I. CALL TO ORDER
The regular meeting was called to order at 6:00 p.m. by Chair Hansen.
II. PLEDGE OF ALLEGIANCE

Members Present:
Chair Randolph Hansen, Vice Chair Timothy Coppage, Erez Sela, Christopher Oftedal, Robert
Savel, Zachary Seth Mansfield, and Charles Millar.
Members Absent: None.
Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley;
Assistant Planning and Zoning Director, Joann Skaria; Planning Manager, Martin Fitts; Planner, John
Stout.

VI. APPROVAL OF MINUTES
Board Member Savel made a motion to approve the June 13, 2023, meeting minutes.
Board Member Mansfield seconded.
Motion passed 7-0.

1. Recommendation to City Council (Public Hearing)
ANNX-23-05-0001 - Voluntary Annexation of 2.48 acres at 11309 Ellison Wilson Rd
A request from Seija Regelmann for a Voluntary Annexation of 2.48 acres located on the west side
of Ellison Wilson Road approximately 0.16 miles south of the intersection of PGA Boulevard and
Ellison Wilson Road.
Chair Hansen opened the public hearing.
Petitioner presentation: George Gentile, 2GHO.
Staff presentation: None.
Staff recommended approval ofANNX-23-05-0001 - Voluntary Annexation of 2.48 acres at 11309
Ellison Wilson Road.
Public comment: None.
Chair Hansen closed the public hearing.
Chair Hansen brought the item back for discussion. Discussion ensued.
Board Member Millar made a motion to recommend to City Council ANNX-23-05-0001 -
Voluntary Annexation of 2.48 acres at 11309 Ellison Wilson Road.
Board Member Savel seconded.

5 CPSS-21-08-000018 - Northlake 20, LLC (Vintage Oaks) requests a small-scale future land
6 use map amendment from Rural Residential and Commercial to Residential Medium for
7 approximately 17.89 acres at Rustic Lakes
8 A request from Northlake 20, LLC for a Small -Scale Comprehensive Plan Map Amendment to
9 change the land -use designation for approximately 17.89 acres from Rural Residential (RR) and
10 Commercial (C) to Residential Medium (RM). The property subject to this Map Amendment is
11 located on the southwest corner of the intersection of Northlake Boulevard and 112th Terrace
12 approximately 1.0 mile east of Coconut Boulevard.
13 3. Recommendation to City Council (Public Hearing) - QUASI-JUDICIAL HEARING
14 PPUD-21-08-000064 - Northlake 20 LLC (Vintage Oaks) requests a PUD rezoning with site
15 plan approval for proposed 111 Townhomes at Rustic Lakes
16 A request from Northlake 20, LLC to rezone approximately 8.06 acres of Agricultural Residential
17 (AR) and approximately 9.83 acres of Planned Unit Development (PUD) overlay with an
18 underlying zoning designation of Professional Office (PO) such that all 17.89 acres, more or less,
19 will be zoned PUD overlay with an underlying zoning designation of Residential Medium (RM)
20 with Site Plan approval to allow for the development of I I I twnhomes. The subject property is
21 located on the southwest corner of the intersection of Northlake Boulevard and 112th Terrace
22 approximately 1.0 mile east of Coconut Boulevard.
23 Chair Hansen asked for ex parte communication for Item 3.
24 All Board Members declared ex parte communication for having met with the applicant and staff
25 during separate agenda review meetings.

8 Board Member Oftedal made a motion to recommend to City Council PPUD-21-08-000064 -
9 Northlake 20 LLC (Vintage Oaks) requests a PUD rezoning with site plan approval for proposed
10 111 Townhomes at Rustic Lakes.
11 Board Member Mansfield seconded.
12 City Attorney R. Max Lohman stated all comments from the combined presentation were
13 incorporated into Item 3 as well.
14 Motion passed 7-0.
15 4. Recommendation to City Council (Public Hearing) - QUASI-JUDICIAL HEARING
16 PUDA-23-02-000086 - Donald Ross Village requests a PUD Amendment for a new 7,000 SF
17 two-story professional office building within the existing outparcel
18 A request for a Planned Unit Development (PUD) Amendment to construct a new 7,000-square-
19 foot office building with associated parking lot modifications and landscaping within the Donald
20 Ross Village PUD. The Donald Ross Village PUD is located on the south side of Donald Ross
21 Road and bound by Central Boulevard on the west and North Military Trail on the east.
22 Chair Hansen asked for ex parte communication for Item 4 PUDA-23-02-000086.
23 All Board Members declared ex parte communication for having met with the applicant and staff
24 during separate previous agenda review meetings for the June 11, 2023, Planning, Zoning and
25 Appeals Board meeting.
26 Chair Hansen opened the public hearing.
27 Assistant Planning and Zoning Director, Joann Skaria explained there are no changes to the
28 project. However, staff did realize a public notice error with the previous public hearing on June
29 11, 2023. The petition has been properly advertised for this public hearing. The applicant is present
30 should a presentation be needed or if any members of the public would like additional information.
31 Staff recommended approval of PUDA-23-02-000086 - Donald Ross Village requests a PUD
32 Amendment for a new 7,000 SF two-story professional office building within the existing
33 outparcel.
34 City Attorney, R. Max Lohman stated that after inquiring if there's anyone from the public
35 wishing to speak on this item or the Board would like to hear the presentation from the applicant
36 and staff again, the public hearing could be closed.
37 Petitioner presentation: None.
38 Staff presentation: None.
39 Public comment: None.
40 Chair Hansen closed the public hearing.
41 Chair Hansen brought the item back for discussion. No discussion.
42 City Attorney, R. Max Lohman stated the previous presentation is being incorporated into this
43 public hearing as it was an advertising issue and an opportunity had to be given to the public to hear
44 it tonight.
