PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Reed, Vice Mayor Woods, Councilmember Tinsley, Councilmember 10 Premuroso, Councilmember Middleton. 11 ABSENT: None. 12 III. ADDITIONS, DELETIONS, MODIFICATIONS 13 None. 14 IV.ANNOUNCEMENTS AND PRESENTATIONS 15 a. MARSH POINTE ELEMENTARY SCHOOL CHECK PRESENTATION. 16 Councilmembers presented a check for $5,000.00 to Ryan Scott, Principal of Marsh Pointe 17 Elementary School. In support of public education, Councilmembers approved a $5,000.00 18 donation each year to one of the City's public schools. So that all schools would benefit, a 19 drawing of names was held on November 2, 2023. Marsh Pointe Elementary School was the 20 name drawn to receive the City's 2023/2024 contribution. 21 b. HUMAN TRAFFICKING PREVENTION MONTH PRESENTATION. 22 Susan Glabman, representing the National Council of Jewish Women-Palm Beach, provided 23 a presentation on human trafficking prevention. 24 V. COMMENTS FROM THE PUBLIC 25 Ramona Bean, 5439 Cicada Way, Palm Beach Gardens, Florida 33418. 26 VI. CITY MANAGER REPORT 27 City Manager, Ron Ferris reported the Gardens GreenMarket will be celebrating its 22 nd 28 Anniversary on Sunday, January 14, 2024. A WPBF (Channel 25) news video, featuring 29 Leisure Services Administrator, Charlotte Presensky. showcased the GreenMarket's fresh 30 fruits and vegetables, arts and crafts, and wide assortment of other vendors. The Gardens 31 GreenMarket is open every Sunday year-round from 8:00 a.m. to 1 :00 p.m. The ribbon cutting 32 ceremony for the pickleball courts at Lilac Park will be held on Friday, January 12, 2024, at 33 10:30 a.m. The construction took five months and cost approximately $1.1 million. A total of 34 approximately 200 passes have already been sold. 35 VII. CONSENT AGENDA 36 a. APPROVE MINUTES FROM THE DECEMBER 6, 2023, CITY COUNCIL MEETING . 37 b. RESOLUTION 4, 2024 -PALM BEACH COUNTY SUPERVISOR OF ELECTIONS 38 AGREEMENT. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH 39 GARDENS, FLORIDA, AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT 40 BETWEEN THE CITY OF PALM BEACH GARDENS AND THE PALM BEACH COUNTY 41 SUPERVISOR OF ELECTIONS OFFICE FOR VOTE PROCESSING EQUIPMENT USE 42 AND ELECTION SERVICES; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER 43 PURPOSES. 44 c. PROCLAMATION -ARBOR DAY. 45 d. PROCLAMATION -COMMUNITY RISK REDUCTION WEEK. 46 e. PROCLAMATION-HUMAN TRAFFICKING PREVENTION MONTH. 47 f. PUBLIC HEARINGS: (*Designates Quasi-Judicial Hearing) 6 Those preparing to give testimony were sworn in. 7 The City Clerk read Ordinance 30, 2023 by title. 8 a. *ORDINANCE 30, 2023 -(2ND READING AND ADOPTION) REQUEST FOR 9 VOLUNTARY ANNEXATION. No changes since first reading. 29 Staff recommended approval of Ordinance 30, 2023 on second reading and adoption. 30 Public Comment: None. 31 Mayor Reed closed the Public Hearing. 32 Councilmember Tinsley made a motion to approve Ordinance 30, 2023 on second reading and 33 adoption. 34 Councilmember Premuroso seconded. 35 Mayor Reed brought the item back for discussion. No discussion. 36 Motion passed 5-0. 37 The City Clerk read Ordinance 1, 2024 by title. 38 b. ORDINANCE 1, 2024 -(1 5T READING) TEXT AMENDMENT TO THE FUTURE LAND 39 USE ELEMENT OF THE TRANSIT-ORIENTED DEVELOPMENT (TOD) DISTRICT. AN 40 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 41 FLORIDA, APPROVING A TEXT AMENDMENT TO THE FUTURE LAND USE ELEMENT 42 OF THE CITY'S COMPREHENSIVE LAND USE PLAN TO MODIFY POLICY 1.3.9.3. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: 32 Councilmember Tinsley wished everyone a Happy New Year . 33 Mayor Reed discussed her flight to Tallahassee with City Attorney, R. Max Lohman to 34 represent the City of Palm Beach Gardens before the Florida House of Representatives and 35 Florida Senate. Due to inclement weather, their flight was diverted to Orlando, and then they 36 drove to the State Capital. 37 XI. CITY ATTORNEY REPORT 38 City Attorney, R.
