MINUTES
March 5, 2002
The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday,
March 5, 2002 at the Burns Road Community Center located at 4404 Burns Road, Palm
Beach Gardens. The meeting was called to order at 7:02 p.m.
Members present included: Jim Maynor, Mary Am1e Hedrick, Bert Premuroso, and
alternate member, Wendy Walker.
Staff present included: Brian McLaughlin, Assistant Director of Parks and Recreation,
Jack Doughney, Assistant to City Manager, Kathy Specker, Aquatics-Coordinator, and
Mike Kelly, Parks Superintendent,
Not Present: Members, Mark Kenigsberg, Tory Buckley, and Phil Milton.
Upon a motion by Jim Maynor, seconded by Mary Anne Hedrick, the board voted
unanimously to approve the minutes of the November 13, 2001 meeting.
A copy of the proposed survey for the bond referendum, along with changes to the survey
were presented for discussion and review. Upon a motion by Jim Maynor, and seconded
by Wendy Walker, the board voted unanimously to approve the survey along with the
proposed changes, and have the survey returned by May 15, 2002.
The board discussed the feasibility of assigning a specific date for the meetings and
decided to meet the I" Wednesday of each month.
Discussion was also held concerning the recent resignation by member Charles Torrey
(letter attached). Discussion was held on recruiting new board members.
Chairman Premuroso also stated he would request a letter of resignation from Mark
Kenigsberg.
The board further discussed the potential bond issue. Mr. Doughney stated that the
Count), would not participate in the development of the proposed district park, as they
• felt the), had fulfilled their obligation to the project by giving the land to the City.
• A request was made to include with the next mailing a copy of the timeline for
developing the district park that is part of the agreement between the City and the
County.
Chairman Premuroso also requested that members be prepared to discuss the distribution
of the survey at the next meeting, which will be held April 3, 2002 at the Burns Road
Community Center beginning at 7:00pm.
Upon a motion -by Jim Maynor and seconded by, Mary Anne Hedrick the meeting was
adjourned at 7:53pm.

Parks and Recreation Advisory Board
The City is currently seeking volunteers for membership on the Parks and Recreation Advisory Board. This Board
makes recommendations to the City Council concerning the visioning and strategic planning of the development of
parks and recreation facilities in the City. The term of office of each member of the Board is three years. Any
resident seeking appointment to the Parks and Recreation Advisory Board should contact the City Clerk's Office at
799 -4122 for an application.

I feel it is time for me to resign from the Parks and Recreation Advisory Board.
In the nearly five years I have been a board member we have accomplished nothing! With constant changes in direction
and general lack of support we were still at ground zero last time I looked. Further any suggestions I made were ignored
and it is clear that my interests were not of interest to the rest of the board, the P &R staff or the City Council. I have wasted
enough time.
I hope you and the board have better luck in the future.

• Section 2.04 The parties acknowledge that the City shall be entitled to construct the
Project in phases over time.
A. Phase I of the Project shall contain the following minimum improvements as
depicted on the Conceptual Master Plan:
1. Program Elements including Outdoor Amphitheater, Soccer Complex,
Group Picnic Area, and Upland Preserve.
2. Site Improvements including Outdoor Stage, 3 Restrooms, 3 Soccer
Fields, Bleachers, Shade Structures, 2 Group Shelters, Nature Trails
and Interpretive Signs. . .
3. Civil work, paving ,grading, and drainage including 300 paved parking
spaces.
4. Fencing, gates and /or other approved means of securing the
Premises and controlling access to the Project.
B. Phase 11 of the Project shall include the balance of the Project including the
following minimum improvements as depicted on the Conceptual Master Plan:
1 Program Elements including; Family Picnic Area and Court Complex.
2 Site improvements including; £3 family Picnic Shelters, Tot Lot with
Shade Structure, Restroonn, 6 Sand Volleyball_ Courts, 4 Basketball
Courts, 2 Racquetbaii Courts, 2 Roller Hockey Courts.
3. Civil work, paving, grading and drainage including 150 paved parking
spaces.
4. Fencing, gates and /or other means of securing access to the Project.
The parties acknowledge that the Approved Master Plan may differ from the Conceptual
Plan and the minimum improvements set forth above. In the event of such a conflict, the
Approved Master Plan shall control and this Interlocal shall be deemed amended to require
construction of the minimum Phase I and Phase II improvements in accordance with the
Approved Master Plan.
C. City shall construct the Project in accordance with the following schedule: /
1. Commencement of construction of Phase I of the Project within three
(3) years of the Closing.

Advisory Boards /Commissions /Committees
The City of Palm Beach Gardens has several boards, commissions and committees residents may
serve on as volunteers. The following is a list of the boards and a brief synopsis of their
responsibilities:
Art Advisory Committee: Meets as needed (minimum once per month) to screen submissions
of existing or commissionable works of art and makes recommendations to the City Council
which are in compliance with the Art in Public Places Ordinance.
Beautification & Environmental Committee: Meets at 5:30 p.m. on the 1 st Wednesday of each
month. This board makes recommendations to the City Council regarding the beautification and
maintenance of City property and the status of the environment throughout the City.
Education Advisory Board: Meets at 7:30 p.m. on the 2nd Wednesday of each month. This
board makes recommendations to the City Council concerning issues in support of city schools
and proposed educational legislation.
Planning & Zoning Commission: Meets regularly at 6:30 p.m. on the 2nd and 4th Tuesdays of
• each month. This board is vested with the jurisdiction of making formal recommendations to the
City Council on matters pertaining to land usage, and is responsible for considering all site and
appearance plans for new projects within the City. Planning and Zoning Commission members
also have responsibility for Zoning Board of Appeals matters such as variances.
Parks and Recreation Advisory Board: Meets quarterly, usually on a Tuesday, at 7:00 p.m.
This board makes recommendations to the Council concerning the development, operation,
maintenance, financing, etc. of recreational amenities /programs.
Pension Boards: Police, Firemen's and General Employees. These boards meet at various
times, usually once a month or once every 3 months, and make decisions regarding pension fund
investment portfolios and other pension management issues.
If you are willing to serve as a regular or alternate member of one or more of these boards, please
complete the attached application form and forward it to the City Clerk's Office, 10500 N.

General Regulations
The following regulations apply to all persons appointed to City boards, commissions and
committees, unless otherwise provided by law (in the text below, the term "boards" applies to
"boards, commissions and committees "):
• Members must be residents of the City of Palm Beach Gardens.
• No one may serve more than six consecutive years on a single board without City Council
approval.
• A member who is absent from three consecutive meetings will automatically be dismissed
from the board unless the chairperson of the board has excused the absence.
• A board member must file a Statement of Financial Interests for every year in which he /she
serves on a board unless the Florida Commission on Ethics has determined that the board is
solely advisory in nature.
• A member retiring from a board must provide written notice to the City Clerk.
• A member retiring from a board must return copies of City codes and other official material
to the City Clerk.
The opportunity for appointment to City boards occur from time to time as resignations take
place and annually as regular terms expire.
Applications for appointment may be obtained at any time during the year by contacting the City
Clerk's Office at 561 -799 -4122 or by inquiring in the City Clerk's office at City Hall, 10500 N.
Military Trail, Palm Beach Gardens, Florida 33410. Completed applications should be
forwarded to the City Clerk.
Applications are forwarded to the City Council for review and consideration as terms expire or
other vacancies occur.
Appointments are made during the course of a regularly scheduled Council meeting. Appointees
are notified in writing within a week of appointment.
Applications of persons not appointed to boards are kept on file for two (2) years for
consideration if a vacancy occurs at a later date.
