Please take the time over the next week to review the enclosed material and place a rank
and sub rank to the projects listed on the 5 -year Capital Projection sheet. This exercise
will help us determine the priorities as you see them for the community. We have
enclosed the results from the survey you conducted to help you develop your priority list.
Once the information is returned, staff will compile the results. Those results will be
discussed at the May meeting of the RAB.

The Recreation Advisory Board meeting scheduled for March 17th has been
cancelled per the decision made by the Advisory Board at the February 10th
meeting. The next scheduled meeting will be held on Monday, April 21St at
7:00 pm in the Council Chambers, City Hall located at 10500 North Military
Trail, Palm Beach Gardens, FL.
Please contact the office at 775 -8270 by Friday, April 18th to confirm your

Five -year Capital Improvement
Program (CIP)
What is a CIP?
■ A CIP is a multi -year planning instrument
used by governments to identify needed
capital projects and to coordinate financing
and timing improvements in a way that
maximizes the return to the public.

Program (CIP)
Why do governments need a CIP?
• Provides orderly comprehensive replacement of
capital facilities and equipment
• Ensures continuity
• Assists with long -range fiscal planning
■ Provides for adequate project planning and
timing
■ Provides a public relations tool
Two Major Components
• Capital Outlay - Purchases that cost at least $750 per
unit and result in a fixed asset for the City
• Capital Projects - A set of activities with related
expenditures which Includes one or more of the following:
• Delivery of an asset or Improvement to an existing asset,
which will become a fixed asset for the City, that costs at
least $10,000 and have a useful lifespan of ten (10) years, or
cost at least $30,000 and have a useful life span of seven (7)
years
• Any contribution by the City to other governmental or
not - for -profit entities for the purpose of delivering a
capital Improvement
• Any engineering study or master plan necessary for the
delivery of a capital project, and
• Any major repair, renovation or replacement of existing
facilities 5

What is a capita/ improvement budget?
■ The capital budget is the first year of the CIP
and is incorporated into the annual operating
budget, which provides resources for specific
facilities, improvements and equipment

• A CIP is developed by each department for a
period of five years
• As resources are available, the most current
year of the CIP will be incorporated Into the
current year budget
• The CIP will be reviewed and updated annually
as part of the budget process

in Step 1 - Establishing an administrative structure
• Budget Committee

Defines what are capital outlay purchases and projects, length of CIP

Encourages agreement on priorities
Provides objective basis for assessing projects

Evaluation Criteria
The following priority categories will be used to determine
initial consideration of proposed projects for the Capital
Improvement Program and provide a basis for
evaluation and subsequent funding:
• Critical Deficiency — Required to eliminate proven or obvious
dangers to public or employee health or safety
• Existing Deficiency — Needed to raise a service or facility to an
adopted level of service
• Repair /Replacement — Maintains adopted service level standards
in developed areas and gives comparable service standards in
developing areas
• Future Need/Planned Expansion — Enables the City to provide
service required for scheduled development

General Fund: Funds that are available for any

used to account for all revenues and all activities

Recreation Impact Fund: Established to account
for the receipt and disbursement of developer
paid impact fees restricted for the purpose of
enhancing recreational opportunities and

Attached are the results of the Parks & Recreation survey issued by the Recreation
Advisory Board. A synopsis of the results can be found below. I believe these to be the
key results.

78% of the surveys returned were from Palm Beach Gardens Residents.
Of the people who returned the survey, it was an even split as to whether or not they had
children who used the parks.
Burns Road Community Center /Gardens Park was indicated that it was the most used
facility.
The answers were split to whether or not the City Facilities met the needs of the users.
Overwhelmingly, the people who responded said the facilities needed an upgrade or to be
expanded.
Even more respondents indicated that the City should consider building more facilities.

PBG hosts April to June 2004
Scott Raynor, PBG Fire Rescue is the Fire Department coordinator
Working with Palm Beach County Sports Commission to get a $25,000 grant
Estimated that over 10,000 participants will take part in 2004 games in PBG. Estimated
cites population of south Florida and access to PBG (via interstate and turnpike).
Recreation staff will work along with fire department officials to coordinate event
venues, acquisition of venues, scheduling, etc.
Plan to work with Palm Beach County, Jupiter and North Palm Beach in securing as
many venues in the north county area
