At the December 16th meeting we will be discussing the workshop agenda being presented to the Council on December 19th. At the November meeting it was briefly mentioned about the next several meetings falling on holidays and rescheduling to work around that. A tentative date has been set - January 13th instead of the 20th and February 10th instead of the 17th (2nd Monday of the month). Please let me know at the December meeting if these dates are ok with you and I will schedule accordingly. District Park Criteria / Service Area Policy 1.1.5.7 of the City's Comprehensive Plan states that "by the year 2000, the location of a district park shall be selected; acquisition negotiations shall be established with the property owner; recreational facilities shall be identified; and funding strategies shall be determined in conjunction with Palm Beach County" (June 1998 EAR). The Comprehensive Plan defines a District Park as "generally 60- 250 acres in size that primarily provides active recreational facilities, and to a lesser degree, some passive recreational facilities where possible. The service radius is under 5 miles, serving a population base of under 50,000 people. Recreational facilities include special facilities such as competition pools, golf course, boat ramps and marinas, large groups of lighted fields or courts, and adequate support facilities" (July 14, 1997 memo). Physical Opportunities and Constraints • The park site is approximately 81.79 acres (LBFH Boundary Survey). Potential constraints include 5.9 acre wetlands; invasion of exotic plant species on approximately 16 acres; the presence of gopher tortoises that will need to be p: \17 \17055 - palm bch gdns district park \technical \pbg_regional park— memo_120902.doc 12/16/02 City of Palm Beach Gardens — District Park DRAFT GJ Project # 17055 • relocated; and 14.4 acres (25 %) that must be set aside for an upland preserve (August 23, 1999 Schnelle Environmental Assessment). No toxic or hazardous environmental contamination was found on the site (February 14, 2000 Ardaman report). There are "drainage deficiencies" within the site's drainage basin, as well as a "lack of a defined northern outfall ", which will have to be resolved prior to development of the site (March 8, 2000 LBFH Surface Water Management Report). It appears that the site will require significant fill to adequately drain athletic fields and to provide proper building elevations. Community Needs, Priorities At the October 6, 1998 Joint Council /RAB workshop, "acquisition of land for a District Park was rated the most important" priority (October 6, 1998 meeting minutes). Acquisition Cost, Funding The District Park site was acquired through the March 9, 1999 County bond referendum for a cost of $3,680,050 (November 24, 1998 Palm Beach County BCC Agenda Item Summary). Development, Operations Costs In 2000, City staff estimated development costs for the District Park to be $19,998,500. Annual Operating Costs were estimated to be $1,672,362 in the first • year, increasing to $2,644,839 by the tenth year (March 6, 2000 Memorandum). Agreement between the City, County The April 18, 2000 Agreement between the City and the County states that: • The District Park will be "leased to, developed and maintained by the City" (p.l) for a period of fifty (50) years. Annual net rent is One Dollar ($1.00) per year (p. 2 of lease) • "The project shall be open to and benefit all residents of Palm Beach County" (p. 2). • The "City shall prepare and deliver to the County for review and written approval a final master plan for the Project approved by the City" (p. 4). • Phase 1 shall include an Outdoor Amphitheater, Soccer Complex, Group Picnic Area, Upland Preserve, Outdoor Stage, 3 Restrooms, 3 Soccer Fields, Bleachers, Shade Structures, 2 Group Shelters, Nature Trails, Interpretive Signs, Civil Work, Paving (incl 300 paved parking spaces), Grading, Drainage, Fencing and Gates (p. 5). • Phase 2 shall include the balance of the Conceptual Plan, including a Family Picnic Area and Court Complex, 8 Family Picnic Shelters, Tot Lot with Shade Structure, Restroom, 6 Sand Volleyball Courts, 4 basketball Courts, 2 Racquetball Courts, 2 Roller Hockey Courts, Civil Work, Paving (including 150 paved parking spaces), Drainage, Grading, fencing and Gates (p. 5). • This development program can be amended through the approval of the final • Master Plan (p. 5). • The project schedule requires that Phase I construction commence within three (3) years of closing (April 2003); Phase I construction be completed p: \17 \17055 - palm bch gdns district park \technical\pbg_regional park_memo- 120902.doc 12/16/02 City of Palm Beach Gardens — District Park DRAFT GJ Project # 17055 within five (5) years of closing; Phase II construction commence within seven • (7) years of closing; and Phase II be completed within ten (10) years of closing (p. 5). If the "City fails to construct the Project in accordance with the above schedule, County shall be entitled to terminate [the] Interlocal and the Lease" (p. 6). • The City can not "discriminate as to residency of users in establishment of its admission fees or membership criteria (p. 7). FRDAP Grant In 2002 the City applied for a Florida Recreation Development Assistance Program Grant for $200,000. If approved, the City would be required to develop the following elements in the first phase of construction: Playground, Support Facilities, Picnic Facilities, Exercise Trails, Hiking Trails, Bike Trails, Basketball Courts, Handball Courts, Parking, Landscaping, Restrooms and Security Lighting ( FRDAP Application) DEVELOPMENT PROGRAM As illustrated in Table 1, the proposed Phase I development could meet many of the recreation needs identified by City residents, including Open Space (Upland Preserve), Trails and Picnic Areas, that will not be met through improvements to the existing City parks. The need for an Amphitheater is being partially met through the • proposed improvements to City Hall, but a large, multi - purpose, natural (grassy) amphitheater could be used for larger events. The proposed Phase 1 would also meet the need for more soccer fields, a regional need identified by Palm Beach County staff. The proposed Phase II development would meet mostly lower priority needs, many of which are being at least partially met through improvements to existing City parks. Sand volley ball courts are proposed to be added at Plant Drive Park, for example, and additional family picnic areas are proposed for Lake Catherine Park. Therefore it appears that there would not be a pressing need for the Phase II development if the proposed improvements are made to the existing parks. The Aquatics Center and Community/Recreation Center shown on the Conceptual Master Plan are not required in the Interlocal Agreement with the County, but are high priority needs for City residents. The proposed improvements to the Burns Road Community Center and Municipal Pool, and the proposed new Lilac Park Recreation Center, may satisfy some of these needs. Therefore it does not appear that these facilities need to be developed at the Regional Park in the near future. Based on the above, it seems that a cost - effective Phase 1 development program would combine the facilities listed in both the Interlocal Agreement and the FRDAP Grant Application, including: • • Outdoor Amphitheater (natural, grassy area) w/ an Outdoor Stage • Group Picnic Area w/ 2 Group Shelters, Picnic Facilities • Upland Preserve pAll7 \17055 - palm bch gdns district park \technical\pbg_regional park_memo_120902.doc 12/16/02 City of Palm Beach Gardens — District Park GJ Project # 17055 • • 3 Restrooms • 3 Soccer Fields w/ Bleachers, Shade Structures • Nature Trails, Exercise Trails, Hiking Trails, Bike Trails • Interpretive Signs • Paving (incl 300 paved parking spaces) • Grading • Drainage • Fencing and Gates • Playground • Basketball Courts, Handball Courts • Landscaping • Security Lighting DRAFT A Phase II development program would be re- evaluated after completion of Phase I, based on current community needs and the availability of funding. When the City develops the final Master Plan for the park in accordance with the inter -local agreement, the City should create flexibility in the schedule and composition of the Phase II development. DEVELOPMENT COSTS Table 2 shows the estimated development costs of the proposed Phase 1 • development outlined above, as well as potential subsequent phase of development. OPERATIONS AND MAINTENANCE COSTS Table 3 shows the estimated annual operations and maintenance costs of the proposed Phase 1 development outlined above, as well as potential subsequent phase of development. POTENTIAL REVENUES Revenues can be generated through user fees for specific facilities, and typically are used to offset some of the operations and maintenance costs. Picnic pavilion rental fees, for example, are used to cover the costs of cleaning and maintenance. Revenues rarely cover any capital improvement costs. Proposed Phase I facilities with revenue - generating potential include: • Outdoor Amphitheater — Special Event Admission fees • Group Picnic Area — Rental fees • Soccer Fields - Rental, League fees Proposed Phase II facilities with revenue - generating potential include: • • Racquetball Courts — User fees • Roller Hockey Rinks — User, League fees p: \17\17055 - palm bch gdns district park \technical \pbg_regional park— memo_120902.doc 12/16/02 City of Palm Beach Gardens — District Park DRAFT GJ Project # 17055 • Other potential facilities with revenue - generating potential include: • Aquatics Center — User fees, Rental fees, Special Event fees • Community Center /Gymnasium - User fees, Meeting Room fees, Special Event fees Table 4 shows a summary of the Potential Revenues for the property. POTENTIAL FUNDING Table 5 lists various federal, state and local funding sources available to develop the District Park. Based on a conversation with Collier Clark at the Florida Department of Environmental Protection (DEP) Bureau of Parks Design and Recreation Services, the most likely funding sources include: Florida Recreation Development Assistance Program ( FRDAP) The City can have up to three (3) active FRDAP Grants at any one time, including multiple "phases" of the same project. For example, the City can get "points" for one picnic area in one application, and another picnic area in a second application. The maximum FRDAP grant is for $200,000, with a 50% match requirement from the City. FRDAP funds could be used to develop any of the proposed recreation or support facilities. • Land and Water Conservation Fund (LWCF) LWCF grants fund both acquisition and development, with an emphasis on water access and trails. LWCF funds could be potentially used to offset the costs of lake, boat ramp and trails. The maximum award is $200,000 with a 50% match. Recreational Trails Program The Recreational Trails Program can provide up to $80,000 to develop trails on the site, particularly if they connect to a larger trails system. A match is required as well. Other typical capital improvement funding sources include bonds, impact fee revenues, and annual capital improvements program funding. Potential funding may also be available through partnerships with Palm Beach County, the Jupiter /Tequesta Athletic Association, the Palm Beach County School Board and or other local public /non - profit agencies. Some operations and maintenance costs can be offset through volunteers. The bike trails at Jonathon Dickinson State Park, for example, are maintained almost exclusively by Club Scrub, a group of off -road bicycling enthusiasts. Materials are donated by local businesses, and club members meet monthly to improve and maintain the trails.
