6 I. CALL TO ORDER
7 The regular meeting was called to order at 6:03 p.m. by Chair Tim Frohlin�.
8 II. PLEDGE OF ALLEGIANCE

10 PRESENT: Chair Tim Frohling, Jim Amsler, Howard Nass, Arnie Schneider, William Sonnenreich,
11 Tory Buckley (First Alternate sitting for former member William Olsen).
12 ABSENT: Scott Smith.
13 ALSO PRESENT: Council Liaison, Councilmember Marcie Tinsley; Recreation Director, Staff
14 Liaison Tim Kasher, Operations Manager Justin Lucas. Operations Coordinator Laura Schuppert.
15 IV. ADDITIONS. DELETIONS. AND MODIFICATIONS

17 V. APPROVAL OF MINUTES
18 Tory Buckley made a motion for approval of the January 24, 2011 minutes.
19 Amie Schneider seconded.
20 Motion passed 6 -0.
21 VI. ITEMS BY STAFF LIAISON
22 1. New Liaison — Staff Changes
23 Staff Liaison Tim Kasher explained the Parks and Recreation reorganization and assignments.
24 VII. OLD BUSINESS
25 1. City Park Master Planning
26 Staff Liaison Tim Kasher presented background on City Park and introduced Tennis Center Operations
27 Coordinator Laura Schuppert who gave a presentation on the tennis courts, clubhouse and surrounding
28 area. Discussion ensued.
29 VIII. NEW BUSINESS
30 1. No Smoking Zones in Public Parks
31 Staff Liaison Tim Kasher presented information on no smoking zones in public parks. Discussion
32 ensued.
33 2. Parks and Recreation Ordinance Changes
34 Staff Liaison Tim Kasher presented a draft of a new Parks and Recreation Ordinance for the board's
35 consideration. Discussion ensued.
36 William Sonnenreich made a motion that the city attorney provide the necessary data explaining the
37 changes to the city code that was presented to the Parks and Recreation Advisory Board with the prior
38 code and the changes in one document by e -mail or disc. Addition to motion: The city attorney provide
39 full documentation of the changes requested to be made to the City code.
40 William Sonnenreich withdrew his motion.
41 Discussion ensued.

46 Presented by: Recreation Director Tim Kasher.

Tory Buckley made a motion to adjourn.
William Sonnenreich seconded.
The meeting adjourned at 7:35 p.m.
