PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Reed , Vice Mayor Woods , Councilmember Tin sle y , Councilmember 10 Premuroso , Councilmember Middleton . 11 ABSENT: None. 12 III. ADDITIONS, DELETIONS, MODIFICATIONS 13 Vice Mayor Woods expressed appreciation to Mayor Reed and City Attorney, R. Max 14 Lohman for their representation of the City in speaking with legislators at the Florida State 15 Capitol. He reque sted item XI. City Attorney Report to precede item IV. Announcements and 16 Presentations. 17 Mayor Reed remarked that she and City Attorney, R. Max Lohman have traveled to the 18 Capitol to give Palm Beach Gardens a voice at the State Senate and Hous e of Representatives. 19 She was able to give supportive testimony to the mobility bill that address es local government 20 impact fees. It would allow developers to be charged only once for impact fees rather than twice , 21 which is the current practice. The mobility bill ha s proceeded well in the House of 22 Representatives and will soon be heard on the floor. In the Senate , the mobility bill has one 23 more committee to get through before being heard on th e floor. 24 City Attorney, R. Max Lohman mentioned meetings with committees went reall y well , and 25 Mayor Reed did a great job representing the City in her testimony. The mobility bill would 26 authorize developers to pay only one impact fee rather than paying two : one for the City and 27 one for the County. Collaboration would take place between governing parties to divide that 2 8 fee. 29 IV.ANNOUNCEMENTS AND PRESENTATIONS 30 a . 2023 MAYOR'S VETERANS GOLF CLASSIC CHECK PRESENTATION TO THE WEST 31 PALM BEACH VA RESOURCE CENTER. 32 Head Golf Professional, Michael Armit presented the 2023 Mayor 's Veterans Golf Classic 33 check in the amount of $79 ,369.20 to the West Palm Beach VA Resource Center. Dr. Ronald 34 Williams , Chief of Staff, and Karen Abbott , Homeless Veterans Program Manager, explained 35 how the donation assists local veterans and expressed appreciation to the City. Appreciation was given to Birdie Sponsors , Breakfast and Lunch 40 Sponsors , Beverage Sponsors as well as City Council , Administration , playing participants , 41 Palm Beach Gardens High School Choir, Palm Beach Gardens Fire Rescue and Honor Guard , 42 local businesses , organizations , sponsors , volunteers , and staff. 43 b. 2023 GOLF CHARITY INITIATIVE UPDATE . 44 A video presentation was shown featuring Golf General Manager, Casey Mitchell , delivering 45 an update on the 2023 Golf Par 3 Charity Initiative. Since its inception in 2016 through 46 December 20 23, a total of $160 ,460 has been raised for local charities. 47 V. CITY MANAGER REPORT 2 City Manager, Ron Ferris reported on the success of Public Safety Day , which occurred on 3 Saturday , January 20. A video produced by Multimedia Communications Manager, David 4 Williams was presented showing an overview of all the activities and demonstrations for the 5 community. The United States Tennis Association 's (USTA) Les Grandes Dames Women 's 6 Tennis Tournament occurred on January 23-2 7, 2024 , at the Tennis and Pickleball Center. This 7 is the City 's seventh year hosting this event featuring singles and doubles and had 87 8 participants representing 15 states and six Canadians with age divisions ranging from 30-80 9 years old. He introduced Fire Chief, Keith Bryer who presented the Fire Rescue Department 's 10 accomplishment of achieving the Insurance Services Office (ISO) rating of the Public 11 Protection Classification (PPC) Class 1. The ISO is an insurance advisory organization that 12 provides statistical and actuarial information to insurance companies. A PPC Class 1 represents 13 superior property fire protection. In September 2023 , Fire Rescue was re -evaluated and received 14 a Class 1 PPC , which will go into effect on May 1, 2024 . The Fire Rescue Command Staff were 15 recognized with a standing ovation for their successful hard work. ITEMS FOR COUNCIL ACTION/DISCUSSION AND IT EMS OF INTEREST: 12 Councilmember Tinsley expressed concern about the County 's pilot program to test smart 13 traffic signals on Hood Road and over the railroad crossings. When a pilot program was 14 launched on Northlake Boulevard , it proved troublesome and caused traffic congestion. She 15 also noted staff are working diligently now to obtain quiet zones for railroad crossings in the 16 City. As traffic is flowing quite we ll , she requested Counci lm embers' consensus to direct staff 17 to write a letter to the County Engineer requesting the County's pilot program be moved to 18 another municipality. 19 City Manager, Ron Ferris suggested inviting County Engineer , David Ricks to a City Counci l 20 meeting to explain the smait traffic signaling system to Councilmembers and why Hood Road 21 was chosen. He will contact the offices of County Commiss ioner Maria Marino , County 22 Administrator, Verdenia Baker, and County Engineer, David Ricks. Discussion ens ued . 23 Councilmembers agreed to extend the invitation. 24 Councilmember Premuroso extended condo lences on the passing of Eli zabeth Sither and 25 appreciate d her dedicated work for the City. 26 XI.
