning and Zoning, Natalie Crowley reported Resolution 13, 2023, the Avenir West 21 Recreation Clubhouse, was approved at the March 2, 2023, City Council meeting. 22 VI. APPROVAL OF MINUTES 23 Board Member Mansfield made a motion to approve the February 14, 2023, meeting minutes. 24 Board Member Savel seconded. 25 Motion passed 6-0. 26 Chair Hansen read the following into the record: 27 Comments from the public: Please submit a comment card to the Agenda Coordinator prior to the 28 commencement of the public hearing(s). You will be called to the podium where you will state your 29 full name and address and be given three (3) minutes to address the Board. 30 VII. PUBLIC HEARINGS 31 1. Recommendation to City Council (Public Hearing) 32 CPTA-23-01-000044 - City -Initiated Comprehensive Plan Text Amendment for the 33 Marina District Overlay and TOD District Modifications 34 A City -Initiated Comprehensive Plan Text Amendment to the Future Land Use Element to modify 35 a policy related to building height within the Transit Oriented Development (TOD) District and 36 incorporate anew objective and associated policies for a Marina Development District. 37 Chair Hansen opened the public hearing. 38 Petitioner presentation: Not applicable. 39 Staff presentation: Principal Planner, Samantha Morrone. 40 Staff recommended approval of CPTA-23-01-000044 - City -Initiated Comprehensive Plan Text 41 Amendment for the Marina District Overlay and TOD District Modifications. 42 Public comment: Marissa Rath, 22 Marina Gardens Drive, Palm Beach Gardens, Florida 33410; 43 John P. McMorrow, 41 Marina Gardens Drive, Palm Beach Gardens, Florida 33410; Glenn 44 Blackwood, 24 Marina Gardens Drive, Palm Beach Gardens, Florida 33410; Robert and Lynn 45 Donovan, 19 Marina Gardens Drive, Palm Beach Gardens, Florida 33410; Joyce and Brian Gibbs, 46 61 Marina Gardens Drive, Palm Beach Gardens, Florida 33410. 47 Chair Hansen closed the public hearing. Board Member Mansfield made a motion to recommend to City Council CPTA-23-01-000044 - City -Initiated Comprehensive Plan Text Amendment for the Marina District Overlay and TOD District Modifications.
