Planning and Zoning MISC-2 1-o.1-0000: Request to rescind and combine the individual PUDs 1. Please provide a clear copy of the original signed letter from the Gardens Station East Association. 2. Pursuant to Code Section 78-154 (f) and page 4 of the PGA Station Design Guidelines, please demonstrate and document unified control of the combined PUD. 3. Please provide consistency in the proposed naming of the project (PGA Station versus Garden Station versus PGA Gardens Station) throughout all plans and documents. Please be advised that the Addressing Committee must approve a name change. 4. Please revise the PUD Master Site Plan exhibit to include existing and approved site data for PGA Station and Gardens Station. This should include, at a minimum, the site area, uses, square footage of each building and use, open space, and parking calculations. CITY OF PALM BEACH GARDENS I0500 N. On the PUD Master Site Plan Sheet 1 of 1, explain or remove the heavy, bold, dotted line that runs along the west side of RCA Center Drive, down the south side of Design Center Drive, then bifurcates Pod B. 6. On the PUD Master Site Plan Sheet 1 of 1, provide a clear delineation of each proposed pod. PUDA-2�-0�-0001: PUD Amendment for 620 multifamily residential units Narrative 7. Several sections of the narrative have not been fully updated from the recent PUD Amendment related to Pod B and C. Please review the entire document and revise accordingly. 8. Please expand the description of the architecture for Buildings 13 and 14. Describe the style(s), unique materials, colors, pedestrian activation, and cohesiveness with existing and approved PGA Station. 9. Please expand the description of amenities for Buildings 13 and 14 and Pod D overall. At a minimum, include the courtyard area and ground -floor outdoor seating, the hours of use and lighting for the rooftop amenity decks, and ability for residents from either building to use all amenities. lo. Please expand the Phasing of Construction section of the narrative. Explain the impacts to the existing site(s) during construction of Building 13 and the functionality of Building 13 prior to construction of Building 14. 11. Please provide additional specificity on the proposed workforce housing units. 12. Please provide additional specific information on the environmentally friendly design elements incorporated into this portion of the project. 13. Please provide additional information on the planned Art in Public Places (AIPP) for this portion of the project. Design Guidelines 14. Please update the images on the cover page of the Design Guidelines to depict the modified architecture of Building 6 and Garage 6A and include additional images for the proposed Buildings 13 and 14. 15. On pages 5 and 6 of the Design Guidelines, revise the maximum building height. 16.On page 8 of the Design Guidelines, revise the boundary of the Master Site Plan. CITY OF PALM BEACH GARDENS 10500 N. On page 9 of the Design Guidelines, review the permitted uses and evaluate the applicability of some of the uses for the project, such as locksmith, tailer shop, travel agency, etc. Shared Parking Evaluation 18. Update the cover page to reference this proposed project. 19. Upon approval of ADMN-23-02-001010, update all applicable parking data. 20.Include separate evaluations and tables for proposed Pods D and E. 21. The summary of the parking supply and demand is inconsistent with the provided residential plans. Please revise. Site Assessment Study 22. The introduction should provide reference to the entire project, not just the affected area. 23. Revise the location map on all figures to include the entire project site. 24.On page 3, the square footage of the existing office is incorrect. However, the entire project should be included for the current development of the site. Please revise. 25. The square footage of uses in the Approved, Existing, and Proposed Scenarios in Table 1 are incorrect. Please revise. 26. In accordance with the improvements outlined in the City's Mobility Plan, please provide an 8-1o' pathway along the east side of RCA Boulevard along the western boundary of the site. Site Plan/Details 27. In the Site Data, please reference the PBG Petition Number as PUDA-23-03-0001. 28. Separate the Site Data into phases (Phase I, Phase II, and Phase III) with Phase III being Building 14. 29.In the Site Data, include Building 11A (as existing) in Phase 1. 30.The Site Data references additional open space for reduced parking dimensions "proposed with Pod C". Please revise. 31. The Site Data indicates that several pods, including proposed Pod D, do not meet the required amount of bike parking. At a minimum, Building 13 and 14 should provide enough bike parking for Pod D. CITY OF PALM BEACH GARDENS 10500 N. Please be advised that all site plan sheets and data will be required to be revised and updated upon approval of the pending Administrative application, ADMN-23-02- 001010. 33.On the Site Details Plan, organize and label all details for each Pod/Building they are applicable to, and indicate which details are applicable to the entire project. 34• Provide additional cross sections (i.e., new Sheet 3c) between Building 10 and 13, between Building 13 and 14, and along the south property line abutting the adjacent hotel site. 35• Confirm that there are no proposed changes proposed to Site Plan Sheets 4 through 6 and Landscape Sheets 11 through 14. If there are, please bubble and explain. 36. Bubble any proposed changes to Sheet 7 for the removal of the connection into the Building 11A parcel. 37. The phasing line between Phase II and Phase III on Sheet 8a is inconsistent with other provided plans. Please address. 38. Provide a separate affected area site plan (i.e., new Sheet 8c of 17) to depict Building 11A, Building 13, and the interim site design prior to the construction of Building 14. 39• Please align the northern drive aisle in Pod D with the northern drive aisle in Pod E across RCA Center Drive. 40. Reduce all proposed 24-foot-wide drive aisles to 20 feet wide, consistent with Pod B. The additional space should be utilized to improve site design and landscaping. 41. Throughout the site, and north of the site in Pod B, the drive aisles should look and function as roadways. Provide striped asphalt drive aisles and utilize pavers only to emphasize the intersections, entrance areas, and crosswalks. 42. Please address the recreation requirement for multifamily residential development pursuant to Code Section 78-572. 43• Clarify if the drop-off areas near each building's main lobby is intended for ride share. Ride share spaces shall be provided for each building and designated on the site plan, in accordance with the Design Guidelines. 44• Please relocate the drop-off in front of Building 14 lobby to the opposite side of the road and shift further into the site to avoid conflict with vehicles entering from RCA Boulevard. This revised drop-off should replace the future drop-off indicated in conflict with the courtyard. 45• Explain the purpose of the ramp in front of the trash room at Building 14 and the ramp at the southwest corner of the parking garage at Building 13. Consistent with the Design Guidelines, revise the plans to depict the eight -foot -wide sidewalk along both sides of RCA Center Drive adjacent to Pod D and E to connect to the sidewalks approved by Resolution 62, 2021. 47. Please depict the approved five -foot -wide sidewalk along the northern boundary of Pod D on the south side of the access road. The proposed landscape buffer and Building 14 footprint are in conflict with the approved sidewalk and will need to be adjusted accordingly. 48. North of Building 13 along the drive aisle, the building extends into the five-foot sidewalk and reduces it down to 3.5 feet wide. Please revise to provide pedestrian -friendly site design, in accordance with the Design Guidelines. 49•Explain the intended access, if any, through the small gap between the buildings. If this is not intended to be travelled by pedestrians, consider restricting access from both sides. If it is intended to be utilized, provide hardscape, lighting, and other safety/security measures for the space. 50. The placement of the sidewalk south of Building 13 is inconsistent between the Site/Landscape Plans and Civil Engineering/Architectural Plans. Confirm whether the sidewalk is within the drainage easement and revise all other plans accordingly. 51. In accordance with the Design Guidelines, street -facing residential facades shall have paths from the units to the right-of-way. Please provide. 52. Provide details of the water feature(s) in the courtyard. Clarify if this is intended to be interactive and flush with the ground level or if it is raised and intended for aesthetic enjoyment and noise control. 53• Explain where residents are expected to walk their dogs. There do not appear to be any designated areas or pet waste stations in Pod D. Please address. 54• Trash receptacles have not been depicted on the site plan. At a minimum, these should be placed in the courtyard area, covered outdoor seating area, and rooftop amenity decks. 55• In addition to the interior bike rooms, provide decorative bicycle racks around the site for use by visitors. Landscape Plan/Details 56. Please ensure any changes to the landscaping from recent Administrative approvals and/or as -built changes around Building 6, 6A, and 10 are reflected on the plans. 57. On Sheet 15a, label the buffer widths and all applicable easement overlaps around Pod D for reference. CITY OF PALM BEACH GARDENS 10500 N. The list of plant symbols on each sheet is missing some of the proposed trees and palms. Ensure consistency with the Plant List on Sheet 17a. 59• Each of the entry points into Pod D are proposed to be framed with 8- to 10-foot grey wood Medjool Date Palms and Sylvester Date Palms. For a project of this scale, the main entries into the site should feature substantially sized palms and vibrant understory plantings and/or groundcover. Please address. 60.Supplement the landscaping proposed along RCA Boulevard to promote ground -floor activation of the building and provide visual interest along the main right-of-way. Staff suggests additional variety of accent trees and shrubs, as well as grasses and annuals within the 10-foot utility easement. 61. Revise the foundation landscaping along RCA Center Drive to promote ground -floor activation of the building. The 16-foot Cathedral Live Oaks proposed along RCA Center Drive do not accomplish this. Ground -floor activation, which can be partially achieved through landscape design, is a crucial element of a multi -family residential component in a mixed -use project. Please address. 62. Evaluate the foundation landscaping throughout the site to include additional variety to help break up the massing of the buildings and activate the ground floor of the buildings. 63. The proposed Washington Palms for the foundation landscaping along the parking garages do not provide enough variety to break up the massing of these large linear elevations and may lead to challenging maintenance. Please address. 64. Please remove the landscaping proposed between Building 13 and Building 14 garage. This area is less than ten feet wide and will be heavily shaded between these 8-story and 13-story buildings. 65. The proposed 6- to 7400t Zamia palm with annuals in the roundabout is not an appropriate use for this featured space. The rendering depicts a large palm surrounded by smaller palms and additional plantings. Utilize the roundabout to display a substantial palm species with additional landscaping, a water feature, an art piece, or any combination of these elements. 66. Reduce the amount of pavers and provide additional landscaping and green space in the courtyard area. 67. The elevations indicate planters around the fagade of the Building 13 parking garage. However, no landscaping is provided on the plans or in the graphics. Please address. Provide specific information related to irrigation and maintenance of these types of planters. Please confirm that the technical design and species proposed for the rooftop plantings has been evaluated and will be possible to install and maintain. 69.On Area Calculations Sheet 1 of 1, the Affected Area Sod layer only includes the area around Buildings 6, 6A, 9 and io. The sod should be calculated for the whole site to be compared with the total site area, open space, pervious, and impervious layers. Architectural Details/Site Plan: SheetsA-o.ol throughA-1.00A 70. The provided material board does not include any labels and appears to be missing several samples of some of the unique materials such as the balcony railing mesh, the decorative aluminum slats, a glass window sample, etc. Please address. 71. The provided material board features a large metal grid sample. It is unclear where this material is proposed to be used for this project. Please address. 72.On Sheet A-o.oi and throughout the plans, remove any details that are not applicable to Building 13 or 14, such as the typ. pool deck/dog park fence detail and the compact parking stall detail. 73. Provide additional details for each covered drive area, including the architectural design elements, hardscape, furniture, lighting, signage, and plantings. 74. Provide additional details for all hardscape and furniture proposed in the courtyard. 75. Provide additional details for all hardscape and furniture proposed in the covered outdoor seating area of Building 14. 76. Provide additional details for all hardscape and furniture proposed on the rooftop amenity decks. 77. On Sheets A-1.00, A-1.00A, and A-1.oi, a full pedestrian connection from RCA Boulevard and RCA Center Drive is depicted along the southern drainage easement. This is inconsistent with all other plans. Please address. Floorplans: Sheets A-1.ol throughA 1.12 78. Provide additional details related to the security and use of the parking garages. Indicate whether the garage is gated (at or above the ground level), where guests are expected to park, and how/where guests get into the building. 79. Explain where residents are expected/assigned to park in the parking garages, particularly the residents with units on and above the eighth floor. 80.Provide additional details related to the security of ground -floor patios. Clarify whether this is the intended entrance into the main lobby for all residents and guests. 82.North of Building 13 along the drive aisle, the FPL vault and generator room open out onto the sidewalk. Pursuant to the Design Guidelines, out -swinging doorways shall be separated from pedestrian sidewalk by a minimum of 3 feet. Please address. 83. Provide access from the exterior of the building into the bike room in Building 13. 84.On the first floor of Building 13, provide pedestrian access from the loading area to the bulk storage, tenant storage, and the elevators for residents moving in and out. 85.On the first floor of Building 14, provide pedestrian access into the building from the parking garage. 86.On the first floor of Building 14, provide pedestrian access from the loading area to the elevators for residents moving in and out. 87. Provide the depth dimension of the loading area in Building 14. 88.Please depict applicable doorways on all stairwells and elevators in both parking garages. In some areas, there appear to be conflicts with parking spaces. Access to elevators and stairwells should not require entry into the building corridor. Please address. 89. Clearly depict pedestrian access into the building corridor from both parking garages on level 2 and above. go. On the first floor of Building 13, there is a covered outdoor area on the south side of the garage. The stairwell core in this area is separated from the building. Clarify or address this area. 91. The typical parking level floor plan depicts two electric vehicle charging stations in each parking garage. The provision of EV charging stations is also described in the narrative for both garages. Please depict the location of the charging stations in both garages and clarify/confirm that they will be available on every level. 92. Provide additional details for the corridor/bridge on level 2 under the covered drive. Provide the materials and design of the bridge, the height clearance from the drive aisle, and depict doors to access the bridge from both sides. 93• The floor plans indicate that some of the units have shared balconies, which is consistent with the elevations and renderings. However, the provision of vertical divider walls to separate each balcony will have an impact on the architectural design of the buildings. Please address. CITY OF PALM BEACH GARDENS 10500 N. Staff recommends providing every unit with a private patio or balcony. Please address. 95• The floor plans indicate that the various balcony projections are between three and five feet from the building. The balconies depicted on the elevations and renderings appear to be much larger and project much further out from the building. Please address. 96. Explain how and where residents on the ground level are expected to dispose of their trash if their unit is in a separate building from the trash room. Access to the trash room in Building 13 is only through the main lobby. Access to the trash room in Building 14 is only through the loading area. 97. Explain how and where residents on the second through eighth levels in Building 13 are expected to dispose of their trash if their unit is in a separate building from the trash chute. 98.The trash chute on the second through thirteenth levels in Building 14 is not located directly above the trash room on the ground level. Please address. 99• Demonstrate or describe compliance with Section 78-379 related to multifamily residential recycling storage areas. loo. Explore the opportunity to provide a pedestrian bridge between the rooftop amenity decks. lol. Staff has concerns about the proposed basketball court on the rooftop, particularly the location of the basketball hoop and the potential for balls to be thrown over the wall and become a safety hazard. Provide this amenity interior to the building and/or replace the basketball court with another outdoor amenity. 102. Provide more detailed information for the roof plan on Sheet A-1.o6. Include height dimensions and details for the equipment, various parapet walls, and roof trellis elements. 103. Provide a detailed roof plan for the portion of each building that terminates at the eighth level, which includes the interior amenity areas and several residential units. Elevations: Sheets A-2.00 through A .,3.02 104. Staff appreciates the intent of the modern design of the proposed buildings and recommends a meeting to collaborate on the overall architectural design of the project. Please be advised, the following comments are for discussion purposes and do not fully encompass the entirety of Staffs feedback on the architecture. Additional comments will be forthcoming. The projection of the balconies appears to make up the majority of the horizontal articulation of these buildings. Aside from the balconies, the linear footprint of the buildings provide minimal projection and recess, and the various other design elements do not provide for enough differentiation in the fagade. Please address. 106. The proposed buildings utilize several different materials, colors, and design elements on each elevation, which makes the buildings appear incohesive. Please address. 107. The colors proposed for the buildings are dark and do not provide enough contrast to give dimension to the various elements of each facade. Staff recommends a white palette with darker colors/materials used as accents. 108. The use of the decorative aluminum slats for the fagade of both garages (i.e., one material on such a large scale) does not effectively break up the massing or provide architectural design that is comparable to the rest of the buildings. log. The different design elements used for the roofline of each building lead to Building 14 appearing overly articulated and Building 13 appearing flat. Please address. 110. There are several areas, such as the stairwells, elevator shafts, and corridor walls, that extend eight or thirteen levels and provide a lack of variation in color and material. Please address. 111. Each elevation should display a single flat plane. In other words, please do not depict other elevations of the building at a warped angle. Additionally, any portion of a building on the same elevation/plane that is in the background should be faded/ghosted for clarity. 112. Several elevations appear to be missing some of the architectural design of the buildings, such as on Sheet A-2.00 and A-2.01. Please review and revise. 113. Some of the elevation plans and key plans on the elevations are incorrect. Please review and revise. 114. Indicate clearance height of the covered drive/paseo on each building. 115. Pursuant to the Design Guidelines, pedestrian scaled architecture and well-defined street edges shall be utilized. Ground -floor activation, which can be partially achieved through architectural design, is a crucial element of a multi -family residential component in a mixed -use project. Please address. 116. Pursuant to the Design Guidelines, overhangs, arcades, and awnings shall provide a minimum clearance of 10 feet and extend from the building a minimum of 4 feet. Demonstrate or describe compliance. 117. Clarify whether the covered trellis stoops provide overhead coverage of the patios. CITY OF PALM BEACH GARDENS 10500 N. Please recess the patios and balconies further into the building to provide adequate weather coverage on either side and from above. 119. Some of the balcony concrete slabs appear to be much thicker than the rest of the balconies. Please address. 120. The mesh railings appear solid on the elevations. Consider utilizing glass or a mix of mesh, glass, and solid walls for different balconies. 121. Provide a detail for the glass railing at the rooftop amenity decks. 122. Provide additional details of the rooftop trellises on the 13th level. Clarify whether the trellises screen the equipment or if they are used in conjunction with parapet walls. 123. Staff recommends increasing the size of the windows in the various units. 124. Provide decorative treatment of the wall of the parking garage for Building 14 facing the residential units of Building 13. This could be achieved using a variety of colors, materials, lighting, art, or a combination of these elements. 125. The elevations reference planters along the sides of the Building 13 parking garage and corner stairwell. Please depict this landscaping on the elevations/renderings and provide details on the landscape plan. 126. According to the elevations, there are windows into the generator room and FPL vault of Building 13. Please address. 127. According to the elevations, the bike room in Building 14 is proposed with floor -to - ceiling glass windows. Please address or revise. Renderings: Sheets A-4. oo through A-4.1.5 128. The renderings appear to distort various elements and angles of the building. Please address. 129. The renderings do not depict the proposed landscaping. Please correct for accuracy. 130.
