SUBJECT: SPLA-23-o5-0001-Mirasol Clubhouse and Association Inc. requesting
to amend the clubhouse parcel site plan to demolish the existing pro
shop and cart barn to construct a multi -purpose building, a
maintenance building, and modifications to the sports courts
PCDA-23-o4-0000 - Requesting to modify the Mirasol PCD Master Site
Plan to amend internal parcel boundaries
The following comments are based on the above referenced petition submitted to the City
on May 3, 2023, and found insufficient on May 10, 2023. Additional information was
submitted on June 5, 2023, and the petition was found sufficient on June 5, 2023.
Comments for SPLA-23-o5-0001
Planning and Zoning
1. On sheet SP-1, please update the Site Data table, and provide the applicable
petition number on the Master Plan and Site Plan, as well as the heights of the
proposed multi -purpose building and the service building.
2. Please provide an updated setback section in the Site Data table to show the
required setbacks per City's Code, and the provided setbacks.
3. Please provide additional information on how the proposed improvements to the
site, and the different phases of development, including traffic, trailers, and
temporary tents will be completed in combination with the existing operations of
the site.

to Please provide a materials board for the new buildings including paint chips and
the custom glass aluminum canopy for the porte-cochere walkway.
5. Please modify the shape of the lake to be more organic / natural.
6. On sheet SP-1, the site plan depicts development expanding beyond the proposed
property lines, please advise.
�. Per previously approved site plans, please advise if the score board is proposed to
be relocated. The note is shown on sheet SP-is however, the symbol is no longer
depicted.
8. The previously approved site plan showed a putting green on the northeast side of
the site that is no longer depicted on the plans; please advise if the Applicant
proposes to relocate the putting green.
9. Please provide information regarding resident coordination for the new
improvements, and particularly for Talavera and Villa Vasari,
10. Please provide an updated narrative that better describes the type of proposed
restaurant at the multi -purpose building.
11. Please advise if the current petition requires additional employee vehicular
parking spaces on site.
12. Please clarify if any signage,directional signage, is proposed with the subject
petition for the different facilities. Wayfinding signs, such as directional signs, will
be beneficial for the site from a safety standpoint.
13. Please advise if the valet operations will be expanded or affected by the current
petition.
14. Please advise if there will be any access control for the facilities at the multi-
purposebung.
15. Staff recommends the Applicant design a distribution of parking spaces that
incorporates both types of parking, vehicular and golf cart near the multi -purpose
building to provide access to the restaurant.
16. On sheet SP-1 of 1, and sheet A-1, a standard vehicle is depicted as parked inside
the cart barn portion of the building, please advise.
17. On sheet SP-1, the multi -purpose building was provided with golf cart parking
only, and the architectural rendering standard parking spaces are depicted, please
advise.

18. On sheet SP-i, please provide an updated open space table for consistency with
submitted open space plan.
19. On sheet or-1, please resolve the conflict between the number of loading zones on
the site data table and the number of loading zones depicted on the plans. Pursuant
to Code Section 78-364, Table 35, Number of Loading Spaces Required, please
demonstrate loading for the Multi -Purpose building.
20. Currently a dense and mature landscaping buffer exists between Villa Vasari and
the cart barn building that is no longer depicted on the proposed site plan with the
new maintenance bldg. Per City Code Section 78-301, please provide a landscape
buffer that will reduce noise, visual impacts, and enhance the natural environment.
21. Please resolve the inconsistency between the landscaping plans and the landscape
presented on the renderings. The renderings are not consistent with the proposed
location or quantity of the plants, and some of the proposed species are not
depicted.
Architectural Details: Sheets A-� through A-12
22. Per Applicant's narrative, the architecture was intentionally created to match the
existing architecture of adjacent building, however, some of the architectural
embellishments used on the existing buildings to remain are not present on the
new proposal for the service building. For example, the arches, the stone accent
walls, decorative out lookers, and precast trim. Staff recommend incorporating
some of the elements into the design of the service building.
23. The multi -purpose building and the service building depict on the floor plan the
golf carts crossing through the center of the buildings. Staff is concerned with the
interaction of pedestrians with golf carts inside the building. Please provide
additional information and separate exhibits if necessary, regarding the
interaction between both the pedestrians and the golf carts drivers.
24. Please provide consistency in the proposed naming for the Multi -purpose Building
vs. Golf building, and Service building vs. Maintenance Building, throughout all
the plans and documents.
25. Please provide architectural elevations that include the proposed landscaping.
26. On all architectural elevations, please provide the mean roof height.
27. On sheets A-4, and A-7, please label the material for the doors on the first floor.
28. The elevations and colored elevations depict text boxes over the drawing that
conflict with and hide or obscure the architectural details, please address.

29. Staff appreciates the architectural enhancement of the windows with shutters for
the multi -purpose building. However, the elevations of the building depict
inconsistency with the placement of the shutters throughout the elevations, please
address.
30. On sheet A-3, Multi -purpose Building —North Elevation, the windows on the right
side, first floor of the building depict shutters, and on the right side, second floor
depicts a window that are not illustrated on the renderings or colored elevations.
Please resolve the inconsistency between elevations.
31. On sheet A-�, Multi -purpose Building —South Elevation, please provide details for
the aluminum railing on the second floor, and the decorative aluminum grille.
32. Please add details to the material legend of the proposed glass railing on the west
and north elevations of the multi -purpose building.
33• Please resolve the inconsistency of the Multi -purpose building first floor double
doors. The West Elevation sheet A-4 depicts a double door with side lights, and the
colored elevation sheet A-7, shows a double door with two short windows.
34• On sheet A-g, Service building —East Elevation, please provide details of the
proposed rolling doors.
35• Please advise the meaning of the rectangle above each door in the service building,
and add notes to the elevation as necessary.
36. On sheet A-11, Service building —North Elevation (colored), the pergola is depicted
to be painted Cloud White by Benjamin Moore, as the rest of the building. Please
advise if the Applicant is proposing to paint the pergolas the same color as the
building.
37. Please advise if the proposed material for the pergolas is truly wood as noted or a
simulated wood material.
38. On sheet A-12, the west elevation for the service building depicts a wall behind the
pergolas that is not consistent with sheet A-1o, please address.
390 The service building elevations note a water table that is not visible on the colored
elevations; please provide details of the water table in the elevations and address
the inconsistency on the colored elevations.
40. Please provide a roof plan for the multi -purpose building and the service building.
41. On sheet A-13, renderings depict pavers under porte-cochere, and around the
multi -purpose building that are not depicted on the architectural floor plan sheet
A-1, or in the site plan sheet SP-1. Please advise if the Applicant is considering using
pavers in the project and provide details of the pattern and color.

GIS Division
42. The Applicant shall submit a permit for a Residential Address Plan utilizing the
City's online permitting system. The Addressing Committee will not approve the
Address Plan until the Site Plan for the associated petition has received approval.
At this time, the Addressing Committee shall assign all addresses, street names,
and any additional items requested.
43 • The Open Space CAD drawing was not supplied with this submittal. Please provide
the required CAD drawing for review.
Forestry
44• Pursuant to City Code Section �8-306, on sheet LA-1 through LA-8, please depict
all mechanical equipment, utilities, and the proposed screening.
45• Per recent research, the Brazilian Beautyleaf is not considered a preferred plant
and Staff recommends not using this plant. Please provide an alternative plant for
the Brazilian Beautyleaf.
46. On the Tree Disposition Plan, Sheet LA-2, there are sixteen (16) Live Oak trees
indicated to be relocated, however on Sheet LA-i Plant Schedule under relocated
tree (R&T) only eight (8) are indicated. Please revise accordingly to be consistent.
Engineering Deuartment
This project will be required to plat.
48. Please provide a phasing plan and narrative.
49• Add note to photometric plan to meet City Code �8-182 "House shields will be
required to eliminate light spillover for any lights onto adjacent residential
properties".
50. Please add this note to the Engineering plans: For Asphalt, all pavement marking
and striping, excluding parking stall striping, shall be installed with thermoplastic
materials for conformance with Section 78-344 of the City's LDR. Also, paver
bricks of contrasting color shall be used on paver brick areas. Concrete areas shall
have FDOT approved paint.
51. Please provide an exhibit showing the proposed lake expansion on Lake 43 tract.
52. On sheet SP-1 of 1, please resolve the conflict between the typical parking space
detail and the dimensions on the site plan for the service building, and valet area.

53• Please apply electronically for any sub- permit that is related to the project.
54 Electronic plan submittal is required; application should include product
approvals.
Police Department
55• Exterior deadbolt locks should be protected with the following or a combination
thereof: spinning collar, flush mount design, latch guard, escutcheon plate, mortise
cylinder guard, or otherwise designed to resist tampering.
56. Rear doors and interior office doors which lead to common areas should be

57. Landscaping placement (with consideration of maturation) should not obstruct
lighting fixtures, the view through windows, or building addresses.
58. Please ensure wayfinding signage is highly contrasting, and placed in a location
where it cannot be obstructed.
Fire Department
59• Pursuant to the Fire Code, the fire department should have a minimum of access
to 3 sides of the multi -purpose building, please address. Fire apparatus must
have space to maneuver and to turn around on the site on any dead-end locations
that exceed 150 feet in length, please address.
60. Fire department connections shall be within 10o feet of fire hydrants.
61. Per sheet SP-1, the existing fire department connection and fire hydrant next to
the structure and existing tennis courts (that are planned for demolition) are in
poor and inaccessible locations.
62. Please illustrate all existing and proposed new fire hydrants for the multi-
purpose and service buildings.
63. Please be advised, wet fire hydrants shall be required before, during, and after
construction.
64. Please indicate in the drawings, fire separations between the golf cart storage and
other portions of the buildings.
65. Per Site Plan Sheet SP-1, fire lanes are not depicted on the site plan, please
address.

66. Please provide an auto -turn analysis with the City's fire truck.
Per sheet A-5, the proposed porte-cochere is depicted to have a low clearance for
vehicles, and the covered walkway does not allow for cross movement. The porte-
cochere shall have a minimum vertical clearance of 13'-6" to allow the fire truck to
cross under, please address.
68. Building addresses are required with dimensions of 8-12" height numbers on
contrasting background shall be required.
PTC (Traffic)
69. Based on our review, the proposed mixture of standard parking spaces and golf
cart parking spaces for this golf course community meets the parking requirements
of the City's parking code.
Community Services
�o. A dumpster enclosure is not depicted on the plans. Please advise how the waste for
the new multi -purpose building, and service building will be managed.

Planning and Zoning
72. On Mirasol PCD Master Plan, please update the site data table, and provide the
applicable petition.
73. Please advise how impacts to adjacent residential communities will be minimized
with the proposed improvements.
Draft Conditions of Approval
1. Please ensure wayfinding signage is highly contrasting, and placed in a location
where it cannot be obstructed. (Police)

5. Prior to the issuance of the Certificate of Completion for each phase of the project,
an inspection is required by Development Compliance, including landscaping, for
compliance with all approved plans. (Planning and Zoning)
6. Prior to the issuance of the first Building Permit for vertical construction, digital files
of the City Council approved plats shall be submitted to the Planning and Zoning
Division. (GIS Manager, Development Compliance Manager)
�. Prior to the issuance of the first Certificate of Occupancy, digital files of the recorded
plats shall be submitted to the Planning and Zoning Division. (GIS Manager,

8. Addressing Plan approval is required prior to the issuance of the first Building Permit
for vertical construction. (GIS Manager)
9. Prior to the issuance of the Certificate of Occupancy for the building, the applicant
shall work with representatives from the City's Life Safety Services to determine the
best locations for building address numbers. The size of the address numbers shall
not be less than eight (8) inches or exceed twelve (12) inches in height and be a
contrasting color from the background to which they are affixed. (GIS Director)

The Applicant shall provide a written response to all comments, indicating
how each comment has been addressed and/ acknowledgement of each
comment. Compliance will expedite the subsequent review.
It is suggested that the applicant clearly identify all changes to the plans by
either "clouding", or highlighting, the location of all changes to further
expedite the review.
City staff reserves the right to make additional comments throughout the
review process.
