Adjourn • PARKS AND RECREATION ADVISORY BOARD MEETING MINUTES January 14, 2002 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Monday, January 14, 2002 at the Burns Road Community Center located at 4404 Burns Road, Palm Beach Gardens. The meeting was called to order at 7:00 p.m. Members present included: Jim Maynor, Bert Premuroso - Chairperson, MaryAnne Hedrick - Vice Chairperson, and alternate member, Wendy Walker. Amended 8112102: Tory Buckley informed the Chair of his absence. • Staff present included: Brian McLaughlin, Assistant Director of Parks and Recreation, Jack Doughney, Assistant to City Manager, Justin Lucas, Athletic Coordinator, and Mike Kelly, Parks Superintendent. Not Present: Members Charles Torrey, Mark Kenigsberg, Tory Buckley, Pam Sartory, and Phil Milton. Staff members Mayor Joe Russo and Sue Miller, Director of Parks and Recreation. A quorum was not present at this meeting, therefore, approval of the minutes for the two previous meetings held on November 13, 2001 and December 4, 2001 were unable to be approved and minutes were not taken for this meeting. The meeting was called to order at 7:00 p.m. Members present included: Wendy Walker, MaryAnne Hedrick, and Bert Premuroso. Amended: 8112102 Tory Buckley informed the Chair of his absence. Staff present included: Mayor Joe Russo, Brian McLaughlin, Assistant Director of Parks and Recreation, Jack Doughney, Assistant to City Manager, and Justin Lucas, Athletic Coordinator. PARKS AND RECREATION ADVISORY BOARD MEETING MINUTES March 5, 2002 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, March 5, 2002 at the Burns Road Community Center located at 4404 Burns Road, Palm Beach Gardens. The meeting was called to order at 7:02 p.m. Members present included: Jim Maynor, Mary Anne Hedrick, Bert Premuroso, and alternate member, Wendy Walker. Amended 8112102: Tory Buckley informed the Chair of his absence. Staff present included: Brian McLaughlin, Assistant Director of Parks and Recreation, • Jack Doughney, Assistant to City Manager, Kathy Specker, Aquatics Coordinator, and Mike Kelly, Parks Superintendent. Not Present: Members, Mark Kenigsberg, Tory Buckley, and Phil Milton. Upon a motion by Jim Maynor, seconded by Mary Anne Hedrick, the board voted unanimously to approve the minutes of the November 13, 2001 meeting. A copy of the proposed survey for the bond referendum, along with changes to the survey were presented for discussion and review. Upon a motion by Jim Maynor, and seconded by Wendy Walker, the board voted unanimously to approve the survey along with the proposed changes, and have the survey returned by May 15, 2002. The board discussed the feasibility of assigning a specific date for the meetings and decided to meet the 15` Wednesday of each month. Discussion was also held concerning the recent resignation by member Charles Torrey (letter attached). Discussion was held on recruiting new board members. Chairman Premuroso also stated he would request a letter of resignation from Mark Kenigsberg. \J • The board further discussed the potential bond issue. Mr. Doughney stated that the County would not participate in the development of the proposed district park, as they felt they had fulfilled their obligation to the project by giving the land to the City. A request was made to include with the next mailing a copy of the timeline for developing the district park that is part of the agreement between the City and the County. Chairman Premuroso also requested that members be prepared to discuss the distribution of the survey at the next meeting, which will be held April 3, 2002 at the Burns Road Community Center beginning at 7:00pm. The meeting was called to order at 7:10 p.m. Members present included: Mary Anne Hedrick, and alternate member, Wendy Walker. Amended 8112102: Tory Buckley informed the Chair of his absence. Staff present included: Councilperson Annie Delgado, Charlotte Presensky — Recreation Director, Jack Doughney — Community Services Administrator, and Mike Kelly — Parks • Director. Not Present: Members Mark Kenigsberg, Tory Buckley, Bert Premuroso, Jim Maynor, and Phil Milton. A quorum was not present at this meeting therefore, approval of the previous meeting minutes, dated March 5, 2002 were unable to be approved and minutes were not taken for this meeting. Directions to the Park: Military Trail to Holly Drive, east on Holly (past high school), to Plant Drive (church on corner), left on Plant Drive — Teen Center / Park on left. • • CONSULTANT SERVICES AUTHORIZATION City of Palm Beach Gardens Park Planning and Design Continuing Services DATE: July 25, 2002 Revised August 7, 2002 SERVICE AUTHORIZATION: 1 CITY PROJECT NO.: 2002 -022 PROJECT TITLE: EXISTING PARK IMPROVEMENTS INTRODUCTION The City of Palm Beach Gardens (the "City") entered into an agreement entitled Agreement for Professional Services (the "Agreement') with Glatting Jackson Kercher Anglin • Lopez Rinehart, Inc., ( "Consultant') on the 1" day of August, 2002. This Consultant Services Authorization ( "CSA "), when executed, shall be incorporated in and become an integral part of the Agreement. All services provided shall be performed under the terms and conditions described in the Agreement. • 1.0 PROJECT DESCRIPTION 1.1 The project is to develop individual park Site Plans, Floor Plans and Cost Estimates to determine the scope of proposed improvements to existing parks and facilities. 1.2 Existing parks /facilities included in this project include: 1. Oaks Park 2. Municipal Pool 3. Plant Drive Park, Teen Center and Dog Park (potential location) 4. Burns Road Community Center 5. Lake Catherine Sports Complex, Lakeside Park and McArthur Blvd. 6. PGA Park 7. Municipal Plaza, Amphitheater and Park 8. Sandhill Crane Access Park and Trail 9. District Tennis Center 10. Gardens Park 11. Page] of 5 • PART II — Site Plans 2.6 Programming Workshop — Glatting Jackson will facilitate a one (1) day public workshop to review the results of the Site Analysis, and to develop a Preliminary Site Development Program for each of the eleven (11) park sites. Glatting Jackson will provide workshop materials such as base maps, flip charts, etc; the City will coordinate logistics for the workshop, including invitations, public announcements, site reservations, and refreshments. Glatting Jackson will prepare a memorandum outlining public comments from the workshop, and recommend any revisions to the Development Program(s) for the Client's consideration. 2.7 Site Plans/Floor Plans — Based on the Site Development Program(s) approved by the Client, Glatting Jackson shall prepare one (1) Conceptual Site Plan for each park, illustrating proposed improvements, except for the Burns Road Community Center Site Plan, which is being prepared by others. Glatting Jackson shall also prepare up to one (1) Alternative Site Plan each for the Municipal Pool Site and the Bums Road Community Center Site, reflecting alternative site development programs. Conceptual Architectural Floor Plans will be prepared for the Plant Drive Teen Center, Lake Catherine Concession, Restroom and Storage Building(s), and the Burns Road • Community Center Expansion. 2.8 Conceptual Cost Estimates — Glatting Jackson shall prepare a preliminary estimate of construction costs for the improvements shown on the Site Plans and Floor Plans. 2.9 Review Meeting/Revisions - Glatting Jackson will attend one (1) meeting with the Client to review the Site Plans, Floor Plans and Cost Estimates. If necessary, Glatting Jackson shall revise the Site Plans, Floor Plans and/or Estimates one (1) time based on the Client's written review comments. 2.10 Presentations - Glatting Jackson shall present the Site Plans, Floor Plans and Cost Estimates, and an accompanying PowerPoint slide presentation, at one (1) Recreation Advisory Board meeting and one (1) City Council meeting. If necessary, Glatting Jackson shall revise the Site Plans, Floor Plans and Cost Estimates one (1) time based on the Client's written review comments. Deliverables — As a result of these tasks, Glatting Jackson shall produce the following: • Programming Workshop Memorandum / Site Development Program • One (1) copy of the Site Plans • One (1) copy of the Alternative Site Plans • One (1) copy of the Floor Plans • One (1) copy of the Cost Estimates • Up to two (2) revisions of the Site Plans, Floor Plans and Cost Estimates • • One (1) digital copy and one (1) color copy of a PowerPoint Presentation Glatting Jackson Kercher Anglin Lopez Rinehart, Inc. Marcus Palm Beach County Governmental Center 301 North Olive Avenue, 12'" Floor West Palm Beach, Florida 33401 Re: Sand Hill Crane Access Park Dear Commissioner Marcus: Thank you for meeting with Jordan Connors and me regarding the City's proposal for Sand Hill Crane Access Park. As you can see from the proposal we provided, this park, when constructed, will provide our residents and visitors with an entranceway into our County's natural treasures — the Loxahatchee Slough Natural Area, the Hungryland Slough Area and the Sand Hill Crane Natural Area — where visitors can observe freshwater wetlands and a diversity of habitats, which are home to many species of birds, reptiles, and aquatic turtles. The lack of such facilities in the area combined with this location make this a unique opportunity to meet the needs of boaters and nature - lovers. • The City has budgeted $20,000 for park design in its proposed FY 2003 capital budget, with $640,500 proposed for construction in FY 2004. We hope that you will support and contribute to this project for the benefit of our residents and visitors in Palm Beach Gardens and northern Palm Beach County as you have for so many projects within the City before. The Regular Recreation Advisory Board meeting scheduled for Monday, August 19`h has remained the same. It too will be held at 7:00pm in the Council Chambers — City Hall.
