There is no hierarchy or progression of space. Circulation • Vehicular entrances need to align with entrances to ball fields. • Crosswalks need to be addressed between Community Center and adjacent ball fields. • Clear vehicular sequence with drop -off area in front of Community Center needs to be addressed • Clearly defined pedestrian routes from parking areas to activity areas, i.e. Municipal pool, Community Center, playground and jogging path, as well as adjacent properties and neighboring parks • Views • Opportunity to create views through park to various activity centers by utilizing the existing trees • Create views to the south over the canal to adjacent property • New building footprint to create opportunity for views throughout park Programming • Existing facilities being used to the point where there needs to be more facilities • Additional facilities could use improvement, i.e. pool is too small, playground is not accessible, exercise equipment needs to be replaced, signage, dedicated picnic and seating areas, pedestrian lighting (footpath /low level lighting) • Over - utilized, under - utilized or missing features such as benches, bbq pits, trash receptacles, etc. Construction and Maintenance • Footpathrogging trail needs to have clean edge, keep grass from encroaching onto path • All picnic pavilions, benches, trash receptacles, and tables need concrete pads. o Durability of park furniture is an issue, long lasting and classic design (wear and tear, aesthetics) • Potential for future problems Materials • Hardscape: a general hardscape theme could be used throughout the site, i.e. vehicular /pedestrian pavers, entrance walls and signs, directional signage, concrete flatwork, lighting, etc. • Softscape: the site contains lots of mature shade trees. Other landscape material could be used to define spaces and add emphasis in areas around proposed and existing buildings Drainage and Utilities o No surface drainage problems are evident. Engineering Issues Utility Availability o Sanitary sewer and potable water are available on -site. Stormwater o This existing site is approximately 50% pervious and appears to have addressed drainage issues via swales and soil percolation. There is sufficient pervious area to address water quality requirements and the canal to the south can provide for a positive discharge point if needed. This soil extends to approximately 72" of fine sand. Percolation is very rapid. Groundwater is within 10" of the surface for 2 -6 months of the year and within 10 " -30" of the surface the remainder of the year. Depressions are often under water for 3- 9 months of the year. Due to the high water table, attention to grading and drainage is necessary to prevent flooding of new facilities during the seasonal rainy period. Permitting Requirements o We assume no water /sewer permitting will be required since no new buildings are proposed. o SFWMD and NPBCID permits will be required for the improvements in the event that the proposed impervious area exceeds 2 acres. An NPDES permit will be required if the improvements exceed 1 acre in disturbed area. Wheelchair Accessibility o The existing site is wheelchair accessible. Expansion of the parking lot and /or building additions will address wheelchair accessibility. Site Restrictions o No site restrictions are anticipated. Architectural Issues General Comments • The Bums Road Community Center was constructed in 1983. The facility has a diversified range of programs from, dance to arts and crafts. The structure has been well maintained considering the extensive use of the facility. The facility exhibits some wear e.g. cracked quarry tile in the lobby. My assessment is the facility is in good condition. The following is an assessment and summary of the visual review of the facility taken on October 16, 2002. • Mechanical o There are 7 package unit systems about 8 years old. There are 2 split systems which have been in operation since the building opened. Strong consideration should be given to there replacement. All of the units are at maximum capacity. All systems are working well through an aggressive maintenance program. Electrical / Communications / Life Safety • Electrical capacity has been adequate to handle new loads e.g. increase usage of computer systems. • Fiber optics cabling is being installed in Bums Road which will increase capacity to the facility. The communication system will be able to handle increased voice and data and have continued connection with city hall. • There have not been any reported troubles with the fire alarm system. Plumbing o The mens and womens restrooms are dated. They could use new partitions; mirrors. There are handicap facilities however, they do not meet the current requirements. Renovation to meet the requirement would be costly and may not be required. The finishes have held up well. Floor finishes have been replaced over the life of the structure. ADA access to the bathroom doors is required. • There are two roof leaks around skylight in the lobby and in the gymnasium. The gymnasium roof leak occurs around the curb of the package unit opening. The roof was repaired approximately 10 years old. The roof repairs may be past their useful life. 5. Burns Road Municipal Pool Design Development Program Existing Facilities o Swimming pool Proposed Features o Expand pool surface o Add additional shade areas o Renovate pool entrance building Architectural Issues General Comments The Municipal Pool is open from dawn until dusk. The following is an assessment and summary • of the visual review of the facility taken on October 16, 2002: LJ Pool Area o Pool deck lights show wear. o Replace quarry tile around the perimeter of the pool. Pool file cracked various locations. o Chain link fencing has deteriorated in various locations and should be replaced. o The wading pool is inadequate. (need a zero depth facility). o Inadequate deck area for swimmer and sun bathers. Sizable area is used for storage of deck equipment. o Filters are from 1984: The pool pump is new. The heater was replaced in 1995. o Several of the diving blocks are cracked and can not be used. Need new diving blocks. o There is a portable ADA lift to provide access to the pool. o Concession area needs shading. Patrons have to sit in the sun while consuming food and beverages. Structures o The life guard room is inadequate for 9 guard per shift at peak hours. The room has no window to observe the pool except for a window in the door. The space does not have a telephone, there are no lockers for changing or for storage personal items. The office area is too small for the amount of staff. (3 full time and 3 part time) Restrooms — Men's / Women's o Existing toilet stall doors are wood. Should consider solid plastic for hygiene o Sinks not ADA - (need levers). Oaks Park Design Development Proaram Existing Facilities o Picnic shelter /pavilion o Tot lot o Perimeter pedestrian path o Irrigation system Proposed Features o Restroom facility is desperately needed o Treat grass for weeds and fertilize o Add connection between the perimeter path and the ROW sidewalk need to be made o Concrete containment system for the sand at the tot lot Site Planning and Design Issues • Spatial Organization and Design o West end of the park is clearly defined with the path and large oak trees and is a green open space: passive recreation and pick -up games o East end of the park is loosely defined and randomly planted with pines and oaks: passive recreation. More trees should be added o Center of the park is programmed as active recreation and events.
