PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Vice Mayor Woods, Councilmember Tinsley, Councilmember Premuroso, 10 Councilmember Middleton. 11 ABSENT: Mayor Reed. 12 III. ADDITIONS, DELETIONS, MODIFICATIONS 13 None. 14 IV.ANNOUNCEMENTS AND PRESENTATIONS 15 a. FY 2022 ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR). 16 Finance Administrator, Arienne Panczak introduced Hermes Garzon, Audit Manager at 17 Marcum LLP, who presented highlights from the City's annual comprehensive financial report 18 for fiscal year ending September 30, 2022. 19 Vice Mayor Woods asked for a moment of silence to remember the passing of Palm Beach 20 Gardens Police Officer William S. Mathews, age 31, ID #117, for his dedicated service to the 21 City, who was killed in the line of duty on Friday, July 13, 1979 . 22 b. UPDATE ON "THE NEST" PAR 3 GOLF COURSE AT SANDHILL CRANE. 23 General Manager, Casey Mitchell announced the addition of "The Nest" Par 3 Golf Course 24 at Sandhill Crane Golf Club commenced operations when its driving range opened on July 12. 25 The golf course is scheduled to open on August 9. For the summer season, it will be closed on 26 Mondays and Tuesdays. Once season begins, The Nest will be open seven days a week. Hours 27 of operation Wednesday through Sunday will be 9:00 a.m. until the last ball is sold at 7:30 p.m. 28 The last call for food and beverage service will be at 8:00 p.m., and the facilities will close at 29 8:30pm. Food and beverage service will start at 9:00 a.m. on Saturdays and Sundays. During 30 the week, food and beverage will be "grab and go" from 9:00 a.m. to 3:00 p.m. Full service 31 from the cafe will begin at 3 :00 p.m. Discussion ensued. 32 V. COMMENTS FROM THE PUBLIC 33 None. 34 VI. CITY MANAGER REPORT 35 City Manager, Ron Ferris referenced his June 7 memo (attached) and individual meetings 36 with Councilmembers, reporting the City's project to build pickleball courts in Oak Park has 3 7 been moved to Lilac Park. The soccer field at Lilac Park is being underutilized and is considered 38 a preferred location due to the sound level of playing pickleball being disruptive in nature in 39 residential areas. Twenty-four pickleball courts, shade structures, an entry road, and additional 40 parking will be constructed within the approved budget. Construction will begin at the end of 41 July. Anticipated completion of the project will be at the end of this year, if not sooner. 42 Discussion ensued. 43 VII. CONSENT AGENDA 44 a. Given serious consideration to the current disruptive nature of pickleball play in residential areas, I have decided to relocate the pickleball courts, bathrooms, lighting, and parking lot expansion proposed for Oak Park to Lilac Park soccer field. The soccer field at Lilac Park is the least desirable and least utilized soccer field in our Inventory, and the YAA rarely needs use of the field. Lilac Park currently has bathroom facilities, and the soccer field has athletic field lighting, more than enough for pickleball. Not only can we relocate the proposed 12 courts from Oak Park, but we can add 12 more courts for a total of 24 for the budgeted amount. We will design an entry from Lilac and increase parking on site. Stepp, Deputy City Manager $ FROM: Charlotte Presensky, CPRE, Leisure Services Administrator d SUBJECT: Pickleball Site Considerations DATE: June 7, 2023 Background: In the initial planning of the pickleball project, the recommended site location was Oaks Park. At the time, this site was selected due to the number of underdeveloped amenities within the park and the amount of land available to build up to twelve (12) courts. During the planning stage, staff received minimal feedback. Of the feedback received, there was an equal amount of supportive and opposing considerations. The Deputy City Manager and I met three (3) members of the public at the park to discuss the impact. Current Considerations : Since the initial site planning of the courts , staff has considered additional locations that might be more favorable given new insight on the impact of such facilities. Nationally, some communities have slowed the installation of courts near residential developments due to complaints of noise. Researching news articles and information found through the National Recreation and Parks Association database, the following aspects of pickleball could explain the nature of the complaints: • Although not generally higher sound levels, a pickleball striking a paddle does create an unusual pitch/sound that is not normal to the human ear such as a tennis ball hitting a racquet. • Unlike the quiet of tennis, pickleball is a social support, and groups of players tend to be louder. • The number of players gathering together to play pickleball is more than those playing tennis. On average, two (2) tennis courts (8 players) can equal four (4) pickleball courts (12 players). Recommendation : Based upon the additional information reflected above, staff recommends that the installation of pickleball courts be moved to Lilac Park for the following reasons : • The park is not in close proximity to residential homes thus reducing possible noise complaints. • The location has enough space to build up to twenty-four (24) courts in one location at the same cost as the estimate for the Oaks Park location . Utilities, bathrooms, and lighting currently exist on the Lilac site. • The layout for the Oaks Park site would have required the removal of oak trees. • One central location of pickleball courts allows for ease of staff monitoring and the ability to host public tournaments.
