CALL TO ORDER 6 The regular meeting was called to order at 6:06 p.m. by Chair Michael Panczak. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: 10 Chair Michael Panczak, Joy Hecht, Roma Josephs, Douglas Pennell, Charles Hathaway, Howard 11 Rosenkranz, first alternate Robert Savel sitting for Vice Chair Randolph Hansen. 12 Members Absent: Randolph Hansen. 13 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. 14 Board Appointments: Chair and Vice Chair 15 Joy Hecht made a motion to re- appoint Michael Panczak as Chair. 16 Charles Hathaway seconded. 17 Motion passed 7 -0. 18 Roma Josephs made a motion to re- appoint Randolph Hansen as Vice Chair. 19 Joy Hecht seconded. 20 Motion passed 7 -0. 21 IV. Recommendation to City Council (Guasi-iudicial Hearing) 47 PPUD- 11-05- 000024: Rezoning from Residential Medium (RM) and General Commercial 48 (CG1) to General Commercial (CG1) with overlay zoning of Planned Unit Development 49 (PUD) and PUD approval for the 0.87 acre Gordon & Doner property located at 4114 50 Northlake Boulevard Page 1 I Rezoning from Residential Medium (RM) and General Commercial (CG1) to General 2 Commercial (CGI) with overlay zoning of Planned Unit Development (PUD) and PUD approval 3 for the 0.87 acre Gordon & Doner property located on the south side of Northlake Boulevard and 4 the west side of Sunset Drive and having a street address of 4114 NortWake Boulevard. 5 6 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 Approval of the PUD will allow the expansion of the existing three -story office building from 9,611 square feet by an additional 5,069 square feet and the addition of 17 parking spaces. Recommendation to City Council (Quasi-judicial Hearing) PUDA- 11 -05- 000029: Banyan Tree Planned Unit Development (PUD) Phase III A request by Palm Beach Community Bank for approval of an amendment to the Banyan Tree Planned Unit Development (PUD) to allow an additional monument sign at the southwest corner of the bank property in Phase III and to modify the approved landscape plan for areas within the bank parcel. The Banyan Tree PUD is approximately 12.64 acres and is generally located on the northwest and northeast corners of MacArthur Boulevard and Northlake Boulevard. The subject bank site is located at the southwest portion of Phase 111. Petitioners: Brian Chequis, Calvin Cearley, Palm Beach Community Bank. Staff Presentation: Planner, Martin Schneider. Motion passed 7 -0. 3. Recommendation to City Council (Quasi - judicial Hearing) PCDA- 11 -05- 000011: Downtown at the Gardens Planned Community Development (PCD) Amendment to revise the approved Master Sign Plan A request by Downtown at the Gardens Associates Ltd, for approval of a Planned Community Development (PCD) amendment to revise the approved master sign plan, to add new and modify existing directional, way - finding, and identity signage. Downtown at the Gardens is located north of Kyoto Gardens Drive, east of Alternate A 1 A, south of Gardens Parkway, and west of the Landmark and Gardens Pointe Developments. Petitioners: Donald Hearing, Cotleur & Hearing, Kevin Berman, Berman Enterprises. Staff Presentation: Planner, Martin Schneider. Chair Panczak opened the public hearing. Public comment: None. Chair Panczak closed the public hearing. Douglas Pennell made a motion to approve PCDA- 11 -05- 000011. Joy Hect seconded. Motion passed 5 -2 with Howard Rosenkranz and Robert Savel voting against.
