Adjourn n 1._,J r -I-EACH GARDENS 4404 BURNS ROAD - PALM BEACH GARDENS, FLORIDA 33410 -4659 PARKS AND RECREATION ADVISORY BOARD MEETING MINUTES January 14, 2002 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Monday, January 14, 2002 at the Burns Road Community Center located at 4404 Burns Road, Palm Beach Gardens. The meeting was called to order at 7:00 p.m. Members present included: Jim Maynor, Bert Premuroso - Chairperson, MaryAnne Hedrick - Vice Chairperson, and alternate member, Wendy Walker. Staff present included: Brian McLaughlin, Assistant Director of Parks and Recreation, Jack Doughney, Assistant to City Manager, Justin Lucas, Athletic Coordinator, and Mike 0 Kelly, Parks Superintendent. Not Present: Members Charles Torrey, Mark Kenigsberg, Tory Buckley, Pam Sartory, and Phil Milton. Staff members Mayor Joe Russo and Sue Miller, Director of Parks and Recreation. A quorum was not present at this meeting, therefore, approval of the minutes for the two previous meetings held on November 13, 2001 and December 4, 2001 were unable to be approved and minutes were not taken for this meeting. I very much appreciate being selected to serve on this board; however, I have many concerns as both an employee of the City of Palm Beach Gardens and a resident of this city as to the effectiveness of this advisory board. I have participated at -board meetings over the last six months and. to my knowledge nothing has been accomplished that adds any value to the department that this board advises. I believe that this board has the ability to make a huge impact to our parks and our recreation programs and I hope very much that this board will do that in the future. To make this happen you must have the proper direction from the city's government, solid and consistent information from city employees, and written guidelines that clearly state what this board can and is expected to do. At the last meeting I attended no one could tell me if an alternate member can vote or if they vote only in the absence of a regular member. I was given a one -page copy of articlesibylaws that state two duties of this board: make recommendations to the city council and hold regular meetings. We have been meeting every two to three weeks since September and no recommendations have been made yet. I would also like to state that you will have a difficult time retaining and recruiting new members to serve on this board if members are continued to be allowed to speak in a derogatory manner to other board members at meetings. I have served on many boards over the last 15 years and I have never been spoken to or witnessed board members speaking to each other in the manner in which Tory Buckley spoke to me at our last meeting on December 4, 2001. I would like to request that you either read my letter at your next meeting or distribute a copy of this letter in your next mailing. I have enjoyed working with most of the members of the last few months and I wish this board the best of luck with your future endeavors. Adjourn • PARKS AND RECREATION ADVISORY BOARD MEETING • MINUTES December 4, 2001 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, December 4, 2001, at the Burns Road Community Center - Art Gallery, located at 4404 Burns Road, Palm Beach Gardens. The meeting was called to order at 7:00 p.m. Members present included: Tory Buckley, Bert Premuroso, Wendy Walker, and Pam Sartory. Staff present included: Mayor Joe Russo, Sue Miller, Director of Parks and Recreation, and Jack Doughney, Assistant to City Manager. Not Present: Members Charles Torrey, Jim Maynor, Mary Anne Hedrick, Mark Kenigsberg, and Phil Milton. Adjourn • PARKS AND RECREATION ADVISORY BOARD MEETING MINUTES November 13, 2001 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, November 13, 2001, in the Burns Road Community center's Art Gallery. The meeting was called to order at 7:02p.m. Members present included: Charles Torrey, Mary Anne Hedrick, Tory Buckley, Mark Kenigsberg, Phil Milton, Bert Premuroso, Jim Maynor, Wendy Walker. Staff Present included; Jack Doughney - Assistant to City Manager; Sue Miller, Director of Parks and Recreation; Brian McLaughlin - Assistant Director of Parks /Recreation; Mike Kelly - Supervisor of Parks. APPROVAL OF THE MINUTES: On a motion by Jim Maynor, seconded by Mary Ann Hedrick, the minutes from the October 30, 2001 meeting of the Parks and Recreation Advisory Board were • approved as written. Il. MISCELLANEOUS ITEMS: The agenda was rearranged in order to accommodate the request by a local resident and city staff member to address the Board on their views concerning a dog park. Dog Park Discussion: Mark Hendrickson, City Forester, passed out information pertaining to a possible dog park. He requested the board's support in approaching the city council in changing the city code (Article 2, Section 14 — 33b) which would allow for dogs in designated portions of a city park. Discussion followed with regard to feasibility and possible locations. A motion to look into the possibility of using some property adjacent to the Seacoast property near Lilac Street and Plant Drive was made by Tory Buckley and seconded by Mary Ann Hedrick. The motion passed by a 5 -2 -1 vote. Those favoring the motion were Bert Premuroso, Mary Ann Hedrick, Tory Buckley, Charles Torrey and Wendy Walker. Those voting against the motion were Jim Maynor and Phil Milton. Mark Kenigsberg abstained. • • � V Bond Issue Update: • Discussion was held on how best to conduct a citizen survey of needs. Ideas submitted included using a telephone survey and face to face. Bert Premuroso stated that there will be more information on the survey and the bond at a later date. However, he requested that all board members and staff e -mail to him, prior to the next meeting, any questions they would like to see on a citizen survey. Golf Update: Staff explained that the new Cell Tower is up at the Golf Course and will generate approximately $24,000 annually for the course. Staff also discussed the financial status of the course, citing a slight downward collection of revenue based upon the weather, the road construction and the economic situation reflecting the events of September I I1h. Park Building Update: The park equipment storage building and the concession building at the roller hockey rinks should be open in mid January. III. ADJOURNMENT: The meeting was adjourned at 8:17pm.
