HomeMy WebLinkAboutMinutes RAB 0731010 PARKS AND RECREATION ADVISORY BOARD MEETING MINUTES JULY 31, 2001 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, July 31St, 2001, in the Council Chambers at the City Hall, 10500 North Military Trail, Palm Beach Gardens. The meeting was called to order at 7:OOp.m. Members present included: Mayor Joseph Russo, Jack Doughney - Assistant to City Manager, Sue Miller - Director of Parks /Recreation, Brian McLaughlin - Assistant Director of Parks/Recreation, Charles Torrey, Tory Buckley, Mary Anne Hedrick, Mark Kenigsberg, Phil Milton, Bert Premuroso, and Cheryl McQuiston. Absent: Jim Maynor and Pam Sartory. Also present were residents Judy Amsler and Howie Engel. I. APPROVAL OF THE MINUTES: The minutes from the May 22, 2001 meeting of the Parks and Recreation • Advisory Board were approved as written. II. WELCOME: The Mayor welcomed the members of the board. He stated he is looking for a board who would be willing to put the necessary time into delivering a parks referendum to the residents in March of 2002. Among items he envisioned for this referendum included the funding to build the district park, along with funding to make a series of improvements and renovations to existing city recreation facilities. III. DISCUSSION ITEMS: Sue Miller presented the conceptual plan for the district park. Among items proposed at this facility included a new community center; water park; an outdoor amphitheater; a large open space athletic field area; numerous small and large picnic pavilions and shelters; a nature area; and a court complex featuring sand volleyball courts, basketball courts, in line skating rinks, and racquetball courts. Projected development of the park would be approximately $20,000,000 phased • in over a period of time. Discussion was held regarding a proposal to lease to the school board the property • adjacent to the tower on Lilac Street for the development of a new baseball field for use by palm Beach Gardens High School. Also discussed were how to best get the word out to the residents regarding the proposed referendum, along with proposed meeting dates of the board and the appointment/re- appointment of members whose terms expire in September. IV. MISCELLANEOUS ITEMS: Judy Amsler, a resident, expressed her feelings on the need for the City to seriously consider the construction of a dog park. Howie Engel, also a resident, stated he thought there continues to be a problem of athletic teams bringing beer into the parks. He also addressed the problems associated with vandalism at the parks and dogs running on the athletic fields. V. SM/clm Cc: Ron Ferris Jack Doughney a EI MINUTES 'rt PARKS AND RECREATION ADVISORY BOARD BEETING MAY 22. 2001 The City of Palm Beach Gardens Parks and Recreation Advisory Board met Tuesday, May 22, 2001, in the Growth Management Conference Room at the City Hall, 10500 North Military Trail, Palm Beach Gardens. The meeting was called to order at 7:OOp.m. Members present included: Mayor Joseph Russo, Ron Ferris, City Manager, Jack Doughney, Assistant to City Manager, Brian McLaughlin, Asst. Director - Parks & Recreation, Tory Buckley, Charles Torrey, Phil Milton, and Cheryl McQuiston. APPROVAL OF THE MINUTES: The minutes from the September 21, 1999 meeting of the Parks and Recreation Advisory Board were approved as written. • II. DIRECTOR'S REPORT: The main objective of this meeting was to put into plan getting this committee back together within the next two weeks with people who are skilled in the area of planning and building and who are ready to put in the time and effort to get the committee back to where it needs to be to enable it to meet the needs of the growing area. During the next two weeks, new applications for the P &R Advisory Board will be reviewed, the applicants called, and the positions that are vacant will be filled. Once the positions have been filled, another Advisory Board meeting will be held at which time Mayor Russo will meet with the Board to discuss the exciting time ahead. II1. TOPICS DISCUSSED: Parks and Recreation Programs • Wonderful programs in all areas. "Inside, acquatic, sports" • The problem noted on the sports side - the number of people has outgrown the facilities. • Need to look into how to address the "wants, needs, and desires" of the facilities, not just for today, but for the future. • In order to get the immediate needs and plan for the future we need to look at is all the facilities that the need and how we as staff will operate & maintain Ot them. We need to take a look at the entire picture of the city, not just today, but through build -out, and put together a real master plan which would show us what we need today, what we need for the future, and how we will be able to afford to build, maintain, repair and replace.
