I am disappointed that I was unable to contribute to the degree that I had anticipated. My role as an alternate was never clearly defined and I feel uncomfortable continuing in that capacity. As with each of the members of the Board, my time is limited between my professional and family life, so I hope to find a community endeavor where I can make a meaningful contribution. . The following is information to assist you in making your decision. In all instances, a "no" vote means that no change would be made to that particular section of the Charter. DELETING SECTIONS 18-1 AND 18-4: THESE SECTIONS ARE OBSOLETE INCONSISTENT WITH THE REQUIREMENTS OF FLORIDA STATUTES RELATING TO THE ADOPTION AND PUBLICATION OF ORDINANCES AND RESULUTIONS AND THE REMAINING PROVISIONS OF CHAPTER XVIII BE RENUMBERED. *Spanish version available upon request The purpose for addressing this section of the Charter is to clarify the City Manager's role within the Council - Manager form of government. Additionally, any provisions regarding citizen complaints should be addressed by policy and not in the City Charter and should not be limited to department heads. This section of the Charter is being addressed, as it is contradictory to the Council - Manager form of government. Under the Council- Manager form of government, the Manager, who is ap- pointed and responsible to the Council, serves as the Chief Administrative Officer. This section of the Charter is obsolete and inconsistent with the requirements of Florida Statutes relating to the adoption and publication of Ordinances and Resolutions. For example, the Charter requires that an ordinance be advertised at least fourteen (14) days prior to adoption. State law only requires ten (10) days. A `yes" vote to the proposed amendment would be consistent with the revisions to section 6 -1 regarding the hiring of department heads by the City Manager. Additionally, all citizen com- plaints would be addressed through City policy and procedure. A "yes" vote to the proposed amendment would clarify the Mayor's role under the 1 Council- Manager form of government. It would provide for the Mayor to be recognized as the head of City government, but not to be responsible for the day -to -day management of the City's business. A `yes" vote to the proposed amendment would require the City to comply with Florida Statutes, regarding the adoption and publication of ordinances and resolutions as amended from time to time, like all municipalities.
