Attached is the application submitted by the Applicant for your review. Please submit
comments and conditions of approval no later than Thursday, March 23, 2023. Your
comments must be forwarded to my attention by that date and time so that written
comments can be given to the applicant in accordance with the timeframes established in
the City's Land Development Code. Should you have no comments, please indicate so in
a memo. Additional copies of the complete application are available in the Planning &
Zoning Department.
MEETING DATE:
A Development Review Committee meeting will be April 13, at gam, and will be located
in the City Council Chambers at City Hall, 105oo N Military Trail, Palm Beach Gardens,
Florida.

SUBJECT: PUDA-23-02-000086 — Donald Ross Village — DRV Outparcel 2, LLC and
Donald Ross Village Core Shopping Center Association, Inc. requests a
Planned Unit Development Amendment to construct a Two -Story, 7,000
square foot Office Building within Outparcel at Donald Ross Village.
The following comments are based on the above -referenced applications resubmitted to the
City on March 7, 2023.
Planning and Zoning
1. The Applicant has provided site plan details as pictures of the proposed. Pursuant to
Section 78-46, please provide typical detail drawings that include all necessary calls -outs,
including notes, dimensions, and any information required to depict what is being
proposed.
2. Please revise the survey to show all areas of impact, pursuant to Section 78-46.
3. Pursuant to Section 78-46, please provide full scale, one elevation per sheet, architectural
and color building elevations.
4. Please be advised that the use of Professional Office is complementary to the parking
demand for Donald Ross Village. Should this use be converted to a different use in the
future, a new parking analysis will be needed to ensure proper supply and distribution.
5. Staff supports the project's architectural style. However, additional design elements could
be included to enhance further the compatibility between the building and the existing
center. Some architectural changes that could be included to accomplish this are:

a. Adding design details incorporating curved and stepped cornices, wall and window
banding, and column caps and bases.
b. The south elevation will be the most visible to the public. More architectural
interest should be considered for this elevation, and the connection between the
sloped and flat roofs seems disjointed.
c. The combination of arched and flat openings on the second -floor balconies is
inconsistent.
d. Incorporating additional existing materials from the built center, including wood -
like pergola roofs, roof rafters under the overhangs, and trim around openings.
e. Please be aware that additional architectural comments may be included as the
petition progresses. Staff is available to discuss.
6. Pursuant to Section 78-46, please provide details for the balcony hand railing as depicted
on most elevations.
7. Pursuant to Section 78-182, please provide lighting fixture details and specifications for
any proposed pedestrian lighting and building accent lighting, if applicable.
8. City Staff has approved several new outdoor seating permits to satisfy code in response to
the code enforcement citations CODE-22-10-014965. In addition, in previous discussions
with the Donald Ross Village ownership indicated an application would be submitted to
the Planning Department to update the project's site data to accommodate the new
outdoor seating. Please be advised that if that petition is approved before the approval of
this amendment, the site data associated with this project will need to reflect the revised
outdoor seating numbers.
9. Pursuant to Section 78-195, please depict rooftop equipment on the roof plans. All
equipment must be screened from view. Please provide elevation heights on the roof plan
of the equipment, including if they are elevated on stands and the surrounding parapet
walls, to ensure that the parapets adequately screen the mechanical equipment.
io. Pursuant to Section 78-261, Art in Public Places (AIPP) will be required because this
project is cumulative for the entire Donald Ross Village. The AIPP cannot be approved
through the PUD Amendment process and must go through the City's AIPP approval
process. The proposed tile mural/mosaic and the proposed location is acceptable. Please
be advised that pursuant to section 78-763, the mural/mosaic is required to be done by
an artist as defined in Section 78-261(c)(1)(a)(1o), review by the art in public places
advisory board.
a. Please remove all imagery from the renderings because the art can not be approved
with this petition unless the art is what is being proposed.
b. Please be aware that the art must follow City code Section 78-262, stating that Art
shall be lighted at a minimum from dusk until midnight, which could affect the
accent lighting proposed with this petition.

11. Pursuant to Section 78-273, the Donald Ross Village PUD has an approved master sign
program. Please update the master sign program to include the font and color that is
being proposed for this building's signs.
12. Please provide dimensions for the drive aisles between the proposed and existing parking.
13. The proposed site plan depicts wheel stops on all parking spaces except those separated
by landscape diamonds. However, the as -built conditions of the site only have wheel stops
in certain areas with landscaping. Please clarify if the intent is to add wheel stops
throughout the site and update the drawings.
14. The proposed site plan shows the parking spaces as single -striped spaces. The as -built
conditions of the site provide double -striped parking spaces. Please confirm that all
parking will be consistent with the double -stripping that exists.
15. Please provide an explanation of how any existing utility easements will be addressed,
pursuant to Section 78-185.
16. Please update the plant list pursuant to Table 31: Minimum Landscape Requirements of
Section 78-321. Some trees and palms within the plant list do not meet the minimum
requirements.
17. The proposed landscaping is complimentary to the existing center. However, based on
staffs review, there are some opportunities to include multitrunked palms and larger
species. Staff suggests replacing single -trunk palms (like the 4' c.t. old man palms) with
a taller variety with multiple trunks, especially along the south elevation that will be
visible to pedestrians utilizing the existing center.
18. Please ensure that all resubmitted plans contain revised plan revision dates and
bubbling/clouding to show areas of change.
GIS Division
ig. Please be advised that the building address assigned to this location is 456o Donald Ross
Road.
20.Please explain why the Palm Beach County Property Appraiser has a different Parcel
Control Number for this parcel than what is shown on the deed.
21. Please update the title block of the ALTA/NSPS Land Title Survey with the correct
Township, Range, and Section for the Site.
22. Please explain why the ALTA/NSPS Land Title Survey does not match the legal
description on the deed for Parcel L.

Forestry
23. Please correct the survey to show the boundary of Parcel L per OR BK 21509 PG 1027. It
appears that the Applicant is modifying this parcel's size and shape, which requires an
explanation in the project's narrative.
24. Please propose an aesthetic wrap for the existing FPL transformer box.
25. Please revise the plans to show the existing AIPP figurine in the large landscape island
next to the drive aisle on the Site Plan, Sheet 1, and Landscape Plan, Sheet 1.
26. Please advise how long the vine will take to grow and cover the green wall.
Engineering Department
27. Please remove the proposed parking space that was added at the northwest corner of the
site. It is too close to the stop bar and may block the line of sight for the stop sign.
28. Please add this note to the Engineering plan sheet:
a. For Asphalt, all pavement marking and striping, excluding parking stall striping,
shall be installed with thermoplastic materials for conformance with Section 78-
344 of the City's LDR. Also, paver bricks of contrasting color shall be used on paver
brick areas. Concrete areas shall have FDOT approved paint. All ADA stalls, access
& striping shall meet Florida Statutes 553.501— 553.513•
Police Department
29. The exterior deadbolt locks should be protected with the following or a combination there
of: spinning collar, flush mount design, latch guard, escutcheon plate, mortise cylinder
guard, or otherwise designed to resist tampering.
30.All exterior and office doors that lead to common areas, should be equipped with a
peephole or door scope door viewer.
31. Landscaping placement considering maturation should not obstruct lighting fixtures, the
view through windows, or building addresses.
32. Bi-Directional Amplifier/Distributed Antenna Systems (BDA/DAS) NFPA 1:11:1o. A
survey to determine the need for a BDA system may be required.
33• Double doors with electronic access control shall be designed to resist tampering if
applicable. This is accomplished by installing motion sensors off center of double door
configurations (to prevent a slender object from triggering the sensor) or installing an
astragal to obstruct the opening.

Fire Department
34• The Fire Truck Autoturn Analysis drawing (provided) depicts adequate access and r20
turning radii.
35• When opened into the hallway, the utility and storage room doors appear to encroach on
the egress pathway (A1.11).
36. Provide a life safety plan illustrating the maximum exit travel distances, exit lighting, fire
extinguishers, etc.
37. A second means of egress shall be required for the second floor if the occupant load
exceeds 30 persons or the travel distance to exits exceeds loo feet (A1.12).
38.A duct smoke detector shall be required on the supply side in air -handling systems having
a capacity greater than 2000 CFM. When activated, the duct detector shall immediately
cause the air -handling unit to shut down.
39•A radio signal strength survey shall be performed, and results provided to determine if
there is a need for a BDA system.
40.Tactile signage shall be required at all exits.
41. A separate permit and detailed plans shall be required for the access control system and
associated card readers.
42.All exit doors shall be arranged to open readily from the egress side without using a key,
tool, or special knowledge.
43•A fire alarm system and fire sprinkler system to protect the building is strongly
recommended.
Building Services
44•The dumpster enclosure pad width needs to be enlarged to 12'-6".
45• Please confirm that the dumpster enclosure gates have a 12o-degree swing.

Draft Conditions of Approval - Are Forthcoming
The Applicant shall provide a written response to all comments, indicating how
each comment has been addressed and/or acknowledgement of each comment.
Compliance will expedite the subsequent review. It is suggested that the
applicant clearly identify all changes to the plans by either "clouding", or
highlighting, the location of all changes to further expedite the review.
City staff reserves the right to make additional comments throughout the review
process.
