HomeMy WebLinkAboutMinutes Council 081502 WorkshopCITY OF PALM BEACH GARDENS CITY COUNCIL WORKSHOP MEETING August 15, 2002 The August 15, 2002 Workshop Meeting of the City Council of the City of Palm Beach Gardens, Florida, was called to order at 5:30 P.M. in the Council Chambers of the Municipal Complex located at 10500 North Military Trail, Palm Beach Gardens, Florida ROLL CALL: The City Clerk called the roll and the following elected officials were found to be in attendance: Mayor Jablin, Councilmember Clark, and Councilmember Russo. Vice Mayor Sabatello arrived before the next agenda item. Councilmember Delgado was absent during roll call but arrived later in the meeting. ANNOUNCEMENTS / PRESENTATIONS: Fiscal Year 2002 -2003 Proposed Budget — Finance Director Allan Owens announced that the accounting format had been changed to conform to GAAP - General Accepted Accounting Principles, and explained what items were included in the proposed budget document. Total of all funds was $60.8 million and a breakdown by fund was provided. Mr. Owens reviewed the General Fund revenues and proposed expenditures, and the proposed millage rate with its effect on homeowners and comparison with other communities. Other funds reviewed included Special Revenue Fund, Impact Fee funds, Capital Improvements, Enterprise Fund. Total projected revenue for next year was $1.3 million for the Golf course. Expenditures were reviewed by category. Additional presentations were announced: Community Information meeting August 22; and required public hearings on September 4 and September 18. Councilmember Russo objected to the proposed council contingency unless used for items such as hurricanes or disasters. Mr. Owens explained that the $300,000 was only for true emergencies, with which Councilmember Russo agreed. Councilmember Russo disagreed with the explanation of the TIPS program and requested further clarification. Councilmember Delgado joined the meeting. Councilmember Clark questioned the higher projected transfer for the golf course, which Mr. Owens responded not enough had been transferred in previous years. Discussion ensued. Staff was complimented on the proposed budget. The City Clerk's staff was complimented on the new computer system.
