WORKFORCE HOUSING PROGRAM. 17 Assistant Director of Planning and Zoning, Joann Skaria presented a recap of the City's 18 Community Development Block Grant CARES Act Program and provided an overview of the 19 City's proposed concepts for the Workforce Housing Program, aiding in single-and multi-family 20 property rehabilitation as well as offering purchasing and rental housing assistance to qualified 21 employees. 22 V. COMMENTS FROM THE PUBLIC 23 Joey Eichner, PGA Corridor Association, Inc., 4440 PGA Boulevard, Suite 600, Palm Beach 24 Gardens, Florida 33410. 25 VI. CITY MANAGER REPORT 26 City Manager, Ron Ferris reported the City has been in contact with the City of Crystal River, 27 which sustained severe damage caused by Hurricane Idalia. Employees from the Community 28 Services Department went to Crystal River today to assess their request for assistance. On 29 Wednesday, September 6, 2023, designated staff and appropriate equipment is being deployed 30 to Crystal River for three to four days to help in removing debris. This assistance is covered by 31 the Federal Emergency Management Agency (FEMA). Photos were presented showing the 32 construction progress being made on the pickleball courts at Lilac Park. Leisure Services 33 Administrator, Charlotte Presensky was recognized for being sworn in as the President of the 34 Florida Recreation and Parks Association (FRP A). Public Media Relations Director, Candice 35 Temple was honored for being elected President of the Florida Municipal Communicators 36 Association (FMCA). Purchasing and Contracts Director, Km! Ra was recognized for 3 7 winning the Engaging Local Government Leaders A ward (ELGL) for City Hall Selfie Day. 38 Human Resources Administrator, Sheryl Stewart presented the City's Recruitment Video, 39 which was produced exclusively in-house and incorporated staff from all City departments. 40 VII. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM BEACH 32 GARDENS, FLORIDA, ADOPTING THE BUDGET FOR THE CITY OF PALM BEACH 33 GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2023, AND ENDING 34 SEPTEMBER 30, 2024; PROVIDING A CONFLICTS CLAUSE AND A SEVERABILITY 35 CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 36 Mayor Reed opened the Public Hearing for Ordinance 11, 2023. 37 City Manager, Ron Ferris presented the Budget Update Video produced in-house, featuring 38 Finance Administrator, Arienne Panczak. 39 Petitioner presentation: None. 40 Staff presentation: Finance Administrator, Arienne Panczak. 41 Staff recommended approval of Ordinance 11, 2023 on 1st reading. 42 Public comment: Maria Marino, 3 Carrick Road, Palm Beach Gardens, Florida 33418; Victor 43 Martin, 8896 Oldham Way, Palm Beach Gardens, Florida 33412. 44 Mayor Reed closed the Public Hearing. 45 Councilmember Middleton made a motion that the City of Palm Beach Gardens adopt a 46 proposed operating and total millage rate of 5.1700 mills, which is greater than the rolled-back 47 rate of 4.7456 by 8.94%. 48 Vice Mayor Woods seconded. 49 Mayor Reed brought the item back for discussion. CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 09-05-23 PAGE 2 1 Councilmember Middleton made a motion to approve Ordinance 11, 2023 on first reading, 2 adopting a budget for fiscal year 2023/2024. 3 Vice Mayor Woods seconded. 4 Motion passed 5-0. 5 City Attorney, R. Max Lohman announced the second budget hearing will be held in City 6 Council Chambers on September 19, 2023, at 6:00 p.m. 7 Mayor Reed read the following into the record: 8 During the August 3rd City Council meeting, Ordinance 14 and Ordinance 15 were a combined 9 presentation. Since Ordinance 15 is quasi-judicial, we will declare ex-parte again at this time. 10 Councilmember Tinsley recused herself from the dais for Ordinance 14, 2023, Ordinance 15, 11 2023, companion Resolution 48, 2023, and filled out Form 8B. The company her husband works 12 for is the agent, engineer, and surveyor for the applicant. 13 Mayor Reed asked for ex parte communication. 14 Councilmember Premuroso indicated same as first reading with additional email 15 communication from residents of Bay Hill. 16 Mayor Reed indicated same as first reading with some emails from residents. 17 Mayor Reed read the following into the record: 18 The Clerk will read the titles separately for each and there will be a separate vote for Ordinance 19 14 and for Ordinance 15 on 2nd reading. If there are no presentations needed for either item, 20 the presentations and all testimony heard at the August 3rd meeting will remain for each item 21 in the official records. Ordinance 15, 2023 does have companion Resolution 48, 2023 and will 22 be presented separately. Ex-parte will be declared, and the Resolution will be voted on 23 separately. 24 The City Clerk read Ordinance 14, 2023 by title and informed the public there is a sign-in sheet 25 at the front table for anyone wanting additional information from the Florida Department of 26 Economic Opportunity. 27 b. ORDINANCE 14, 2023 -(2ND READING AND ADOPTION) SMALL-SCALE FUTURE 28 LAND USE AMENDMENT. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF 29 PALM BEACH GARDENS, FLORIDA, ADOPTING A SMALL-SCALE AMENDMENT TO 30 ITS COMPREHENSIVE PLAN FUTURE LAND USE MAP IN ACCORDANCE WITH THE 31 MANDATES SET FORTH IN CHAPTER 163, FLORIDA STATUTES, SPECIFICALLY 32 SECTION 163.3187, ET SEQ., FLORIDA STATUTES, PURSUANT TO APPLICATION 33 NO. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 25 Mayor Reed provided research highlighting the importance and value of public education. She 26 requested Councilmembers to approve asking the City Manager to research and develop 27 criteria for an annual $5,000.00 contribution to one of the eight public schools in Palm Beach 28 Gardens on a rotating yearly basis . Discussion ensued. 29 Councilmembers agreed. 30 Mayor Reed shared that former Councilmember Rachelle Litt has requested support for the 31 12th Annual Senator Philip D. Lewis Center Luncheon on September 29, 2023. The Council 32 has previously sponsored this event, which benefits the Palm Beach County Homeless 33 Coalition. Mayor Reed proposed donating $1,750.00 for a table at the luncheon. Discussion 34 ensued. 35 Councilmembers agreed. 36 XI.
