6 I. CALL TO ORDER
7 The regular meeting was called to order at 6:00 p.m. by Chair Hansen.
8 II. PLEDGE OF ALLEGIANCE

10 Members Present:
11 Chair Randolph Hansen, Vice Chair Charles Millar, Christopher Oftedal, Timothy Coppage,
12 Zachary Seth Mansfield, Robert Savel, and Linda Hess.
13 Members Absent: None.
14 Also Present: City Attorney, R. Max Lohman; Assistant Director of Planning and Zoning, Joann
15 Skaria; Planning Manager, Martin Fitts and Planner, Anne Bestland.
16 IV. ADDITIONS, DELETIONS, MODIFICATIONS
17 None.
18 V. REPORT BY DIRECTOR OF PLANNING AND ZONING: NATALIE CROWLEY
19 Assistant Director of Planning and Zoning, Joann Skaria reported the following items passed at
20 the March 7, 2024, City Council meeting: Ordinance 16, 2023 on second reading for the City -initiated
21 evaluation and appraisal review (EAR) comprehensive plan amendments; Ordinance 1, 2024 on
22 second reading and companion resolutions, Resolution 2, 2024 and Resolution 3, 2024, for the Mira
23 Flores development, including the comprehensive plan text amendment, planned community
24 development amendment for the regional center, and site plan for 362 multi -family units; Resolution
25 13, 2024 for the Panther National Clubhouse site plan.
26 VI. APPROVAL OF MINUTES
27 Board Member Savel made a motion to approve the February 6, 2024, meeting minutes.
28 Board Member Coppage seconded.
29 Motion passed 7-0.
30 Chair Hansen read the following into the record:
31 Comments from the public: Please submit a comment card to the Agenda Coordinator prior to the
32 commencement of the public hearing(s). You will be called to the podium where you will state
33 your full name and address and be given three (3) minutes to address the Board.
34 VII. PUBLIC HEARINGS
35 Those preparing to give testimony were sworn in.
36 1. Recommendation to City Council (Public Hearing) — QUASI-JUDICIAL HEARING
37 MISC-23-01-000153 - Christ Fellowship requests to modify the approved master signage
38 plan
39 A request by Christ Fellowship Church for a miscellaneous petition to modify and update the
40 approved Master Signage Program. Christ Fellowship Church is comprised of two (2) parcels
41 located on the north and south sides of Northlake Boulevard, approximately 0.75 miles west of
42 Military Trail.
43 Chair Hansen opened the public hearing.
44 Chair Hansen asked for ex parte communication for MISC-23-01-000153.
45 No ex parte communication declared.
46 Petitioner presentation: Zach Ciciera, Cotleur & Hearing.
47 Staff presentation: None.

Staff recommended approval of MISC-23-01-000153 - Christ Fellowship requests to modify the
approved master signage plan.
Public comment: None.
Chair Hansen closed the public hearing.
Chair Hansen brought the item back for discussion. Discussion ensued.
Board Member Coppage made a motion to recommend to City Council MISC-23-01-000153 -
Christ Fellowship requests to modify the approved master signage plan.
Board Member Mansfield seconded.
Motion passed 7-0.
VIII. OLD BUSINESS
None.
IX. NEW BUSINESS
Assistant Director of Planning and Zoning, Joann Skaria informed the Board that this was
Planner, Anne Besdand's first petition and her birthday as well and wished her a happy birthday.
