SUBJECT: PUDA-23-o6-0002 — Palm Beach Gardens Medical Center — Request
to modify the Master Signage Program
The following comments are based on the above -referenced application found sufficient
on June 30, 2023.
Planning and Zoning
1. Please revise the site plan to indicate all ground sign and directional sign locations
with correct references to each sign number and include a table of the waiver
requests.
2. Please incorporate all previously approved and existing signage into the proposed
Master Signage Program, regardless of whether it is proposed to be modified. This
Master Signage Program, upon approval, will effectively replace all prior signage
approvals.
3. Eleven directional signs were approved with Resolution 19, 2009. Please indicate
in the narrative why only six directional signs are proposed to be modified at this
time. Explain whether the remaining signs are planned to be removed or remain
as -is.
4. The narrative states that the purpose of this amendment is to improve the
functionality and safety of the signage on site. Staff suggests relocating ground
sign #2 and/or ground sign #6, as well as relocating or adding directional signage
within the site for vehicles entering from Burns Road to improve wayfinding to
the emergency room entrance. (Police, Fire)

5. Please provide a separate table in the narrative to compare the previously
approved waivers with the proposed waivers for a comprehensive review of the
requested new and modified signage.
6. The proposed design of the directional signage does not meet the intent and
purpose of the City's Code. Pursuant to Section 78-751, Sign, directional, on -
site means a sign conveying instructions, but no advertising, with respect to the
premises on which it is located. As such, Staff does not support the name and logo
on the directional signs.
7. It appears that the embossed dimple pattern on the base of the ground signs and
directional signs is being removed. Please clarify. Due to the limitation of space
for landscaping around the signs, the signs should be enhanced with elements
such as a textured base, an alternate material for the base, a decorative cap along
the top, enhanced illumination, and increased depth dimension of routed letters,
etc.
8. Waiver criteria #4 and #5 do not identify adequate justification for the requested
waivers. Existing conditions of the site do not justify new waiver requests.
9. Please clarify the height of the "emergency" letters on the ground and directional
signage. It appears that the size of the emergency/red portion of the signs has
decreased in size from the previous approval.
Narrative
1o. In the narrative, please revise the adjacent zoning designation of Sandalwood
Estates from General Commercial (CG-1) to Residential Medium (RM).
11. In the waiver summary table under the code section column, please identify each
sign type according to Table 24.
12. In the waiver summary table, request #5 references the incorrect Code Section
and requirement. Please revise to reflect Code Section 78-285 Table 24, which
allows one principal tenant sign per building.
13. In the waiver summary table, request #6 relates to wall sign #15, which exceeds
the maximum allowed copy area of go square feet. Please revise the waiver request
to reference the requested copy area.
14. In the waiver summary table, requests #7 and #8 are not consistent with the
corresponding descriptions below the table.
Master Signage Program
15. Throughout the Master Signage Program, correct all spelling errors, missing
page numbers, and overlapping page numbers. Please revise.

16.On page 3 of the Master Signage Program, please refine the key map to depict the
exact locations of each ground sign and directional sign.
17. On page 3 of the Master Signage Program, please specify that the "removed sign"
is the existing monument sign in front of the medical office building.
18.On page 4 of the Master Signage Program, please specify the red color that is
being used for all "emergency" signage.
19. On page 4 of the Master Signage Program, it is unclear what color Pantone 7540C
is. Please clarify and indicate that it will be for the text only.
20.On page 4 of the Master Signage Program, please replace Pantone 128C, Pantone
7739C, and Pantone 7542C with the proposed logo.
21. On page 4 of the Master Signage Program, please include the type of illumination
allowed for each sign type.
Ground Signs
22. Please provide the overall dimensions, including the base, for ground sign #1.
23. Please enhance the design of ground sign #1. The existing sign provides
individual channel letters.
24. Please provide the letter height and all dimensions for ground signs #4 and #5
25. Ground sign #6 depicts an existing bollard obstructing visibility of the sign.
Please address.
26. The proposed landscaping around each ground sign base is provided at a height
Of 12 inches and the ground sign base is proposed at a height of 15 inches. Please
address. Maintenance concerns or revise the landscape palette with lower ground
cover.
27. On the site plan, please provide the existing setback distance for all ground signs.
28. On the site plan, please depict the sight visibility triangles for all ground signs
pursuant to City Code Section 78-283(c). (Police)
Directional Signs
29. Directional sign #10 was previously approved via waiver at a height of 5 foot 3
inches. The proposed sign is now being reduced to 5 feet. Please explain.

30.Directional Signs #8, #9, #11, #12 and #13 were approved at 4 feet. The proposed
signs are now being increased to 5 feet 4 inches. Please explain.
31. Please clarify the proposed design intent of the "digital prints" for the faces of the
directional signs. The approved signs provided reflective vinyl copy.
Wall Signs
32. Please provide the total copy area for wall sign #14.
33• Please provide the dimensions for the logo and letter height on the sign detail for
wall signs #15 and #16, as indicated on the elevations.
34• Please reference the hospital or medical office building for each wall sign.
Forestry
35.On Sheet LA-2, the proposed landscaping in front of ground sign #1 conflict with
the drainage retention area. Please adjust the landscaping appropriately.
36. On Sheets LA-3 through LA-5, please show any existing vegetation that is
proposed to be removed or remaining within 10 feet of the signage pursuant to
Code Section 78-305 (c)(5)(h).
37. Please provide a key map on each landscape sheet.
Police Department
38. Staff does not support the alteration of the lettering size for the word
"emergency" on all newly proposed/revised signs. Please revise the height to the
original size to ensure wayfinding is not compromised.

Draft Conditions of Approval
1. Prior to the issuance of the Certificate of Completion an inspection is required by
the Development Compliance Division. (Planning and Zoning)
2. Separate sign permits shall be required for all proposed signage and shall comply
with the approved Master Signage Program and or City Code Section 78-285, as
applicable. (Planning and Zoning)
The Applicant shall provide a written response to all comments,
indicating how each comment has been addressed and/or
acknowledgement of each comment. Compliance will expedite the
subsequent review. It is suggested that the applicant clearly identify all
changes to the plans by either "clouding", or highlighting, the location of
all changes to further expedite the review.
City staff reserves the right to make additional comments throughout the
review process.
