Bergel, Fire SUBJECT: FY 2001/2002 Budget Issues This memo acknowledges concerns that were raised at the September 0 Budget Hearing concerning staffing and response issues associated with the construction of Fire/Police Station Three and the addition of a Community Education Specialist. I offer the following justifications pertaining to the aforementioned concerns: First and foremost, Fire Rescue is obligated contractually to provide a minimum staffing of five.personnel in each fire station. The Collective Bargaining Agreement states in part "Staffing shall consist of a minimum of five (5) personnel per station..." Secondly, in 1999 Fire Rescue proposed and subsequently received approval to implement Advanced Life Support Engines. Since that date we have implemented Engine 61 and Engine 64 as such. The next scheduled unit is to be Engine 63, which will be located at Fire Station 3. This was done in an effort to not only increase the level of service but to assist in reducing response times to emergency medical calls when a rescue unit was busy. By placing a paramedic on the engine we effectively increase the amount of emergency medical calls that can be answered simultaneously without the immediate assistance of adjacent Districts. It is also important to note that the cost of adding the nine (9) personnel in April of 2002 is approximately $200,000 for the proposed budget, not $400,000 alluded to at the presentation by some residents. Additionally, District Three consistently maintains higher call volumes of motor vehicle crashes and vehicular fires. These types of calls necessitate the staffing of a first response fire engine, within the district. Finally, the residents of this City have come to expect a high level of service in their community. (Currently five personnel assigned to an engine and a rescue) Contractual requirements notwithstanding, staffing the station in District Three with only a rescue unit would provide a lower level of service for those residents than we provide for the rest of the City. Another item of concern is filling the Community Education Specialist position. Currently community education is conducted by a fire inspector, the engine and rescue companies and Assistant to the Fire Chief.
