19 VI. CITY MANAGER REPORT
20 City Manager, Ron Ferris announced Public Media Relations Director, Candice Temple
21 was sworn in to serve as President of the Florida Municipal Communicators Association
22 (FMCA) at its Annual Conference in May 2023. In addition, the City of Palm Beach Gardens
23 won the FMCA's Best External/Collaborative Video Award for "Stroke Wars." The self-
24 produced video was shown and is accessible on the City's website for stroke awareness
25 information. On May 31, 2023 , the Palm Beach North Chamber of Commerce presented the
26 2023 Annual Valor"Call of the Year" Award to the City's Fire Rescue Department. Fire Chief,
27 Keith Bryer introduced Emergency Medical Services District Captain, Ashley Terrana
28 who gave a synopsis of the life-saving emergency call in which a lifeless, pulseless newborn
29 infant was brought back to life. The team of Engine 62 Captain Alex Caraballo, Fire Medic,
30 Carlos Iriban, Fire Medic, James Walukiewicz, Driver Engineer, John Reynolds, and
31 Rescue 62 Lieutenant Daniel Duval were recognized for their extraordinary service. City
32 Manager, Ron Ferris introduced Leisure Services Administrator, Charlotte Presensky who
33 shared the United States Tennis Association (USTA) Florida recognized the City's Tennis and
34 Pickleball Center in a feature article within its magazine that celebrated National Tennis Month.
35 Under the guidance of Director of Tennis and Pickleball, Wendy Tatum and Recreation
36 Supervisor, Andi Mohl, Palm Beach Gardens has enjoyed exceptional and sustained growth
37 in tennis and pickleball. These games are offered and available to everyone in the community .
38 She announced the Aquatic Center at Burns Road Community Center opened over Memorial
39 Day weekend. Aquatics Operations Manager, Erin Anderson has brought training and
40 professionalism to the aquatics staff. Summer Camp opened May 30 and appreciation was
41 shown to the Police Department for their service in monitoring the children. This year 2,840
42 children are registered in camp programs. Swimming lessons begin next week. City Manager,
43 Ron Ferris introduced Assistant Director of Planning and Zoning, Joann Skaria who
44 provided an overview of the Live Local Act, Florida's Senate Bill (SB) 102 as it pertains to the
45 City of Palm Beach Gardens.

X. ITEMS FOR COUNCIL ACTIONffiISCUSSION AND ITEMS OF INTEREST:
a. CITY MANAGER EVALUATION.
26 Mayor Reed opened the discussion for the City Manager evaluation.
27 Vice Mayor Woods reflected on his years serving as a Councilmember and commented on the
28 City's growth and progress under the leadership and mentoring of City Manager, Ron Ferris.
29 Residents and businesses have provided positive feedback on the City's accomplishments and
30 direction. His staff loves him. He leads by example, and the community loves living here.
31 Councilmember Middleton appreciated the welcoming orientation she received as a new
32 Councilmember. As Councilmembers and the City Manager depend on each other, the Council-
33 Manager relationship cannot be overemphasized. The staffs devotion and longevity are a true
34 testament to his leadership. The tax millage rate has been reduced, and Palm Beach Gardens
35 . has maintained its triple-AAA bond rating, which are two examples of the many
36 accomplishments achieved this year.
37 Councilmember Premuroso concurred on the generous time staff spent in his orientation
38 rotating through the City's departments. He focused on three important areas in evaluating the
39 City Manager's performance: transparency with the community, monitoring the well-run, open-
40 book budget that is online, and effectively working with Council to get things accomplished.
41 The City is very transparent with a lot of information on its website, and Councilmembers and
42 staff are available when called upon.
43 Councilmember Tinsley noted the stellar team of staff working for the City. During his tenure,
44 property values have increased, and growth has been thoughtfully planned while adapting to
45 change. She appreciated his collaboration with Councilmembers in planning for the City's
46 future and his flexibility in achieving goals.
47 Mayor Reed shared the City has doubled in size during his service of23 years as City Manager.
48 City services have gotten better, and staff sincerely appreciate him. The dedication and

1 longevity of staff reflect his leadership. He serves with only the best for residents in mind, and
2 she thanked him for his service.
